A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. -Children's food is sometimes kept in the fridge, there is no thermometer within the fridge to help determine whether the fridge is at 4 Degrees Celsius or below. This is the temperature that the fridge must maintain for cold food storage. -Toilet paper was stored on the bathroom counter as the toilet paper roll is broken. Discussion had about this sanitary storage of toilet paper roll.
Corrective action. Please provide a written response to indicate how you will address the contravention noted above on or before October 24, 2025
11010 - CCLR s.13(1) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. -Fire extinguisher was due to be serviced in September. -Facility has not been practicing the emergency drill. Instead, they have been doing the earthquake drill each year and going under the tables. The facility has not practiced going to Emergency drill location.
Corrective action. Please provide a written response to indicate how you will address the contravention noted above on or before October 24, 2025

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. A licensee must ensure that each piece of furniture or equipment for sleeping (c) is appropriate for the size, age and development of the children intended to use it.
Observation. Licensing observed that a child was being put in their car seat for a nap. The staff confirmed that they occasionally let the child sleep in the car seat.
Corrective action. A licensee must ensure that the furniture and equipment used for sleeping is appropriate for the size, age, and development of the children using it.
11120 - CCLR s.15(2)(c) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following: - Fridge temperature not maintained between 0 and 4 degrees Celsius. The temperature was at 7.2 degrees Celsius.
Corrective action. - Please ensure that the fridge temperature is between 0 and 4 degrees Celsius.

A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation. Licensing observed the heated water is at 67.4 degrees Celsius. The licensee said she'll get it lowered below 49 degrees Celsius or get the hot water turned off.
Corrective action. Please ensure the hot water temperature is no more than 49 degrees Celsius.
11230 - CCLR s.47 - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing observed the following: - Fire extinguisher was not tagged and there was no receipt for proof of purchase. The licensee said her dad may have the receipt but was not able to obtain it. - Emergency supplies kit was not checked recently and all food was expired.
Corrective action. - Please ensure that the fire extinguisher is serviced annually and tagged for inspection. - Please ensure there is a system to check the emergency supplies kit and that there is enough food/water for 72 hours per person at the facility.
13020 - CCLR s.22(1)(b) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. The licensing officer observed that August/September 2024 fire drills are missing and there is no record of the emergency drill. The licensee said there was a bit of staff turnover recently so it may have been missed.
Corrective action. Please ensure that fire drills are practiced monthly and emergency drills annually.
13050 - CCLR s.56(1)(c) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation. Licensing observed there are no photos of the children, in their files or in the classroom. The licensee said she sent back the old pictures and hasn't received the updated photos.
Corrective action. Please ensure that a photo for each child enrolled is obtained and readily accessible in case of an emergency.

A licensee must keep current records for each child showing (a) the information set out in subsection (2), (b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and (c) the consents referred to in subsection (3).
Observation. Licensing observed that there was no file for one child.
Corrective action. Please ensure that records for each child are available and obtained prior to a child beginning in the program.

A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation. Manager informed that another adult provides transportation for the school age children. This adult does not have valid first aid.
Corrective action. Please ensure children have access to someone at all times who has valid first aid. Until this adult does obtain first aid, please provide what your alternate plan will be to pick up school age children.

Observation. The following was observed inside the facility: -insect remover spray, air freshener spray, dry shampoo spray, garbage bags of items to be thrown out or removed, cleaning equipment, kitchen area cluttered with miscellaneous items not for children
Corrective action. Please ensure that the facility is healthy and safe environment at all times. Regular cleaning and tidying schedule should be implemented regularly.

Observation. There is nothing available in the washroom for children to use to dry their hands. Please ensure single use towels/paper towels are available.
