    Observation. Licensing observed 18 children present with three staff. One of the staff's Early Childhood Educator Assistant's certification expired on January 21 2024. The Manager informed that the third staff present meets the qualification of Responsible Adult. When referring to s.34(2)(a) of the Child Care Licensing Regulation (CCLR), by having one Early Childhood Educator and one Responsible Adult present, the Preschool is not being operated as per Schedule E of the CCLR. Please note that s.37(3)(b) of the CCLR requires a Licensee to only have a Responsible Adult replace an Early Childhood Educator Assistant (ECEA) for a maximum of 30 consecutive days. After which, an ECEA is to be part of the child to staff ratios.

    Hazardous objects and substances are inaccessible to children. [CCLR Sec 17]

    Observation. Licensing observed a storage room with a pocket door which is accessed via the Preschool classroom. This storage room was observed in a cluttered state with various Preschool equipment, cleaning tools as well as staff belongings being present. The pocket door was not locked during the inspection. Children's access to this room is discouraged however due to the amount of clutter present, Licensing encouraged that the space be sorted. Medication (Manager informed that it belonged to one of the Educators) was observed on a lower shelf in the storage room. As a result of bringing it to the Manager's attention, the medication was relocated to a higher location, inaccessible to children.

    Observation. Re-servicing of the fire extinguisher is required. According to its inspection tag, re-servicing was required as of January 20 2025.

    Observation. Licensing observed a log in place for the purpose of documenting minor incidents, illnesses and unexpected events that did not required medical attention. The last entry is dated for November 2024. A discussion occurred with the Manager about re-starting the practice of documenting such incidents, illnesses and unexpected events.

    Observation. LO observed that this item remains in non-compliance. During the routine inspection of September 20, 2024. LO observed that a child's registration indicated the child had experienced a seizure within a year of registering in the program and that certain foods might be a trigger. LO required the program manager to complete a care plan and submit a copy to Licensing. Also to post a list of the food sensitivities that the parent indicated may trigger a seizure.

    Observation. LO observed that a child's registration information indicated the child has had seizures it also indicated certain foods should be avoided. When LO asked the manager if there was a care plan Manager stated that she was not aware of the information.

    Observation. Licensing Officer observed that children were indoors playing in a gym. The weather outdoors was sunny and 17degrees Celsius. L O asked manager if the children had been outdoors or were there plans to go outdoors. Manager stated that there wasn't an outdoor space and therefore the children don't go outdoors. The manager also stated that the program has been active for 21 years and the policy of no outdoor time is "Grandfathered".

    Observation. Licensing observed two instances of physical redirection of children by the Educators. Children were running and appeared excited in their physical play. It was then that Licensing observed the Educators taking hold of children to physically stop them and / or bring them to the bench for discussion. These observations were shared with the Manager during the inspection.

    Children are supervised at all times by a person who is an educator, an assistant or a responsible adult. [CCLR Sec. 39(1)]

    Observation. Licensing observed an Educator leave the program space to fill a child's water bottle while the other Educator was helping a child in the bathroom. Licensing observed some children walking around while eating their snack. Children were also left unsupervised when Educators were meeting individual children's needs and requests. The requirement to supervise the children at all times was discussed with the Manager.

    Observation. Licensing observed an emergency medical consent with information that a child has a food allergy. No care plan was observed in place nor was it documented on the listing that was posted in the Preschool. Licensing was informed that there was no care plan in place for a child who has been diagnosed with asthma. When considering possible symptoms of children who are diagnosed and requiring a care plan, please highlight on the care plan what those applicable symptoms are. Licensing observed a care plan in place which did not include a child's photograph. Similarly, details on other care plans did not reflect the following information: medication expiry date and medication location. Licensing recommends that these details be included on the care plans.

This information may be on-file however, Licensing recommends that cross-referencing occur in order to be certain. Licensing observed some registration forms not signed by parents. Licensing recommends that parent signatures are acquired.

Licensing will inquire further with regards to the documentation requirements specific to professionals who are working with children in licensed child care facilities.

Licensing observed the following: * bleach / water spray is available for disinfecting surfaces: spray bottle was not labelled to demonstrate its contents * single-use hand towels are available at hand sinks * liquid hand soap is available at hand sinks * no soap / water spray bottle was available to clean surfaces prior to disinfecting The door leading to a storage room was unlocked. Due to the curious nature of some children, this door is to be locked whenever children are present.

    Observation. The Manager informed that a child has been prescribed medication specific to the diagnosis of asthma. Licensing was also informed that at this time the asthmatic triggers are unknown and staff are unaware if the medication is brought with the child when attending the Preschool.

    Observation. Licensing observed an accessible blind cord that was unsecured. This poses a risk of entanglement. Licensing observed one single spray bottle located at an art sink containing a cleaning disinfectant product labelled Vital Oxide. The Manager inquired about adequate water to bleach ratios. Licensing will provide a resource for adequate bleach and water ratios. Licensing observed an art sink and a sink located in an office without single-use hand towels.

    Observation. The Manager informed Licensing that an incident requiring a emergency physical restraint had occurred previously. Licensing informed the Manager that any time a physical restraint occurs it is a reportable incident.

Should they be 'ordinarily present', acquire a criminal record check clearance via the Ministry. Licensing observed that a staff presently working had an expired criminal record check.
