A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. A table in the program has frayed edges and is in disrepair.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Observation. The food in the facility emergency kit was past it's best before date.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

Observation. Of the four children's files inspected, one did not contain emergency contacts.

A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.

Observation. The facility did not practice a fire drill in December.

A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].

Observation. All records except certificate to practice were not available for two casuals who work in the program. One of the casuals was working at the time of inspection.

Corrective action. Licensee said she will obtain staff records.

A licensee must have first aid kits that are readily accessible to all employees, including while care is provided off the community care facility premises.

Observation. At the time of the inspection the children were playing outdoors. The program first aide kit was not accessible at that time. This is a repeat contravention.

Corrective action. Ensure first aide kits are accessible on site and outdoors at all times.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. A table used in the program was damaged resulting in ineffective cleaning and sanitizing of the surface. The washroom sink was additionally not effectively cleaned posing a hazard to the children in care. These items were reviewed in depth with the manager at the time of the inspection.

Corrective action. Ensure furniture, equipment and fixtures are clean and in good repair.

A licensee must (b) promote healthy eating and nutritional habits.

Observation. A review of food storage at the time of the inspection indicated inadequate storage practices which could pose a risk to the children in care.

Corrective action. Ensure healthy eating habits are promoted which includes effective storage of perishable food items.

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

Observation. Review of fire drill records indicated that the program had not conducted fire drill's or emergency drill's for at least six months. The LO reviewed this requirement at the time of the inspection.

Corrective action. Ensure monthly fire drills and yearly emergency drills are conducted and recorded.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

Observation. Six children's files were reviewed and one child did not have evidence of medical insurance plan number available.

Corrective action. Ensure all registration forms are complete including Medical Insurance Plan Numbers.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

Observation. Attendance records were reviewed and several dates were either not recorded or inaccurate. The LO reviewed these in depth at the time of the inspection. This is a repeat contravention.

Corrective action. Ensure accurate daily attendance is maintained at all times.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

Observation. Four children's files were reviewed and two children did not have evidence available of medical insurance plan number available.

Corrective action. Ensure all children's registration forms are complete including medical insurance plan numbers.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

Observation. Four children's files were reviewed and several children did not have evidence of emergency contacts and Dr's name and contact details available.

Corrective action. Ensure children's registration files are complete including emergency contacts and Dr's name and contact details.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. Washroom cleaning practices reviewed for effective healthy and hygiene practices. Handwashing practices not effective after snack and personal hand towels accessible in the washroom posing a risk of spread of viruses. The LO reviewed all of these items with the manager at the time of the inspection.

Corrective action. Ensure a healthy and safe environment is provided at all times.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

Observation. Attendance records were reviewed and several entries did not indicate departure or absence of enrolled children. LO reviewed this with the manager at the time of the inspection.

Corrective action. Ensure accurate attendance is maintained including arrival, departure or absence.

A licensee must ensure that each employee (a) is trained in the implementation of the fire drill system and emergency plan described in subsection (1), including the use of any equipment noted in the fire drill system and emergency plan.

Observation. Fire drills indicated that a drill was not practiced for one month. LO reviewed the requirement for drills to be practiced and recorded monthly.

Corrective action. Ensure fire drills are practiced and recorded monthly.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. The gap under the fence in the outdoor play area has yet to be corrected. The metal flashing at the program entrance has yet to be corrected. LO reviewed both of these items with the Licensee during the inspection.

Corrective action. Ensure a safe environment is provided at all times.

A licensee must have first aid kits that are readily accessible to all employees, including while care is provided off the community care facility premises.

Observation. The first aid kit was observed and confirmed to not to be accessible while to program was outside playing on the playground. LO reviewed this item with the Licensee during the inspection.

Corrective action. Ensure first aid kits are readily accessible at all times.

A licensee must keep current records for each child showing (a) the information set out in subsection (2), (b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and (c) the consents referred to in subsection (3).

Observation. LO reviewed the children's files during the inspection. One child in care did not have a completed registration form available and other children's files were not complete that were previously identified as incomplete. LO reviewed these items with the Licensee again.

Corrective action. Ensure all children in care have complete files that are both available and current.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. Upon review of the outdoor play are the following were identified; - gap in the fence poses an entrapment risk to children playing in the area - the fall zone at the base of the slide is positioned too close to the climbing wall posing a risk to the children playing in the area - the resilient surfacing under the playground equipment has rocks mixed in posing a risk to the children playing in the area - the gate of the outdoor playground appears to be in need of repair - metal flashing exposed with two sharp edges at the entrance of the facility near the door to be corrected LO reviewed these items with the Licensee during the inspection.

Corrective action. Ensure a healthy and safe environment is maintained at all times.

A licensee must have first aid kits that are readily accessible to all employees, including while care is provided off the community care facility premises.

Observation. The program first aid kit was reviewed during the inspection. The Licensee shared that she does not take the kit outside to the outdoor play area with her. LO reviewed the importance of having a first aid kit available at all times.

Corrective action. Ensure a first aid kit is readily accessible at all times.

A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.

Observation. The washroom sink tap water temperature was measured at 56.2 degrees Celsius posing a risk to the children using the sink unsupervised. LO reviewed this item with the Licensee during the inspection.

Corrective action. Ensure any heated water accessible to children is heated to no more than 49* Celsius.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Observation. The licensee shared that emergency supplies were not available for all of the children in care on the day of the inspection. LO reviewed this requirement during the inspection.

Corrective action. Ensure an adequate emergency plan and supplies are available in the event of an emergency.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

Observation. Five children's files were reviewed and two children did not have Medical Practitioner names or contact details available. Additionally three children did not have emergency or alternate contact details available in their files. LO reviewed these items with the licensee during the inspection and shared a child care checklist document to support what is required.

Corrective action. Ensure all children's files are complete including Dr's names and contact details and alternative emergency contacts.

A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.

Observation. Five children's files were reviewed and two children did not have emergency consent available for the child to call a medical practitioner in the event of an emergency. LO reviewed this item with the licensee during the inspection.

Corrective action. Ensure all children's files are complete including emergency consent in the event of an emergency.

A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.

Observation. Five children's files were reviewed and three children did not have evidence of photographs or digital images available. LO reviewed these items with the licensee during the inspection.

Corrective action. Ensure all children's files are complete including up-to-date photograph's or digital images.

A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.

Observation. The licensee does not have a log book in place for the purpose of recording minor injuries or events. The LO reviewed this requirement during the inspection.

Corrective action. Ensure a log book is in place and being used regularly.

A licensee must keep current records for each child showing (a) the information set out in subsection (2), (b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and (c) the consents referred to in subsection (3).

Observation. Two children observed in care on the day of the inspection did not have complete registration available. LO reviewed this requirement with the licensee during the inspection.

Corrective action. Ensure all children in care have complete file that is available and current.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

Observation. The attendance documents were reviewed and several entries were missing. LO reviewed the requirements for daily attendance records with the licensee during the inspection.

Corrective action. Ensure accurate attendance is recorded which includes attendance, absence and time of arrival and departure.

A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.

Observation. Fire drill practices and recording has not been done in the past three months of operation. LO reviewed this requirement along with yearly emergency evacuation practices to be conducted and recorded.

Corrective action. Ensure month fire drills are practiced and recorded monthly.
