    Observation. Licensing observed several children to be missing information on record including medical practitioner information, emergency contact that is not a parent, medical insurance information, and immunization information.

    The children are grouped together when there are more than 8 children present at the community care facility, or when there are more than 3 children younger than 36 months old present at the community care facility [CCLR Sec. 34(4)(b)] ; The children are grouped together for a period of time exceeding one half hour before the care program begins or one half hour after the care program ends [CCLR Sec. 34(4)].

    Observation. Licensing observed one group of 7 children from the 3-5 program playing and eating snack in the OSC yard. When the group of OSC children arrived, they also used the same space for snack. More than 8 children observed present. Licensing was informed that one group of the 3-5s are grouped together with the OSC in the afternoon, exceeding one half hour before closing.

    The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction.  They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]

    Observation. Licensing observed a leather lounger in the activity area to be peeling significantly off the surface. This item is no longer in good repair or easy to clean.

    Observation. *A microwave was observed to be perched on the edge of the kitchen counter with the cord hanging down. This item could possibly tip should a child pull on the handle or cord.

    Observation. *A trapeze style climber with a top end that exceeds 5' has been strung up between two trees in an area where there is no resilient ground cover.

    Children are provided with a comprehensive and coordinated program of indoor and outdoor activities that is designed for the development and care of the children, and is appropriate for the age and development of the children. [CCLR Sec. 44(1)(a)(b)(c) and Schedule(G)]

    Observation. *CCFL observed outside free play but did not see evidence of very many other activities for children, either indoors or out. Indoors, the climber was closed, and there were 3 empty shelving units in the main play area. Another accessible shelving unit next to the kitchen contained kitchen items such as a toaster. The only play materials noted indoors were on a table that had a basket of books, a few musical instruments, a parachute and a box of paper. These items were also covered with a blanket indicating "closed". Outdoors, aside from sand and free play, the activities available were blocks, 2 puzzles and a table with 1/2 sheets of white paper and a few pencil crayons. This does not seem like a sufficient amount of materials or activities for a group of 25 children.

    Observation. *CCFL was provided with the facility's communication book which deals with the day to day operations and not necessarily a record of minor illness or injury. While there were a couple of entries about children staying home because of illness, the book is largely focussed on housekeeping.

    Observation. *During this visit, Licensing observed a soiled pull up in an open garbage can beneath the change table.

    A healthy and safe environment is provided at all times [CCLR Sec. 13(1)].

    Observation. *Licensing observed two spray bottles that were stored within reach and accessible to children on the edge of the kitchen counter. One of the bottles was unlabelled. *A loose and unsecured lamp cord was observed in the circle time area.

  • PHYSICAL, EQUIPMENT AND FURNISHING / Play Area, Materials and EquipmentNon-critical

    The entire outdoor play area is enclosed and constructed in a manner that is suitable for the age and development of children, and ensures that children are free of harm. [CCLR Sec. 16(3)(a)(b)]

    Observation. *Licensing observed 2 large gaps (5-6") between the bottom of the chain link fence and the ground. One gap is located nest to the mud kitchen and the other is located in the corner behind the small flowering tree. Gaps or spaces between 3"-9" are considered an entrapment risk. *The earth around the tubing from the underground watering system has eroded creating trip hazards throughout the play yard.
