A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed the following; - paint chipped on shelves and walls throughout the facility - two tricycles rubber has come off the handles exposing rusted sharp edges

A licensee must (a) ensure that a community care facility has (i) emergency exits that meet the requirements of the BC Building Code, and (ii) a fire drill system that is approved as definedby section 31 of the Fire Services Act.
Observation. The fire extinguisher has not been serviced annually.
Corrective action. The Manager said that the fire department should be coming this week.

Observation. Upon a review of four staff records, Licensing observed that references have not been obtained for one staff.

(Educator or assistant certificate validation) Observation (CORRECTED DURING INSPECTION): Upon a review of four staff records, Licensing observed that one staff's certificate has not been validated through the ECE registry.
Corrective action. The validated the staff's certificate, printed it out and will place it in the staff's file.

Observation. Licensing observed the following; - one sink in the preschool and group child care (SA) bathroom that is not working. Repeat. - several sleeping mats that are ripped and exposing the foam underlay. - The wood trimming around the woodchip area is wet and slippery. Some of the wood has anti-slips strips but other areas the strip has come off. - Plastic climbing play structure has grime on it and slippery. Repeat. - one of the foldable mat used for diaper change is ripped in many areas and the foam underlay is exposed. Unable to sanitize effectively. - A broken dryer in the outdoor play area.
Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.

Observation. Upon a review of six days of the attendance records for the month of November and December 2024 Licensing observed that there were 6 days that children were not identified as absent. Discussion had on how to complete attendance records accurately.
Corrective action. The Manager will ensure that the attendance records are accurate on a regular basis

Observation. Upon a random review of three children's records, Licensing observed that two children's photograph or digital image has not been obtained. The Manager said that they are waiting for the parents to provide a picture of their child. Discussion had on whose responsibility it is to ensure that children's records are complete.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The following were noted at today's inspection: -Three bathroom sinks which are battery operated, are not functioning. This has been an ongoing repeat contravention. Discussion had with Manager about possibly installing a more reliable system in order to ensure that there is continuous access to water within the bathrooms. -There are two areas within the GCC 3-5 program where the ceiling has started to peel (hallway & washroom) -There is a seating/sand box type structure that is in disrepair, with exposed pieces of metal within the School Age outdoor play space. -Various pieces of plastic from broken toys within the outdoor play space (school age program).
Corrective action. Please provide a written response to indicate how you will address the contraventions noted above on or before December 19, 2023
11020 - CCLR s.13(2) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation. A child who attends the School Age program is dropped off by their parent after school. Today, the child was dropped off at 2:50, however, there were no staff available within the school age program as they were out conducting pick up for the school age children. Manager stated that in these circumstances, the child comes down to the GCC 3-5 program until the School Age teachers arrive. As of 3:15, the school age children had not yet come back from school pick up.
Corrective action. Discussion had with Manager in regard to no mixing of groups and discussed solutions. Please provide a written response to indicate how you have addressed this contravention on or before December 19, 2023
14020 - CCLR s.34(2)(a) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. 10 children were signed in at today's inspection. Children who attended the Preschool program were not signed out of the program and back into the GCC 3-5 program.
Corrective action. Discussion had with Manager in regard to accurate attendance.

Corrective action. Manager stated that child has not attended daycare in a while and has tried to find out whether they still require care, if they do, they will get an update on the care plan. Please provide an update on or before December 19, 2023

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The following were noted: -Bathroom sink fixtures operate by battery and currently 3 sink fixtures do not work. One in GCC 3-5 program and 2 within the School Age program are currently non functional and don't allow for the children to use the sinks for handwashing after using the washroom. -Area within the GCC 3-5 program where the paint has started to peel and the dry wall is chipping, this is the same area that was noted within the follow-up inspection in August, 2022 (Repeat). -Some of the melamine on cupboards below the bathroom sinks have started curl away from the wood, not making it easy to clean.
Corrective action. Please ensure facility is clean and in good repair. Children must have access to sinks with running water to allow for adequate hand washing.

Observation. The following were noted at today's inspection: -Facility has been re-painted, however, there are some areas on the wall within the GCC 3-5 program where the paint has started to peel and drywall has started to chip. -Front playground, some warped pieces of wood on the fence are rough and stick out. -Back playground, some slats appear to be loose, neighbors on the other side have a pool.
Corrective action. Please ensure facility is clean and in good repair.

Observation. The following maintenance is required: -One of two sinks in School Age program is not functioning -Areas within the GCC 3-5 program where paint has started to peel (i.e. in bathroom, by art rack outside bathroom, wall in main play area). -Drywall has started to chip off along a corner edge of the wall (main play area GCC 3-5). -Back playground, wood has started to buckle by the tree, causing a tripping hazard. -Front playground, rough piece of wood on the fence. -Fence in front playground has started to lean.
Corrective action. Please ensure facility is clean and in good repair.

The following were noted: -One sink which operates on a sensor was not working as the batteries were dead. -There is a broken knob with an exposed screw in the kitchen of the School Age program. -There is no toilet seat in the washroom within the School Age program. Manager had the toilet seat but needed to get the hardware to attach it.

The following were observed and discussed with the staff: - all cleaners ( bleach and water bottles) are not labelled - upstairs room: bottle of bleach was stored under the sink ( this was unlocked and accessible to children) - rusty equipment ( paper towel holder) - front outdoor playground: these two items were accessible to children: a wooden, unsecured kitchen furniture and small kiddie pool with accumulated water (rain) in it - back outdoor playground: climbing play equipment is very slippery; specially after the rain. Also a part of this equipment is getting rusty

Observation. LO observed and discussed with staff re: indoor and outdoor play materials and equipment. - Needs some replacement for broken gross motor toys - Providing more age and developmentally appropriate toys for both 3-5 and SA programs
Corrective action. Please ensure that all indoor and outdoor materials and equipment accessible to children are safely constructed, free from hazards and in good repair.

A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation. All four washroom's water temperature were checked. 2 upstairs washroom's temperature were measured at 78 and 76 degree Celsius and 1 downstairs washroom's water temperature was measured at 75 degree Celsius. ( REPEAT)
Corrective action. Please ensure that any heated water accessible to children is heated to no more than 49 degree Celsius.
