Observation. Licensing observed that nap mats were stacked against the wall, with each bedding touching the next mat. Bedding is to be stored individually, and not touching, in order to prevent cross contamination.

Observation. Licensing observed a wooden bench area in the outdoor play yard to be broken due to wear and tear. Wooden plank is observed loose, and exposing long rusted nails from below. Licensing discussed a temporary measure of removing the sharp nails so that the area is not a safety concern for children while the bench is waiting to be fixed.

The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction. They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]
Observation. *A wooden board has been used to replace the missing lid on one of the toilet tanks. Due to the close proximity of the board to water, it is now mouldy underneath.

Observation. *Blind cords throughout the facility were loose and unsecured. The manager reports the cords were damaged during a recent painting of the facility and a work order has already been placed. *Loose and unsecured cords were hanging down from a lamp in the cubby room. *2 pairs of large adult scissors were observed on the edge of the atelier counter. (This item was corrected during the inspection)

Observation. *During today's visit 2 potties were observed right next to the snack table in the main activity area. This is unhygienic and does not allow children privacy.

Observation. *CCFL observed soft and rotten planks throughout the floor of the sandbox decking. This poses an issue of entrapment. *CCFL observed several rotting stumps that are spread throughout the outdoor playground that are broken and hollow in the middle and could cause foot entrapment.

Children are provided with a comprehensive and coordinated program of indoor and outdoor activities that is designed for the development and care of the children, and is appropriate for the age and development of the children. [CCLR Sec. 44(1)(a)(b)(c) and Schedule(G)]
Observation. *The Manager informed CCFL that the program is outside 90% of the time due to covid and children are only indoors for toileting and sleeping. Upon inquiry, the Manager produced an UBC overarching policy that indicates programs should be spending the majority of the time outdoors including eating and sleeping if possible. CCFL has concerns that an outdoor based program is not meeting the developmental needs of the children and also the intent of the Child Care Licensing Regulations Schedule G "A licensee must ensure that a program of activities is provided that encourages the physical development of children, including providing (a) indoor and outdoor activities that encourage the development of large and small muscle skills appropriate to each child's level of development." The BCCDC Childcare Guidance states that "The physical space requirements for licensed child care settings set out in the Child Care Licensing Regulations mean that child care centres have sufficient space to practice physical distancing between staff without reducing the number of children in care at any one time". This means that the space requirements set out inside are such that children and staff can be indoors at certain times of the day, together or in cohort groups. UBC programs have a reputation for spending time outdoors and this should not change, however, CCFL has concerns that the program appears to be out of balance with too much time outdoors and no comprehensive indoor program of activities for children.
