- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. The following observations were noted at the time of the inspection and reviewed with the staff and manager; - cabinet with cleaning products assessable to children in care - table surfaces observed with dirt and debris on them - table surface used for eating not effectively cleaned and sanitized
Corrective action. Ensure a healthy and safe environment is provided at all times.
11010 - CCLR s.13(1) - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. Staff did not encourage or instruct children to wash hands. This is a repeat contravention.
Corrective action. Ensure children are encouraged to wash their hands and practices the rules of health and hygiene on a consistent basis.
15030 - CCLR s.46(1) - NUTRITION AND FOOD SERVICES
A licensee must (a) ensure that each child has healthy food and drink according to the Canada's Food Guide.
Observation. Some children were observed not eating healthy food or drink according to Canada's Food guide for lunch on the day of this inspection.
Corrective action. Ensure children have access to and eat healthy food and drink according to Canada's Food Guide.

A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.
Observation. At the time of the inspection four children were on a different level of the home with no adult supervision. The LO reviewed this observation in depth with the staff and Licensee at the time of the inspection.
Corrective action. Ensure children are supervised at all times.
14060 - CCLR s.39(1) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. Immunization status was not obtained for one employee.
Corrective action. Ensure all staff files are complete including immunization status.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation. A climbing wall used by the children in the program is not secured to the fence and does not have resilient surfacing and clearance under it. Some tiles on the stairs going into the basement are loose posing a tripping/fall hazard. The LO reviewed these items with the Licensee at the time of the inspection.
Corrective action. Ensure all indoor and outdoor materials and equipment are safely constructed, free from hazards and in good repair.
11190 - CCLR s.16(4)(b) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. A trampoline equipment which has been communicated to Licensing as not being for use for the day care children was observed being used by two children at the same time during the inspection posing a risk to the children using the equipment..
Corrective action. Ensure any object that may be hazardous to the safety of children is made inaccessible.
11200 - CCLR s.17 - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Three children's files were reviewed and one child in care did not have evidence of Medical Practitioner available.
Corrective action. Ensure all children's files are complete including Medical Practitioner name and contact details.
19100 - CCLR s.57(2)(d) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Attendance records were reviewed and a few dates were identified and not being accurately recorded.
Corrective action. Ensure a daily attendance record is maintained which includes arrival and departure times.
19090 - CCLR s.57(2)(c) - STAFFING
A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation. Fire drills have not been conducted for the past two months. The LO reviewed this requirement with the Licensee at the time of the inspection.
Corrective action. Ensure monthly fire drills are conducted and recorded.

Observation. Children were observed eating in a play area and without hand washing being practiced before or after. LO reviewed this item with the License during the inspection.
Corrective action. Ensure children are instructed to practice rules of health and hygiene.
15030 - CCLR s.46(1) - OR SUPERVISION
A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.
Observation. On the day of the inspection two children were unaccounted for for one hour. Two children left the program while outdoors without permission or supervision. The Licensee was able to locate them and return them to care with the help of a family member. A reportable incident form was completed and submitted to Licensing. The LO reviewed active and continuous supervision with the Licensee during the inspection.
Corrective action. Ensure children are supervised at all times.
14060 - CCLR s.39(1) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation. The Licensee regularly cares for and transports two additional children from school which exceeds the programs maximum capacity of eight children to ten children. The LO reviewed this practice with the Licensee during the inspection in depth.
Corrective action. Ensure that children attending a community care facility are divided in to groups have no more than that permitted in Schedule E.
14020 - CCLR s.34(2)(a) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. On the day of the inspection a first aide kit was not available for the Licensee to use in the event of an injury or emergency.
Corrective action. Ensure a first aide kit is available to use to respond and recover from and injury or emergency both on and off site.

Observation. Two children recently enrolled in the program did not have current records available at the time of the inspection.
Corrective action. Ensure all children have accurate, current and complete registration information at all times.

Observation. The program has been open for five months. No fire drills have been conducted since the program has opened. The LO reviewed this requirement with the Licensee during the inspection.
Corrective action. Ensure fire drills are practiced and recorded monthly.
