    Observation. - The children had access to bottles of lock de-icer in a drawer in the program room. To prevent accidental poisoning, hazardous products must be kept inaccessible to the children in care. *Correct by: October 15, 2025*.

  • C2.1 - Are written policies and procedures in place to guide employees in all matters regarding the care and supervision of children?Non-critical

    Observation. - The evacuation kit contained expired food and was missing adequate supplies to help prepare for any emergency. Having adequate supplies readily available will help to minimize the emotional and physical impact on the children during an emergency. *Correct by: October 22, 2025.* The Manager confirmed that the required policies and procedures for the facility were still in place and that they had not been revised or updated since the last routine inspection. The monthly fire drills were practiced, recorded, and displayed as required. The annual practice of the large scale evacuation plan was conducted in May 2025.

  • C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

    Observation. - A staff file was incomplete as it did not contain character reference checks. A person must not be employed unless the information available indicates that the person is of good character. *Correct by: October 22, 2025.*

  • C4.1 - Are facility records current and complete?Non-critical

    Observation. - Some of the personal information in the children's emergency records, such as care card numbers and doctor/clinic contact information, was missing. To ensure that the staff have immediate access to the children's personal information while taking the children away from the facility and/or in the event of an emergency evacuation, this information must be complete and up to date. *Correct by: October 22, 2025.* Other records such as the daily attendance, minor incident logs, and the play space inspection log were reviewed and they appeared satisfactory.

    Observation. - As per the facility evacuation plan, ensure that there are adequate emergency supplies in the evacuation kit available for the children in care. - Ensure that the large scale evacuation plan is practiced and recorded annually.

    Observation. - Licensing found the custodian room open and hazardous products were accessible to the children in care.

    Observation. - Ensure that child emergency records that list pertinent personal information is readily available to staff in the event of an evacuation. Some child emergency records were missing information such as emergency contacts other than the parents, identifying features (skin colour, eye colour, hair colour), and the child's last name. - A system for logging outside play space inspections, maintenance, etc. was needed.

    Observation. - Some staff files were missing required documents such as a valid Criminal Record Check from the Criminal Records Review Program and evidence that character references had been checked by the employer.

    Observation. - Based on the information received during this complaint follow up, Licensing has determined that the licensee did not ensure that a policy and procedure intended to guide employees in the care and supervision of children was implemented by employees. Specifically, the licensee's written "Accident/Incident/Illness Reporting" policy was not followed by employees.

  • C4.1 - Are facility records current and complete?Non-critical

    Observation. - Based on the information received during this complaint follow up, Licensing has determined that a reportable incident described in Schedule H of the Child Care Licensing Regulation that occurred on December 12, 2022 involving children in care and while under the care and supervision of the licensee was not reported to Licensing within 24 hours. *After discussing the nature of the incidents with the manager, Licensing received the applicable incident reports as required on December 16, 2022. - Resolved. In addition to the detailed incidents reports received by Licensing, the follow-up done by the licensee in response to these incidents to mitigate risk includes the creation of a care plan, scheduling additional staff to assist with supervision, and consulting with other supported child care agencies to possibly arrange further assessment and for additional support workers for the program.

    Observation. There is no system in place to monitor the refrigerator temperature where food and drink is being stored.

    Observation. - A reportable incident from May 18, 2022 was identified from the log of minor incidents. Submit an Incident Report to Licensing Direct. - The child records in use and inspected today do not include any person(s) not permitted access to the child. This was reported as being resolved from the September 22, 2021 inspection report. - The Preschool attendance records from September 2022 to present do not contain the time of each child's arrival and departure. - Some child records are missing photos or digital images.

  • C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

    Observation. A person working their first day today has no employee records available upon request. Every other employee record is missing information with some having one document on file. Missing information includs documentation such as character references, criminal record check clearance letters, immunization status, evidence of qualifications, certificate verifications, and work history. Incomplete employee records is a repeat contravention from the September 22, 2021 and March 2, 2020 routine inspection reports.

    Observation. Five of the six employee records that were inspected are missing required documentation such as immunization records, certificate verifications, character references, and work histories.

    Observation. - Sanitary wipes with label warnings to keep out of children's reach are accessible in the school age/preschool room on a low teacher desk shelf. This was moved out of children's reach during inspection. - A can of shaving cream and several paint bottles with label warnings are accessible in the 30 month to school age filing cabinet. When this was brought to the manager and an employee's attention, it was resolved during inspection.

    Observation. The planned menu is posted on the kitchen refrigerator and changes are not recorded for parents.

    Observation. - The fire drill records do not have any entries for June, July and August 2021. - A record showing implementation of the annual emergency plan could not be produced upon request.

    Observation. - A July 22, 2021 incident recorded in the log of minor incidents is a reportable incident to Licensing Direct for emergency restraint and aggressive or unusual behaviour. The manager was navigated to the on-line portal to submit an Incident Report. A care plan has been put in place in follow up to the incident. Reviewed that the plan should include additional details to guide staff. - The revised registration form does not include a record of any person who is not permitted access to the child. - Children who are picked up from another School are signed into care once they arrive at the facility. Ensure attendance records are current to reflect when children arrive into care. - Employee records are not kept in the facility. - The facility has no record of the monthly and annual play space inspections, maintenance and repairs. - Daily play space inspections were missing from June and July 2021.

As well, ensure that any generic bottles containing cleaning solutions are labelled appropriately.
