A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. The following was observed outside: - a net was blocking under the deck with the potential to be an entrapment. -Gap under the fence is an entrapment hazard. Discussed Director of Licensing Standard of Practice Safe Play Space entrapment risks - A rusty axe was located accessible to children in care - A container of miracle grow was accessible to children in care.

Corrective action. Ensure that a healthy and safe environment is provided at all times.

A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.

Observation. The original facility License and the name of the manager was not posted.

Corrective action. Ensure that the facility License and the name of the manager is posted.

A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.

Observation. The Managers certificate was not posed

Corrective action. Ensure that all educator and assistant certificates are posted.

A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,

Observation. The Manager said that food is being brought to the child care from a location outside of the daycare.

Corrective action. Ensure that the food is from an approved source. A referral form was provided.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Observation. The materials to respond to and recover from any emergency are not adequate for the number of children in care.

Corrective action. Ensure that the plan has the materials to respond to and recover from any emergency

The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.

Observation. Care plan not developed in consultation with the parent or any person requested by the parent.

Corrective action. Ensure that a care plan is developed for each child requiring extra support.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

Observation. One child did not have any records, and 2 other children did not have immunization status

Corrective action. Ensure that each child has all records

A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.

Observation. One child had no record of enrolment

Corrective action. Ensure each child has a record of enrolment

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

Observation. 2 children did not have the name of medical practitioner, or emergency contact and one did not have the name and telephone number of a parent.

Corrective action. Ensure that each child has a record showing the name and telephone of a parent, emergency contact and medical practitioner.

A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.

Observation. No photograph was available for more than one child

Corrective action. Ensure that a photograph is available for each child

A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.

Observation. One child did not have consent to call a medical practitioner or ambulance.

Corrective action. Ensure that each child has consent to call a medical practitioner or ambulance.

A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.

Observation. No Fire drills are recorded to be completed

Corrective action. Ensure that a fire drill is completed at least once a month and is recorded.

A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.

Observation. A staff person who works alone with the children does not have a valid first aid certificate.

Corrective action. Ensure that the children have access to a staff who holds a valid first aid.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. One person does not have evidence of the ECE certificate not being verified

Corrective action. Ensure that each certificate is verified by the system maintained by the early childhood educator registry.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

Observation. One staff person has no record of character references

Corrective action. Ensure that each staff has a record of character references.

The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.

Observation. A criminal record check for a person over the age of 12 who is ordinarily present is not available.

Corrective action. Ensure that a criminal record check is available for each person ordinarily present at the premise.
