- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. During this inspection, the following were observed: -There were loose cords from a music device in the nap room, and a camera in the playroom that may pose as a hazard. -Staff personal belongings were accessible to children.
Corrective action. The licensee will secure the loose cords and hang the personal bags on a hook high on a wall away from children's reach.
11010 - CCLR s.13(1) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Emergency supplies include only a few snack items and the water bottles were expired, which are not enough to help respond and recover from any emergency. The fire extinguisher has not been serviced and has expired 4 months ago.
Corrective action. The licensee said she will add more food and replenish the water and get the fire extinguisher serviced.
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. Upon review of several children's files, one was missing the medical insurance plan number and one was missing immunization status record.
Corrective action. The licensee will add this information.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Upon review of children's records, two were missing an emergency contact.
Corrective action. The licensee said she will add this information.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. The following was noted at the time of inspection: -Some turf in the outdoor play space which is sticking up and could act as a tripping hazard -Loose tiles which may act as a tripping hazard (Licensee indicated they she plan to remove the tiles). -Cubby by the window is not attached to the wall and can act as a tipping hazard.
Corrective action. Please provide a written response to indicate how you will address the contravention noted above on or before September 23, 2024.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The following was noted at today's inspection: -Various areas throughout the facility where the carpet has started to fray, Licensee indicated that children pull at the material and make the holes larger. Currently the carpet is taped in these areas but cannot be adequately cleaned. -There are some areas where the paint has started to chip on the walls, one area where there is a hole in the wall which is duct taped. -Diaper changing mat has some tears in it which does not allow for adequate cleaning.
Corrective action. Please provide a written response to indicate how you will address the contravention noted above on or before September 23, 2024
11020 - CCLR s.13(2) - LICENSING
A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation. One staff does not have their Certificate posted
Corrective action. Licensee stated that they would post the staff's Certificate.
10070 - CCLR s.11(4) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E. Observation (CORRECTED DURING INSPECTION): At the time of inspection, Licensee was not on site and another individual was caring for the children. Individual indicated that they had their ECEA Certificate, however, a copy of the Certificate was not on site and the individual could not provide proof of Certificate in order to confirm their credentials. Individual indicated that Licensee had left at 1PM due to an emergency. While Licensing was on site, Licensee came back. Discussion had with Licensee about staff coverage during emergency situations.
Corrective action. No response required for this contravention.
14030 - CCLR s.34(2)(b) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Licensee indicated that they have carried out the yearly emergency drill, however, have not written it down. Licensing cannot confirm compliance unless the Emergency Drill is logged.
Corrective action. Please provide a written response to indicate how you will address the contravention noted above on or before September 23, 2024

Observation. The Licensee disclosed that a person other than the known facility staff picks up children from school. This individual does not have a valid first aid certificate on file at the facility.
Corrective action. Ensure children have access to an employee who holds a valid first aid and CPR certificate at all times.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following: -Loose tiles in the outdoor play space which create a tripping hazard. -Areas where the turf is lifting, posing a tripping hazard. -Climbing equipment placed in a manner which does not allow for sufficient clearance from the fence and playground siding. -General wear and tear throughout the facility such as a hole starting to form in a wall in the main play space.
Corrective action. Ensure that a healthy and safe environment is provided at all times.
11010 - CCLR s.13(1) - OR SUPERVISION
A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation. During inspection, the facility attendance reached 10 children at one time, exceeding the facility's maximum capacity. A conversation with the Licensee indicated that 2 children are taken by a staff to a site at a neighboring home which is being operated as a License Not Required (LNR) site. Licensing observed two children were moved to the LNR site by a staff member who took the children's files with them. Additionally, the Licensee disclosed that a school age child is picked up by another staff member who cares for the child off site until numbers of children at the facility drop to under 8. Licensing clarified that the children were still considered to be in the care of the Licensee and facility even though they are physically off site with a facility staff. Licensing notes that the facility has three staff (Manager and 2 staff ) working there. One staff member's time sheet indicates a 7 AM to 3 PM shift and the other a 10 AM to 6 PM shift. Some days the shift varied by a few hours.
Corrective action. Ensure compliance with Schedule E and maximum capacity is maintained at all times.
14360 - CCALA s.7(1)(b)(i) - OR SUPERVISION
A licensee must (a) ensure that behavioural guidance is appropriate to the age and development of the child who is receiving the guidance.
Observation. Licensing observed a facility staff engaging in behavioural guidance which is not appropriate to the age and development of the children receiving the guidance. The staff was observed pulling multiple children by the arm in an inappropriate manner and speaking to children in an aggressive tone. Licensing noted that the staff member's voice could be heard outside the facility as Licensing was approaching the facility. The observations were discussed with the staff and Licensee. The Licensee said that she has noted the staff member's behavioural guidance is inappropriate and has supported her via education and training.
Corrective action. Ensure all behavioural guidance is appropriate to the age and development of the child who is receiving the guidance,
14220 - CCLR s.51(1)(a) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing observed that some food in the facility's emergency kit is expired.
Corrective action. Ensure the plan is current at all times in order to respond to and recover from any emergency.

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Licensing observed that there was no fire drill recorded for the month of August. The Licensee said that a drill was conducted but not recorded.
Corrective action. Ensure a record of fire and emergency drills are kept.
13050 - CCLR s.56(1)(c) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Licensing was unable to confirm facility attendance as the facility has multiple systems to track children's attendance - some on site and some on the Licensee's personal device. When discussing attendance, the Licensee indicated that although items were not confirmable by Licensing via records, she had the information on her device or other systems. A discussion was had around ensuring a robust system, which includes tracking start/end enrollment dates, to record children's attendance accurately is implemented. Licensing observed that there was a pre printed list of children - some of who were not in attendance today. There were children present during inspection that were not on the list. Additionally, the 10 children in care were not singed in for the day.
Corrective action. Ensure systems are implemented that accurately capture daily attendance, indicating for each day whether children are absent or, if children are present, the time of arrival and departure.
