    A healthy and safe environment is provided at all times [CCLR Sec. 13(1)].

    Observation. Licensing observed that there were no soap/water and bleach/water spray bottles available to clean and sanitize. An empty spray bottle and a container of Lysol wipes were observed sitting on the counter. A discussion was held with the head staff regarding cleaning and sanitizing. A resource is attached to this report.

    First aid kits are readily accessible to all employees, including while care is provided away from premises. [CCLR Sec. 23(2)]

    Observation. Licensing observed a very small first aid kit with minimal supplies that were insufficient to respond to various kinds of emergencies.

    The entire outdoor play area is enclosed and constructed in a manner that is suitable for the age and development of children, and ensures that children are free of harm. [CCLR Sec. 16(3)(a)(b)]

    Observation. Licensing observed that the door leading from the outdoor play space to the underground parkade was propped open with a recycling container. A sign was posted on the inside of the door (parkade side) that stated to keep the door propped open. The propped open door poses a risk for a child to exit the outdoor playground and go missing.

    The fire drill system is displayed in a prominent place. [CCLR Sec. 22(3)]

    Observation. Licensing did not observe the fire drill system displayed. The staff inquired with licensing where they should evacuate to during emergencies as they did not know where the muster point or secondary evacuation location were.

    There is an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency. [CCLR Sec. 22(1)(b)]

    Observation. Licensing reviewed the emergency supplies. Supplies were inadequate. One child did not have any food or water on site. Two children did have one small snack each and one small water bottle each. The following was discussed with the staff regarding emergency preparedness: -It is recommended to be self sufficient for a time period of three days. -It is recommended to store emergency supplies in a manner they can be easily transported during evacuations.

    Observation. Four children are enrolled. Two children were missing a photograph and one child was missing documentation of immunization record.

    A licensee must not employ a person in a community care facility as an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry [CCLR Sec. 19(4)(a)]

    Observation. No verification of Early Childhood Educator certificates was present on site.

    Prior to employing staff the manager has met with each person and has obtained the appropriate documentation. [CCLR Sec. 19(1)]

    Observation. Two staff were present at the facility. Licensing reviewed the Early Childhood certificate and the first aid certificate of one staff, which were posted by the entrance. No other staff documentation was present for the first staff, no documentation was present for the second staff.
