A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Licensing observed a bleach and water solution spray bottle on the kitchen counter and accessible to children in care.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation. Licensing observed the following; - soft foam climbing shapes ripped in several areas - several foam building blocks ripped - paint chipped on the outdoor wooden climber in several areas
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
11190 - CCLR s.16(4)(b) - EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation. Licensing observed a big tent that was blocking one of the emergency exits. Licensing had a discussion with the Manager about ensuring that all emergency exits remain clear in the event of an emergency.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
11090 - CCLR s.15(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Upon a review of the attendance record for the month of October 2025 Licensing observed three days that children were not identified as absent. Licensing provided clarification on how to complete the attendance record accurately.
Corrective action. The Licensee will ensure that attendance records are accurate on a daily basis.

Observation. Upon a random review of three children's records, Licensing observed that two children's photographs or a digital image has not been obtained.
Corrective action. The Licensee took a digital image of both children.

- OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation. There are many days since Sept 2021 that there were more than 3 children under the age of 3 years old present at the facility at the same time (eg. July 18, 15, 13, 2022: 4 children under 3 years, July 14: 5 children under 3 years)
Corrective action. At no time can more than 3 children under the age of 36 months be present at the facility at one time. This facility is licensed for a multi age program which allows for a maximum capacity of 8 children with only 3 children under the age of 36 months to be present at one time.
14020 - CCLR s.34(2)(a) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. 2 children were missing the gender of the child, care card and immunization information on their file
Corrective action. Ensure all children have this information on file

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. 2 children were missing the name and number of a doctor or walk in clinic

The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation. A criminal record check for 2 individuals that reside in the home was not obtained.
Corrective action. Ensure to have this for any person over the age of 12 that lives in the home and is otherwise ordinarily present
