A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following; - A soiled diaper in an uncovered garbage bin in the bathroom. - Two bottles with milk in it on the floor in the playrooms and another bottle with milk sitting on a shelf for the entire time Licensing was conducting the inspection. Licensing discussed ensuring that all milk should be stored in the fridge at all times.
Corrective action. Ensure that a healthy and safe environment is provided at all times while children are in care.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that each piece of furniture or equipment for sleeping (c) is appropriate for the size, age and development of the children intended to use it.
Observation. Upon discussion with the Manager, Licensing was informed that a child of seven months sleeps either on a sleeping mat or in the staff's lap. Licensing explained that sleeping in a staff's lap or on the cot/mat is not appropriate for the seven month old child. Licensing explained that all sleeping furniture or equipment needs to be appropriate for the size, age and development of the child using it.
Corrective action. Ensure that each piece of furniture or equipment for sleeping is appropriate for the size, age and development of the children intended to use it.
11120 - CCLR s.15(2)(c) - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. The following were observed; - A training toilet seat on the bathroom floor beside the toilet. - No paper towels available in the bathroom. The Licensee corrected this by placing a plastic tray with paper towels on the bathroom counter. - Two sleeping mats on top of one another. The sheets, blankets and pillows were all mixed together. The Licensee corrected this by separating the mats.
Corrective action. Ensure that a program has been established to instruct children in, and to practice the rules of, health and hygiene.

Observation. Upon a random review of five days of the attendance records for the month of July 2023, Licensing observed four days that a child was not identified as absent.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Licensing observed the following that are accessible to children; - there are still several thorn branches in the outdoor grass area. - There is still one screw sticking out of the wooden fence along the back area. - Licensing observed feces in the outdoor grass area. Licensing provided education on conducting outdoor checks, before children go outside, to ensure that the outdoor play area is safe and free of hazards.
Corrective action. Ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child
11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed that the cupboard in the kitchen still has a string around it inaccessible to children. However, there is still enough space for a child to get their hand and fingers stuck or pinched in it. Licensing explained how the cupboard can cause a child to hurt themselves.
Corrective action. Ensure that a safe and healthy environment is provided while children are in care.
11010 - CCLR s.13(1) - LICENSING
A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation. Licensee observed that a staff's early childhood educator (ECE) certificate is not posted within the community care facility. The Licensee informed Licensing that they are waiting for the certificate to arrive from the ECE registry.
Corrective action. Ensure that staff certificates are displayed in a prominent place in the community care facility.
10070 - CCLR s.11(4) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Licensing observed one child's record still missing the name and phone number of an emergency contact. Licensing provided education on the importance of this regulation. Licensing received an email from the Licensee explaining that this contravention had been addressed. However, upon review Licensing observed that this contravention has not yet been addressed.

Observation. Licensing observed that one staff's ECE certificate has still not been validated through the ECE registry. Licensing received an email from the Licensee explaining that this contravention had been addressed. However, upon review Licensing observed that this contravention has not yet been addressed.

