    Observation. It was alleged by the complainant that the Licensee is operating without adequate staffing during an excursion. Based on the information received during this complaint-follow up, the Licensee had three educators to care for 12 children during the excursion. There were also two support workers for children with care plans. The Child Care Licensing Regulation requires the Licensee to ensure that children are adequately supervised by qualified employees in sufficient numbers to meet the needs of each child. At the time when the incident occurred, the Licensee had sufficient number of staff. This allegation is unsubstantiated. It was alleged by the complainant that children are not supervised while in care, and that a child was missing/wandering during an excursion. The Child Care Licensing Regulation requires the Licensee to ensure that children are supervised at all times. Based on the information received during this complaint-follow up, Licensing has confirmed that a child was left unsupervised in the indoor playground for a short period of time. This allegation is substantiated. Submit to Licensing by April 9, 2025, on the measures implemented to ensure that children in care are supervised at all times.

    Observation. Unrelated to the complaint, the Licensing Officer interviewed the staff and has confirmed that the parent of the missing/wandering child during an excursion was not informed regarding the incident. The Child Care Licensing Regulation requires the Licensee to immediately notify a parent or emergency contact if a child becomes ill, injured or is involved in a reportable incident. Submit to Licensing by April 9, 2025, confirming that a parent or emergency contact is immediately notified if a child is involved in a reportable incident. Unrelated to the complaint, it was confirmed that a child was missing/wandering during an excursion, Licensing was not notified regarding the reportable incident. The Child Care Licensing Regulation requires the Licensee to notify Licensing within 24 hours after a child is involved in, or may have been involved in, a reportable incident described in Schedule H while under the care or supervision of the licensee. Submit to Licensing by April 9, 2025, confirming that this incident has been reported to Licensing.

    Observation. - The template child record is missing the date that the child stops attending. - The child template record is missing information to readily identify the child in the event of an emergency. - Some child records are missing a medical practitioner name and phone number. - One care plan has not been developed for a child with a serious allergy. - Some facility records could not be produced upon request for inspection. - Some facility records from the last inspection date and the last year could not be located for inspection. - There is no record that could be located or produced for the annual outdoor play space. A record of the monthly outdoor play space inspections, maintenance and repairs could not be located from May 2021 to June 16, 2022 and the daily log resumed on June 17, 2022 after an absence since March 2022.

  • C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

    Observation. - The employee records that were inspected are missing character references, evidence of immunizations and a record of work history. There is only one record showing evidence of compliance with the tuberculosis control program. One file has an RCMP criminal record check instead of an approved criminal record check clearance letter from the Criminal Records Review Act. As discussed, this is the fourth consecutive routine inspection report that has cited incomplete employee records. The dates of the past inspection reports are May 29, 2019, October 22, 2018 and June 8, 2021. It is important to put effective systems into to prevent a reoccurrence- please see the closing comments.

    Observation. - The monthly fire drill log could not be located from June 2021 to March 2022. - The last annual emergency evacuation record could not be located upon request.

    Observation. Two of five employee records inspected are incomplete. One staff record is missing a criminal record check clearance letter, references, work history, immunization status and first aid certificate. Another record is missing immunization status and first aid training. This is a repeat contravention from the past two consecutive routine inspections completed on May 29, 2019 and October 22, 2018. Please provide a description of the systems that will be put in place, and who/how the effectiveness of the systems will be monitored, to ensure that employee records are complete and current at all times.

  • C4.1 - Are facility records current and complete?Non-critical

    Observation. - Four child care records are missing the name and telephone number for a medical practitioner and two are missing a medical practitioner telephone number. - It is reported that six children with allergies are attending without a care plan.

  • C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

    Observation. - Numerous art supplies in the accessible activity room cupboards have label warnings to keep out of the reach of children. - Two sunscreen bottles with label warnings are accessible on an open centre shelf. - A container of antibacterial cloths is accessible. The manager/licensee indicated that these items would be resolved before children in care arrived. Please submit a systems based response to prevent a reoccurrence. - A refrigerator log indicates that internal temperatures exceeded the 0-4 Celsius degree allowable range. There is no indication on the form that corrective measures were taken.
