    Observation. An inspection occurred of the emergency preparedness supplies. Water provisions have an expiry date of July 2024. The expiry date for the food is August 2024. Expired water can be used for hand washing. If it is decided to keep the expired water for this purpose, please label it accordingly.

    Implementation of the fire drill system is practiced at least once each month, and implementation of the emergency plan is practiced at least once each year. [CCLR Sec. 22(2)(b)(c)]

    Observation. Licensing observed the record that is kept for fire drills. Fire drills are documented as occurring on a monthly basis. The last annual emergency preparedness drill that is documented for this program is dated October 17 2024.

    The entire outdoor play area is enclosed and constructed in a manner that is suitable for the age and development of children, and ensures that children are free of harm. [CCLR Sec. 16(3)(a)(b)]

    Observation. The designated outside play space for this program is the playground located on top of the community centre. Licensing observed the following: * construction fencing located around the play area is broken in various spots * pour-in-place rubber surfacing is broken in various areas * the water fountain appears to be broken * graffiti observed on the enclosed outside stairwell located adjacent to the outside play space and grassy mound The Manager and a representative of the Licensee informed that the children more frequently use the outdoor play space at a local elementary school.

    Behavioural guidance is appropriate to the age and development of each child. [CCLR Sec.51(1)(a)]

    Observation. Licensing observed a practice in place which tallies by way of behaviour if a child is on the 'naughty or nice list'. Licensing learned from a caregiver that a reward is given to children who are 'nice'. This practice was reviewed with the Manager at the time of the inspection. A discussion occurred about how best to guide children when they are upset and may run away. It is important to connect with families about such matters and have written special instructions as to how best support a child in those situations.

    Equipment, furniture and supplies are located so as not to block or hamper exits in the case of fire or other emergency. [CCLR Sec. 15(1)(b)]

    Observation. Licensing observed a locking mechanism installed on the doors which lead from the room to outside. This presents as a safety issue specific to being able to evacuate.

    Observation. Licensing was informed that children are being permitted to play outside on the promenade when it is raining and also because of construction nearby to the upstairs / on-site playground. This location is adjacent to the harbour and where there are ineffective barriers to the water.