Observation. Licensing observed the following that are accessible to children in care; - A metal bed frame resting against the pathway leading to the outdoor play area. - Several thorn branches on the ground of grass outdoor play area. - Some small green type of grapes from the neighbours yard bush has come over the wooden fence into the outdoor grass area. Potential for the grapes to be poisonous. - Two long nail heads and one screw sticking out of the wooden fence along the back area. - Seven nail heads partially sticking out of the side of the wooden fence along the side area. Education provided on ensuring that outdoor play checks are conducted regularly to ensure children don't have access to any object or substance that may be hazardous to children.
Corrective action. Ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed the following; - several panels are broken at the top creating space in two different areas, along the side wooden fencing in the outdoor play area. - A hole beside an outlet in the inside main play room. - the toilet paper holder broken. - The outdoor toys are dirty.
Corrective action. Ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in care.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation. Licensing observed a shelf in the entryway that is not secured to the wall.
Corrective action. Ensure that all equipment, furniture and supplies supplied are of sturdy and safe construction, easy to clean and free from hazards.
11080 - CCLR s.15(1)(a) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation. Licensing observed the following in the outdoor play area accessible to children; - One bike's seat cover is completely ripped exposing most of the foam underlay. - The plastic picture on the plastic play kitchen is ripped along the top creating sharp edges. Potential for child to cut themselves.
Corrective action. Ensure that all indoor and outdoor play materials and equipment accessible to children are safely constructed, free from hazards and in good repair.
11190 - CCLR s.16(4)(b) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following; - An exposed outlet in the outdoor play area. - Curled up carpet in the outdoor cement play area.Potential tripping hazard. - An indented "U" shaped area in the outdoor grass play area. Potential tripped hazard. - dirty blanket covering some toys in the outdoor cement play area. - Fridge temperature measured at 9.8 degrees Celsius. Children's food and drinks are stored in the fridge. Licensing provided education to look at the thermometer in fridge regularly to ensure that it never goes over 4 degrees Celsius. - Bleach and water bottle not labelled. - Cable outlet sticking out of the wall in the indoor main play area. - Exit door in the hallway open. The exit door leads into the garage. Education provided that the exit door needs to remain closed and locked from the inside so children cannot get out. - a cupboard in the kitchen has a string around it to make it inaccessible to children in care. However, there is still enough space for a child to get their hand or fingers stuck or pinched in it.
Corrective action. Ensure that a healthy and safe environment is provided while children are in care.

Observation. Upon a review of two staff records, Licensing observed one staff's criminal record check (CRC) has expired. Licensing provided education to have a system in place to maitain staff's records.
Corrective action. Ensure that all staff's records are current.

Observation. Upon a review of two staff records, Licensing observed the following; - one staff's certificate has not been verified through the early childhood educator (ECE) registry. - there is a sheet of paper with a print out of one staff's certificate verification. However, Licensing was unable to confirm the authenticity of the verification from the ECE registry as there is no official name of the ECE registry on any of the papers (eg. at the bottom or top of the page).
Corrective action. Ensure that staff records are complete prior to the staff working at the community care facility.

A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm.
Observation. Licensing observed that the plastic fence in the outdoor play area is still partly broken. The two wood sticks that are in place to hold the fence up are broke and therefore, children have access to the side play area. Licensing had received a written response from the Licensee saying that the fence had been fixed.
Corrective action. Please ensure that the entire outdoor play area is enclosed in a manner that is suitable for the age and development of children and will ensure that children are free of harm.

Observation. Licensing reviewed the three children's records that were missing at the time of the routine inspection dated December 7, 2021. Upon a review of the three children's records, Licensing observed one child's record missing the name and telephone number of an emergency contact. Education provided on the importance of having emergency contact information.
Corrective action. Please ensure that children's records are complete prior to the child attending the community care facility.

A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm.
Observation. Licensing observed the plastic fence that was in place, to ensure children have no access to the side area in the outdoor play space, is broken. Children have access to this area that is unsafe and not clean (a lot of garbage on the dirt). Licensing provided education that the fencing in the outdoor play area needs to be in good repair.
Corrective action. Please ensure that the entire outdoor play area is enclosed in a manner that is suitable for the age and development of children and will ensure that children are free of harm.

