    Observation. Unrelated to the complaint, a child's medication was accessible to children. Hazardous items may pose risk to children's safety. Submit by April 13, 2026, how you will ensure that children do no have access to any hazardous object or substance.

    Observation. The complaint alleges that a staff slapped a child’s hand. The staff denies hitting the child's hand but states that they tapped it with two fingers. Tapping a child's hand is inappropriate behaviour guidance and may be deemed as a non-consensual touch, which may cause a child to feel uncomfortable, embarrassed or unsafe. Based on the information received, the allegation is substantiated. Submit by April 13, 2026, how you will ensure that behavioural guidance is age- and developmentally appropriate.

    Observation. The Licensee is operating the Multi-Age Care Program in the basement of a two level house; which also has become the Licensee's personal residence. Based on the information received, the Licensee is providing care within the licensee's personal residence. To date, Licensing has not received a notification of the change to the facility and/or operations since the original application, and this remains to be outstanding contravention from previous inspections dated May 3, 2024, September 10, 2025, and November 13, 2025. Immediate compliance is required. Submit a written compliance plan no later than February 4, 2026. Failure to comply or continued non-compliance may result in action against the licence.

  • C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

    Observation. To date, other persons living on the premise do not have a valid Criminal Record Check clearance. This remains to be an outstanding contravention from previous inspections dated May 3, 2024, September 10, 2025, and November 13, 2025. Immediate compliance is required. Submit a written compliance plan no later than February 4, 2026, on how you will ensure that the persons over the age of 12 who do not have a valid Criminal Record Check do not have access to children. Failure to comply or continued non-compliance may result in action against the licence.

    Observation. This remains to be an outstanding contravention from previous routine inspection dated May 3, 2024, which needs to be addressed immediately: At the time of inspection, the Licensee stated that the occupancy arrangement has changed since the original application. Currently, the Licensee is residing in the basement where the childcare is operated. The facility is licenced for a Multi-Age Child Care. However the Licensee appears to be operating an In-Home Multi-Age Child Care, being a program in which the licensee personally provides care, within the licensee's personal residence. The Licensee must notify a medical health officer immediately of any change in the information provided under section 9, which includes records respecting all of the matters set out in Schedule B of the Child Care Licensing Regulation.

    Observation. The complaint alleged that some individuals over the age of 12 residing on the premise do not have a valid Criminal Record Check registered under the facility’s name. Staff confirmed that, to date, other persons living on the premise do not have a valid Criminal Record Check clearance. This may pose a potential risk to children’s safety and is an outstanding contravention from previous inspection. Based on the information received, the allegation is substantiated. Submit a corrective action plan by September 16, 2025, on how you will ensure that the persons over the age of 12 who do not have a valid Criminal Record Check do not have access to children.

Ensure that required staff records such as character reference checks, evidence that the person has complied with the Province's immunization and tuberculosis control programs and Early Childhood Educator Certificate validation are obtained prior the staff start of employment. • The main level of the house, which is on the same premises as the child care facility, is occupied by other tenants. At the time of inspection, there was no evidence of Criminal Record Check clearance for persons over the age of 12 residing in the main level of the house. Ensure persons over the age of 12 are not ordinarily present unless the person is of good character and a criminal record check has been obtained.

    Observation. Licensing reviewed the fire drill records and found them to be incomplete. Ensure that each employee practices implementing the fire drill system at least once each month.

    Observation. Some children records were reviewed and found to be incomplete. Ensure to keep a record for each child the date of enrolment and the date on which the child stops attending in the community care facility.

    Observation. Licensing observed that children's beds were placed next to a fenced cage housing a rabbit. Additionally, some droppings and shavings were found on the floor near the children's sleeping area. These pose a potential hazard to children's health and safety. Ensure children do not have access to these hazardous items.
