    A healthy and safe environment is provided at all times [CCLR Sec. 13(1)].

    Observation. Licensing observed the following in the Toddlers and Infant classrooms: *soap/water spray bottles available for cleaning surfaces. *bleach/water spray bottles available for disinfecting surfaces. *liquid hand soap and single use towels available at sinks. *blinds cords and electrical cords securely anchored - inaccessible to children. Licensing observed 1 toilet and 4 potties in the toddlers washroom. After children have finished using the washroom, each potty was sprayed with a bleach water solution. To prevent any cross contaminations and the spread of illnesses, each potty must be cleaned and sanitized after each use. Discussed with the manager, educators will be reminded of their protocol in place to ensure proper hygienic practices involving the potties.

    The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction.  They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]

    Observation. Licensing observed in the toddler room the following: * the counter tops and cabinets are still in disrepair and continue to erode. The counter tops and cabinets are in very poor condition. There are areas in the cabinetry where the particle board is exposed, swelling and rough to the touch. This makes cleaning and sanitizing of surfaces impossible and will inevitably have an impact on the health of the children and staff. Licensing observed in the infant room the following: * in some areas of the floor there were missing pieces of linoleum. Throughout the centre Licensing observed portions of the walls are showing wear and have chipped paint in spots. This makes the surfaces hard to clean and peeling paint may be hazardous to children.

    Observation. When Licensing arrived in the Toddler room at 8:20am there were 4 children with 1 Early Childhood Educator. During the inspection 8 more children arrived and 1 Infant/Toddler Educator. From 8:55am - 9:30am there were 9 children and 2 Educators. In the infant room there was 6 children with 1 Infant/Toddler Educator. The second staff who is a Responsible Adult arrived at 8:30am. The Licensing Officer reviewed the attendance sheets and observed that on numerous occasions more then 4 children are on site with only 1 Infant/Toddler Educator. This was also confirmed by the staff. Licensing also observed that 1 Early Childhood Educator went on a walk with 4 toddlers.

    Children are provided with opportunities for social, emotional, physical and intellectual growth. [CCLR Sec 43]

    Observation. Licensing observed in the infant room one child that did not require a nap, crawling around in the nap room as three other children were napping. At one point the Educator told the child "shhh the other children are trying to nap". Once the other children had fallen asleep this child was then left in the play area to play by themselves while the Educator was preparing the children's lunches. At times the Educator had their back to the child. Licensing inquired as to why the child hadn't gone on the walk with the other children, and the Educator stated there were already four children on the walk with one Educator. When the children came back from the walk, the children all washed their hands and sat for circle until it was time for lunch at 10:20am, where all the children ate lunch together. Upon reviewing the daily schedule and speaking with the Educators, it appears that the program has a set schedule that is not flexible, therefore is not meeting the individual needs of the children.

    There is an established program to instruct children in, and to practise the rules of, health and hygiene. [CCLR Sec. 46(1)]

    Observation. Licensing observed in the toddler bathroom that the children were using one towel to wash their hands. The staff stated that the program had run out of paper towels and the order had not arrived.

Throughout the centre Licensing observed portions of the walls are showing wear and have chipped paint in spots. This makes the surfaces hard to clean and peeling paint may be hazardous to children.

    All indoor and outdoor play materials and equipment accessible to children are suitable for the age and development of the children, safely constructed, free from hazards and in good repair. [CCLR Sec. 16(4)]

    Observation. 1) Licensing observed rotten and splintered logs throughout the outdoor playground. The Manager states that these are scheduled for replacement. 2) Licensing observed green stains on some of the wooden play equipment which is indicative of mildew or mould due to damp weather conditions. Licensing recommend having the equipment power washed. 3) The wooden enclosure at the top of the toddler slide is showing signs of rot and has become soft and splintery in places. 4) The door on the yellow play shed appears to be wedged into a position that does not allow the door to be closed or opened.
