There is an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency. [CCLR Sec. 22(1)(b)]
Observation. Licensing observed a basic amount of emergency supplies in place to meet the needs of children. However, the emergency food has been expired.

For each child requiring extra support, the licensee keeps a current care plan showing the required information. [CCLR Sec. 58(1)(2)]
Observation. Licensing observed the following: *a wrong expiry date for an epi-pen on a child's care plan. *no picture of the child who requires an epi-pen on their care plan.

The licensee keeps a current record for each child showing the information required. [CCLR Sec. 57]
Observation. Licensing observed the following: *missing health practitioner information for 4 children. *missing the date of enrollment for 3 children. *missing administration of medication forms for all children. - Licensing observed Tylenol in their first aid kit. This Tylenol is administered to children when they have mild cold symptoms while in care. The manager further explained that consents are given from parents via texts. To demonstrate compliance and to ensure the accuracy of medication, Licensing requires to have parents fill out the administration of medication forms. *no administration of medication form for a child who requires laxative while in care.

The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction. They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]
Observation. The base board heater cover located in the nap room had sharp edges exposed. A child's bed was placed beside the base board heater. During the inspection the Licensee moved the bed to a different location.

The entire outdoor play area is enclosed and constructed in a manner that is suitable for the age and development of children, and ensures that children are free of harm. [CCLR Sec. 16(3)(a)(b)]
Observation. When Licensing touched the fence there was significant movement with the fence. Licensing also observed that parts of the wooden trellis on the fence was broken that left sharp uneven edges and some nails were sticking out. Licensing also observed that the fence was broken that blocked of access to the gas meter.

Observation. Licensing observed dog feces on the grass in the outdoor play area. Licensing also observed a dog bag with feces on the cement.

A licensee must not employ a person in a community care facility as an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry [CCLR Sec. 19(4)(a)]
Observation. Licensing observed that the ECE and ECEA certificates to practice had not been validated.

Hazardous objects and substances are inaccessible to children. [CCLR Sec 17]
Observation. Licensing observed mouth wash, creams/lotions and plastic bags in the cupboard under the sink in the washroom. These items were accessible to the children. During the inspection the Licensee removed the items. Outside in the play area Licensing observed a propane tank and some extension cords accessible to the children.

Heated water accessible to children is heated to no more than 49° Celsius. [CCLR Sec. 47]
Observation. Licensing observed that the hot water in the washroom accessible to the children was hotter then 49 degrees Celsius.

Observation. Licensing observed that a child had an allergy to cashews and pistachios, however did not have a care plan or permission to administer medication form completed.

Observation. A daily maintenance log is not kept.

Implementation of the fire drill system is practiced at least once each month, and implementation of the emergency plan is practiced at least once each year. [CCLR Sec. 22(2)(b)(c)]
Observation. A fire drill has not been conducted.

At all times children have immediate access to an employee who holds a valid first aid and CPR certificate, is knowledgeable respecting each child's medical condition, if any, and is capable of communicating with emergency personnel. [CCLR Sec. 23(1)]
Observation. The Licensee and Educator on site were not aware that a child had a mild allergy to pistachios and cashews and that the registration form stated that Benedryl was kept in the child's bag. When Licensing checked the child's bag it did not contain Benedryl. Please follow up with the child's parents in regards to this.
