There is an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency. [CCLR Sec. 22(1)(b)]
Observation. LO reviewed the emergency supplies and noted that insufficient supplies. The licensee stated that had used some of the supplies and did not replace the items. LO will provide a resource and the licensee had agreed to replenish the emergency kit.

There is an established program to instruct children in, and to practise the rules of, health and hygiene. [CCLR Sec. 46(1)]
Observation. Sanitizing solution was not prepared for the day and children did not had access to paper towels to use after washing their hands. Paper towel rolls was made inaccessible to children and the LO noted no used paper towel sheets where in the garbage bin. One cloth towel was available by the sink accessible to children that the licensee stated belong to her son

Information on the food and drink given to children is made available to parents. [CCLR Sec. 48(6)]
Observation. The licensee showed LO a generic menu,however did not had available records of what food and drinks were provided to children for the period the program was license(from January 2025 up to date). This issue was discussed with the licensee to ensure a daily,weekly or monthly menu written record is available and provided to parents at the final inspection.
- PHYSICAL, EQUIPMENT AND FURNISHING / EnvironmentNon-critical
A healthy and safe environment is provided at all times [CCLR Sec. 13(1)].
Observation. The licensing officer observed the following: - in the nap room a child was placed to nap adjacent to a shelf that had heavy items stored. These items could fall and cause injury. The licensee was reminded that this room is the bedroom that supposed to be dedicated for nap and rest time only. The room is also very small and should not have any other items stored in. The licensee was informed at the final inspection of the bedroom requirements. - solution for cleaning and sanitizing as bleach was not prepared for the day - in the bathroom personal items and hair brush,comb,facial cleaning products and cream were on the sink counter ,available to children. LO asked the licensee to remove the items during the inspection. This issue occurred at the final inspection and the licensee was educated on this matter. -a paper towel roll was placed on the window ledge above the toilet;made inaccessible to children. When the LO asked the licensee what was provided to children to dry their hands with,the licensee stated that paper towels were provided to children,however the roll was made inaccessible to children because were playing with it. The LO looked into the garbage bin available in the washroom and noted no paper towels were place inside. -one small cloth towel was hanged by the sink and a large shower towel were available to children. LO asked the licensee to remove the cloth towels. The licensee stated that were used by her son. - the retractable gate that supposed to make the kitchen inaccessible to children was not found closed. Also the licensee and staff after going in the kitchen did not close the retractable gate to ensure safety. Children were found sitting at the table and eating their lunch.

Children are provided with a comprehensive and coordinated program of indoor and outdoor activities that is designed for the development and care of the children, and is appropriate for the age and development of the children. [CCLR Sec. 44(1)(a)(b)(c) and Schedule(G)]
Observation. The licensee informed LO in December 2024 that purchased a sand box as to add more activities for outdoor play space. When asked where is the sand box,the licensee stated that did not install it. In the process for being licensed (relocated) at the new location the licensee stated that will bring all outdoor activities and will ensure are sufficient for the outdoor plays space.

Each child is provided with daily outdoor play periods unless weather conditions make it unreasonable to do so. [CCLR Sec.44(3)]
Observation. LO noted information recorded by the licensee in the log of minor incidents for days where children were not provided with outdoor time either because of rain or cold weather.

The licensee has written parental consent to call a medical practitioner or ambulance in case of accident or illness, in cases where the parent cannot immediately be reached. [CCLR Sec. 57(3)(a)]
Observation. Some children had no emergency cards available. The form was provided to the licensee when was lincensed in December 2024.

Observation. LO noted the following: - children attendance was not maintained - some children did not had emergency cards ,doctor name and contact on file or immunization - no photos on file

All records referred to in CCLR sections 56 to 58 are kept in a single place at the facility. [CCLR Sec. 59(a)]
Observation. The licensee had the children's registration forms and other records stored upstairs in the licensee's residence and not downstairs /on main floor where the programs is being operated. The licensee was reminded to keep all facility's records where the program is operated downstairs and to ensure are available at all times. In case of an emergency no children records were available downstairs and the licensee took some time to locate the requested records. Only two emergency cards were made available for licensing review. For other children in care/enrolled in the facility no emergency cards were available. When the LO asked the licensee to provide for review the children's emergency cards the licensee had to asked the RA support staff where they are. The licensee then search for a backpack that did not had any emergency cards.
