Observation. Licensing observed paint deteriorating and chipping off walls and the pillar. A discussion took place with the program manager regarding the children's potential exposure to lead and/or lead dust.

The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction. They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]
Observation. 1) Licensing observed that one of the glass window panes was broken. 2) The facility uses a Quats product for sanitizing that is provided by the Licensee. The surfaces are not cleaned before using the Quats product. In order to maintain a healthy and safe environment, programs are responsible for developing a cleaning and sanitizing system. Cleaning is the removal of visible soil (dirt) from a surface. Sanitizing is done after cleaning to reduce the number of germs remaining on a surface to a hygienic level. It is important to note that a surface cannot be properly sanitized until it has first been thoroughly cleaned The Quats product must be used as per the manufacturers labels instructions, particularly with regards to the required contact time.

Observation. Licensing observed that the Manager who's name is on the license no longer works at the centre. Staff informed licensing the manager left last year and the Licensee submitted an application to amend the Licence with the new manager in November of 2023.

Observation. Licensing observed that the freezer part of the refrigerator was not working. It does not always keep things frozen.

Observation. It was pointed out to Licensing by the staff that one of the metal rings that helps support the bridge on the metal climbing structure had snapped as was no longer secure. The staff stated they had contacted the Principal in regards to this. The school has put up caution tape on either side of the bridge. The staff stated they added orange cones to prevent children from steeping onto the bridge. The program has also informed all the children that they are not allowed to play on the bridge.

Observation. The facility licence was not displayed. Staff onsite informed Licensing that the previous Manager took the Licence when they left their employment.

Observation. The program has a plan in place to ensure that children who bring their epi-pen to the program with them ( not left at the centre) have them when on site. Licensing observed that one child's epi-pen expired December 2020. Licensing also observed that this child had Benadryl as part of their anaphylaxis life threatening allergy care plan. Antihistamines and asthma medications should not be used instead of epinephrine for treating anaphylaxis. Licensing also had a discussion with the staff in regards to ensuring that a child's epi-pen should be where the child is at all times. For example if the child is outside the epi-pen should also be outside.

Observation. Licensing observed that the hot water temperature at the sink in the main room accessible to the children was more then 49 degrees Celsius.

Children are provided with a comprehensive and coordinated program of indoor and outdoor activities that is designed for the development and care of the children, and is appropriate for the age and development of the children. [CCLR Sec. 44(1)(a)(b)(c) and Schedule(G)]
Observation. Licensing observed limited equipment, toys and supplies for the children. When Licensing inquired in regards to this, the staff stated they were directed by the Park Board to ensure that children were practicing social distancing. Licensing also observed that the children's personal belongings were in individual bins stored in what appeared to be the school's storage room. The room had broken furniture, unused furniture stacked on top of each other, large pieces of wood, ladders and janitorial supplies. This room also had an emergency exit that led outside and stairs leading to the second level. Although the children do not go unsupervised into this room, it is not a safe environment for children's belongings to be stored. Licensing had a discussion with the staff in regards to respecting the "needs and interests " of the children.
