    Observation. A person over the age of 12 who resides on the facility premises does not have evidence of a having obtained a criminal record check. It is a requirement that all persons over the age of 12 who reside at the premises have criminal record clearances. Submit to licensing by November 14, 2025, evidence the person has obtained criminal record clearance.

    Observation. One employee who is not a volunteer has criminal record clearance from the RCMP. Criminal record clearance for this employee must be obtained through the Criminal Record Review program.

    Observation. A deep hole was observed in the outdoor play space which may cause a tripping hazard to children.

    Observation. Through a review of the attendance records and conversations with the facility manager it was confirmed the facility exceeded the license maximum capacity for the Group Child care (School Age) program on November 20, 2023 and November 28, 2023. This is a reoccurring contravention which was noted on the October 3, 2023 inspection report.

  • C1.1 - Does the licensee continually inform licensing of any significant changes to the structure or operation of the facility?Critical

    Observation. Through a review of the children's files and through conversations with the manager it was confirmed that a change to the transportation policy occurred and licensing was not notified of this change. This is a reoccurring contravention.

  • C2.1 - Are written policies and procedures in place to guide employees in all matters regarding the care and supervision of children?Non-critical

    Observation. The facilities emergency cards which include photographs were not available at time of inspection. A recent change to the transportation policy does not include written procedures that guide staff in the implementation of the policy.

  • C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

    Observation. A full garbage receptacle located outside by the entrance to the facility was tipped over , resulting in garbage being spilt on the ground. Garbage was observed in the facilities outdoor play house. There were a variety of cleaning products located in the facilities bathroom cupboard which was accessible to children.

  • C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

    Observation. Through conversations with the manager it was confirmed a new staff is employed at the facility. This person's staff file was not available at time of inspection. The licensee did email the staff file to licensing following the inspection. This staff person has been working with the children before all the required documentation has been obtained. The submitted staff file does not include evidence of character reference checks. The submitted staff file does not include evidence that the person has complied with the province's immunization and tuberculosis control programs. The submitted staff file confirms that the staff who works alone with children does not have a current valid first aid certificate. The submitted staff file who does not have a clear criminal record clearance letter.

    Observation. Photographs of all children were not available at time of inspection. All facility records were not on site at time of inspection.

    Observation. It was observed that the transportation policy approved and submitted to licensing on July 17, 2023 has now changed. Licensing was not informed of the changes , nor has these changes been approved by licensing. This is a reoccurring contravention that was sited on the June 20, 2023 inspection report.

    Observation. Through a review of the attendance records and conversations with the facility manager it was confirmed the facility exceeded the license maximum capacity for the Group Child care (School Age) program on September 25, 2023 and September 28, 2023.

  • C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

    Observation. The system for ensuring employee's practice monthly fire drills appears to be ineffective. There was no evidence of a fire drill practice for June 2023, July 2023, August 2023 and September 2023.

  • C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

    Observation. The carpets in the facility are stained. This is a reoccurring contravention from the June 20, 2023 inspection.

    Observation. The system in place for ensuring play space inspection are conducted appears to be ineffective. No evidence of play space inspections was observed for April 2023, May 2023, June 2023, July 2023, August 2023, September 2023.

  • C2.1 - Are written policies and procedures in place to guide employees in all matters regarding the care and supervision of children?Non-critical

    Observation. The facilities transportation policy that includes the use of Taxis does not adequately guide employee's in the care and supervision during the transfer of care to and from the facility.

  • C1.1 - Does the licensee continually inform licensing of any significant changes to the structure or operation of the facility?Critical

    Observation. - The managers name is not posted in a prominent place in the facility. - The Licensee's address is now different than the facility address and licensing was not notified. - Licensing confirmed through observing a weekly program schedule and through conversations with staff that children regularly access play areas located outside the facilities boundaries. The requirements of Schedule B 6 (c) (i) (ii) (iii) have not been submitted to licensing. - The transportation policy previously submitted to licensing included details of children being supervised and accompanied during the use of Taxi's. Licensing observed children riding in Taxis' unsupervised and unaccompanied by facility staff. This change was not approved or submitted.

    Observation. It was observed that some of the children ride in a Taxi paid by the facility on a regular basis to go to and from school and are unaccompanied by facility staff.

  • C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

    Observation. The system in place to ensure and monitor the cleanliness of the facility appears ineffective. The carpeted floors are stained and unvacuumed. The facility walls were observed to be unclean and visible dirty hand prints were noted throughout the facility.

  • C4.1 - Are facility records current and complete?Non-critical

    Observation. - The system in place for ensuring each child record has all the required information appears ineffective. Several children's files are missing information such as photo's and medical practitioner's name, phone number and medical insurance numbers. - The system in place for ensuring attendance records are complete appears ineffective as several departure times have not been completed.

  • C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

    Observation. - An adult who resides on the upper floor of the premise and has access to the care rooms does not have criminal record clearance results. It was observed the staff member who is employed to work with the ten children in the Group Child Care (School Age) program file is incomplete. Items missing include: - Criminal record clearance letter - Evidence the staff has complied with the Provinces' immunization and tuberculosis control programs - Character references - A record of the person's work history

    Observation. It was observed the facilities emergency equipment and supplies are inadequate to prepare for, mitigate, respond to and recover from any emergency.

    Observation. It was confirmed through conversations with the licensee, and a review of facility records that the facility was combining an unlicensed "nature" program with the licensed Group Child Care (School Age) program which resulted in children being in larger groups than permitted on the licence that was issued to the facility for a maximum capacity of 10 school aged children.

    Observation. -It was confirmed that children are being transported and supervised in a vehicle with a driver who does not hold a valid first aid certificate. The licensee stated the driver is an independent contractor however no evidence of this was available.

  • C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

    Observation. - The facilities washroom pocket door is in poor repair. - The outdoor wooden gate located at the bottom of the deck stairs requires securing.

  • C6.1 - Are acceptable hygiene practices maintained?Non-critical

    Observation. -Children were observed using the washroom and not washing their hands afterwards. -Children were observed eating their lunch on the carpet floor of the facility.

  • C1.2 - Does the licensee operate the facility in a manner that will promote the health, safety and dignity of persons in care?Non-critical

    Observation. Radon results have not been submitted to licensing.

  • C2.1 - Are written policies and procedures in place to guide employees in all matters regarding the care and supervision of children?Non-critical

    Observation. - Evidence of monthly fire drills for May 2021, June 2021, September 2021 were not available. -Evidence the facility has practiced and implemented the emergency plan was not available for 2019, 2020

  • C4.1 - Are facility records current and complete?Non-critical

    Observation. - Two incidents in the minor incident log book that meet the definition of a reportable incidents were not reported to licensing. - Some children's files are missing start dates, medical insurance numbers, medical practitioner name and phone number. - Daily attendance records were not available for October 15, 18, 19, 20, 21, 22. No record of attendance was available for the nine children attending the facility during the inspection. Departure times are missing on many attendance records.

    Observation. It was reported to licensing children are being transported in taxi's unaccompanied or supervised directly by facility staff. Through conversations with the manager it was discovered this had occurred. On September 13, 2021 the Licensee submitted written confirmation taxi's will no longer be used to transport the children to or from school.