11190 - CCLR s.16(4)(b) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Licensing observed the following accessible to children in care ; - A metal ironing board laying toppled over on its side, in the cement outdoor play area. - A big open garbage bin half full of water, another medium sized open garbage bin full of water and a third bucket full of water, located in the cement outdoor play area. - A medicated diaper rash cream on the bathroom counter. - A facial cleanser in an unlocked bathroom drawers. - A wooden broken chair with a dirty wet cushion and a wet and dirty car rug on it in the outdoor cement play area. Additionally there were 2 other broken chairs in the cement outdoor play area.
Corrective action. Please ensure that children do not have access to any object or substance that may be hazardous to the health and safety of a child.
11200 - CCLR s.17 - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. Licensing observed the following; - A staff changed a child's diaper and did not sanitize the mat after. The staff hung the mat back up on the towel rack. Education provided on ensuring that the diaper change mats are sanitized before and after each use. - The Licensee informed Licensing that the bleach and water solution, in a spray bottle, is changed every 3 days. Additionally, the bleach and water bottle was not labeled. Education was provided during a COVID Audit how often to change the solution. Education was provided today on the importance of changing the bleach and water solution every day, especially during a pandemic.
Corrective action. Please ensure that a program is established to instruct children in and to practice the rules of health and hygiene.
15030 - CCLR s.46(1) - OR SUPERVISION
A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.
Observation. Licensing came inside the facility into the main play area and observed 5 children playing alone with no staff present. Licensing observed this for 5 minutes. The staff and Licensee were in the kitchen, which is located down the hallway, chatting. There was no visual of the children in the main play room from the spot the staff were standing and talking. Licensing provided education to the staff and Licensee to ensure that children need to be supervised at all time by a staff.
Corrective action. Please ensure that children are supervised at all times by a person who is an educator, or an assistant.
14060 - CCLR s.39(1) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation. Licensing observed that the screen time policy states that screen time is provided at times and once a month a movie is shown. The Licensee informed Licensing that screen time is provided at times to the children. There is no mention in the policy that screen time is not provided to children under 2 years old and the Licensee was unaware of this requirement. Education was provided to ensure that the screen time policy reflect the Director of Licensing Standard of Practice requirements and that screen time should not be provided to children under 2 years old.
Corrective action. Please ensure that current records are kept for written policies and procedures that are intended to guide employees in the care and supervision of children.
13060 - CCLR s.56(1)(d) - PROGRAM
A licensee must provide to children a comprehensive and coordinated program of indoor and outdoor activities that (c) complies with the program standards set out in Schedule G.
Observation. Upon discussion with the Licensee, Licensing was informed that the children did not go outside yesterday, December 6, and will not go outside today due to the rain. The Licensee, informed Licensing that the children do not go outside when its raining. Education was provided in previous inspections about taking children outside even when it rains. Education was provided today on ensuring that children go outside everyday, even in the rain. Licensing explained that only in extreme weather conditions should children not go outside. Licensing further explained what is considered extreme weather conditions.
Corrective action. Please ensure that children are provided with a comprehensive and coordinated program of indoor and outdoor activities that complies with the program standards set out in Schedule G.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Upon a review of the attendance records for the month of December, Licensing observed 2 days that a child was not identified as present or absent. Education provided on the importance of ensuring that attendance records are accurate.
Corrective action. Please ensure that attendance records are accurate on a daily basis.
19090 - CCLR s.57(2)(c) - RECORDS AND REPORTING
In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation. Licensing was unable to review 3 children's records because the Licensee was unable to find them after searching for 25 minutes. The 3 children who were missing their records were in care. Education provided on the importance of having children's records available. Licensing suggested keeping all staff, children and facility records in a single spot and where they are easily retrievable when Licensing requires to review them.
Corrective action. Please ensure that children, staff and facility records are kept in a single place within the community care facility.

A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation. Upon a review of 3 out of 6 children's records, Licensing observed 1 child's record missing the date of enrolment.

- STAFFING
A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation. The licensee's first aid and CPR expired in December 2020. Although the staff works daily at the facility, there is a period of time at the beginning of the day where the Licensee is alone with the children. The licensee has tried to book a first aid course at one local company, however they do not reopen until Jan 31, 2021. Licensing discussed trying different agencies such as CCRR to book a class.
Corrective action. Please ensure that at all times children have access to someone who hold's a valid first aid and cpr. While waiting for a course, please review your written materials to refresh your first aid practices.
