    Observation. On April 8 2026, Licensing observed the following: *a window in the children's bathroom is broken. The acting manager informed that the plan is in place to fix the broken window. *several pieces of tape being applied onto a damaged baseboard in classroom A. Tape appeared to be worn and old. This item is no longer easy to clean and in good repair. *a patch of paint appeared to be peeled off on the wall in the cubby area in the classroom A. *high touch areas on the walls, and doors appeared to be in need of a paint touch up in both Classroom A and B. *wooden fence in the outdoor space appeared to show signs of wear and deterioration. The program has a plan to repair the fence - The fence will be fixed when the weather permits. *a mixture of dirt and grim on the exterior windows and window sills in the outdoor space. They appear to be in need of cleaning. The items noted above have not yet been addressed.

On April 2 2025, Licensing observed multiple children's files lacking the required information such as: *date of enrolment *medical insurance plan number (i.e. personal health number) *immunization record/ status. *Licensing was unable to locate one child's file who attends their "out of school care" program. During today's visit, Licensing observed that the missing information in the children's files has been obtained. - This issue has been addressed. However, Licensing was unable to locate the complete file for one child in their OSC program. Discussed with the program manager, the child's complete file will be obtained by the end of this week.

    Observation. As per the CCLR regulations, the program is permitted to care for children aged between 30 months and School age children who have not yet entered Grade 1. Upon reviewing the children's files, Licensing identified one child in care who appears to be in Grade 1. This particular child's age does not fall within the GCC category of care that this program is permitted to provide. When asked the manager, Licensing was informed that they misunderstood the age range requirement.

    The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction.  They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]

    Observation. Overall the interior of Room A and B are in satisfactory condition with some exceptions, noted below. Observed there are two covers in Room A and B missing from the fluorescent lights. Manager and staff confirmed they had broken and agreed to replace. In both Room A and B the walls around the hand sink / art sink require washing. In Room B the wall next to the garbage can requires washing. The washrooms used by the childcare are down a shared hallway that is accessed by other programs within the church. The condition of the flooring in these areas is hazardous, i.e., tripping hazard - tiles are loose & chipped / chunks missing - and in need of a deep clean. The hallway walls are dirty, stained and dry wall is damaged, requiring repair and repainting. Observed the ceiling tiles are peeling. Also noted large items stored on top of a tall closet just outside entry to Room B. Items pose a hazard in case of earthquake. Walls in all three washrooms require washing immediately and repainting within the year. The floors in all three require a deep clean. In the large washroom (west), the change pad has lost its finish and requires replacement. The wall above the children's sink is damaged and requires repair and painting. Molding is off on the west wall next to the sinks and requires replacing. There is a hole in the wall above the change area that is covered by a piece of cardboard that must be repaired. Shared this information with the staff team. Longest serving staff confirmed that Manager has spoken with the church about a number of these items needing attention in the recent past.

    The entire outdoor play area is enclosed and constructed in a manner that is suitable for the age and development of children, and ensures that children are free of harm. [CCLR Sec. 16(3)(a)(b)]

    Observation. The outdoor playground recently went through a renovation to support the change to group child care. Staff team member walked me the route the children were using to the playground. We discussed the condition of the yard. Staff team member and I discussed ways in which the trellis could be used for shade in the summer, e.g., attached tarp or heavy sheeting. Climbed on playground structure, in satisfactory condition. Playhouses are in satisfactory condition. Noted the area with the stumps and around the bush is heavily used. Staff said the trike play and sand area are also popular. Noted the shed is still in need of a pressure wash. This was noted as required in CCLO's prior report of October 2023. Noted the fencing is wearing, showing its age, though still sturdy. Deteriorating wood must be monitored. Licensing recommends saving to replace fence by 2026, if not sooner. As noted on Child Care Licensing Officer's prior report from October 2023 - when the fencing is replaced, it must conform to today's requirements re height and construction due to location near high traffic area and hazard of children being able to climb over with use of a trike etc. In the meantime, staff are providing close supervision to try mitigate the apparent hazards. Please remember - Before any fencing is to be replaced, design must be approved by Licensing. Sand will require top up before July 2024. Noted the church window frames are all accessible to the children. The condition of the frames pose a hazard - significant peeling paint. Must be addressed.

    Observation. Licensing observed all of the children lining up at the art sink to wash their hands prior to eating snack. On the previous inspection Licensing discussed with the Manager that children might find it difficult to stand in line and wait.

    Observation. Licensing observed an Educator on more then one occasion physically redirecting children by holding their arm's, their shoulders, turning them around in a chair, pushing their chair in and taking materials out of their hands without prior permission from the children. Licensing also observed the same Educators style of communication was not appropriate to the age and development of the children. The Educator used negative and corrective language with the children and instead of going over to the children and talking to them, they would tell them from across the room.

Licensing Officer observed the following: * the bathroom was in need of a clean, the floor appeared dirty with debris and dirt, the toilet was stained with urine, the white stools appeared dirty * the kitchen was in need of a clean, including the refrigerator * the paint was pealing/chipping on some on the wood chairs * the brown shelving unit was not secured and potentially could be a tipping hazard * the large green chalk board was not secured and potentially could be a tipping hazard

    Observation. During review of the children's files, Licensing observed multiple children registered and in attendance of the program who do not meet the age requirements for a Preschool program. Please be advised that as per the City of Vancouver Fire By - Law you will require fire approval for any children that are 29 months old at the time of enrollment.

    Observation. During the inspection Licensing was informed that new toilets and counters had been installed in the bathroom. A discussion was had with the Manager in regards to informing Licensing and obtaining approval when making any structural changes to the facility.

    Observation. During the inspection Licencing observed that two of the toilets and sinks were not accessible to the children. The Educators informed Licensing that these washrooms were for staff only. Licensing was not informed of this change. One toilet and one sink is to be provided for every 10 children. Not having the correct number of toilets and sinks for the children could affect the maximum capacity allowed.

    Observation. Licensing observed two tall shelves unsecured in the children's play area. This poses a risk of potential tipping. Licensing observed that the kitchen was also being used for storage, there was a large table and items stored on top of the stove and countertops in the kitchen. This poses a potential risk to health and safety.

    Observation. Licensing observed a low positioned window that was open and had a large gap between the ledge and the bars on the window.

    Observation. Licensing observed the storage of items (i.e. a bed posts, bricks, planks of wood) being stored against the fence and beside the shed in the outside play area. This is a potential hazard and poses a risk of injury. Licensing observed large areas of mud and water in the outside play area. Planks of wood were observed on top of the mud and were slippery. A discussion was held about the wood and how it poses a risk of potential injury with children running. The Manager explained that the mud had been an issue and asked about potentially installing artificial grass. Licensing explained that the Manager was welcome to submit a plan to Licensing.

    Observation. Licensing observed a wooden playhouse in the outside play area with green algae on the roof and nails sticking out of the entrance door. Licensing also observed green algae on the rock climbing structure. This could potentially be a safety hazard to the children.

    Observation. Licensing observed that the woodchips underneath the climbing structure located in the outside play area required replenishing. A discussion was had about the importance of having protective surfacing under and around high fall zones. The Manager was informed that the climbing structure was not to be used by the children until the protective surfacing was installed under the climbing structure.
