Verifying the training of a person employed to work in the role of an ITE, an ECE, or an ECEA ensures that the person's certificate is valid and that it was issued by the ECE Registry in BC. *Correct by: July 30/25.*

  • C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

    Observation. - The hot water temperature measured 55°C at the washroom sink used by the children in care. To prevent burn injuries, the hot water temperature that is accessible to the children must not exceed 49°C. *Corrected during the inspection. A staff person turned off the hot water at the sinks used by the children until such time that the temperature can be reduced or regulated.* - Medicated diaper creams were found accessible to the children in a washroom drawer. To prevent accidental ingestion or contact with eyes, medicated creams must be kept inaccessible to the children in care. *Corrected during the inspection. A staff person moved the creams to a locked cupboard.*

    Observation. - A child in care, who met the definition of a "child requiring extra support" in the Child Care Licensing Regulation, did not have a care plan in place that was created by the Licensee in consultation with the parent of the child. The Licensee is ultimately responsible for the health, safety, and well being of all of the children in their care, therefore, the Licensee must be involved in the development of the care plan to ensure that the child's specific needs are met and that the plan is implemented by the staff. *Correct by: August 20/25.*

  • C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

    Observation. - A staff file was incomplete as it did not contain the person's immunization status. The immunization status for staff working in the facility is required in the event that an vaccine-preventable disease outbreak occurs and for public health officials to determine who may need to be excluded from the facility until the outbreak is over. *Correct by: July 30/25.*

    Observation. • No employee documents for the ECEA substitute staff person, working in the facility during the inspection, were available for the Licensing Officer to review. This includes the ECEA certificate and evidence that the ECEA certificate had been validated by the Licensee.

  • C1.1 - Does the licensee continually inform licensing of any significant changes to the structure or operation of the facility?Critical

    Observation. • The Licensing Officer observed an Early Childhood Educator Assistant (ECEA) substitute staff person working in the facility during the inspection. The ECEA certificate for this staff person was not displayed in the facility as required.

    Observation. • Some staff files were missing evidence that their character references had been checked by the Licensee. * This contravention was noted on the last routine inspection report and is therefore UNRESOLVED. • No employee documents for the ECEA substitute staff person, working in the facility during the inspection, were available for the Licensing Officer to review. This includes a criminal record check, a resume, immunization status, evidence of reference checks, evidence of training, etc.

  • C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

    Observation. • The Licensing Officer observed blind cords hanging down in the program room that was accessible to the children in care. • The Licensing Officer observed hazardous products (i.e. sunscreen) in the bathroom drawer that was accessible to the children in care. • As observed by the Licensing Officer during the inspection, the climber with the orange slide in the outside play area did not have a 6 ft clearance at the bottom of the slide to ensure safe exiting. The Licensing Officer observed a cover on the outside sandbox when it was not in use by the children. RESOLVED. The Licensing Officer observed non-expired supplies in the first aid kits. RESOLVED. During the inspection, the ITE staff person confirmed to the Licensing Officer that a separate sleeping area located away from the activity area was made available to children in care who are between the ages of 30 and 36 months. RESOLVED.

  • C6.1 - Are acceptable hygiene practices maintained?Non-critical

    Observation. • A sturdy surface for changing diapers (e.g. change pad or change table) was not available in the program as required. * This contravention was noted on the last routine inspection report and is therefore UNRESOLVED. The Licensing Officer observed single use hand towels that were readily available in the washroom used by the children. This contravention was confirmed as RESOLVED.

  • C4.1 - Are facility records current and complete?Non-critical

    Observation. • No employee documents for the ECEA substitute staff person, working in the facility during the inspection, were available for the Licensing Officer to review. The required documents for the Licensee's employees working in the facility must be kept in a single place at the facility. • The Licensing Officer observed some child emergency records missing pertinent information such as doctor/medical clinic contact information and emergency contact phone numbers. This pertinent information must be readily available to the staff in the event of an emergency and/or when taking the children off site (i.e. evacuation). * This contravention was noted on the last routine inspection report and is therefore UNRESOLVED.
