- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. The following were observed; - one wooden panel on the fence is broken at the bottom and has a sharp edge - in the nap room, above a sleeping mat, the cord for the video camera is accessible to the children. The tape hold the camera and cord has come off. Potential for a child to pull on it and have the camera fall on them - in one of the playroom the cord to the speaker is accessible to the children.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. The following are accessible to children; - a bleach and water solution spray bottle hanging on the bathroom towel rod - a Lysol wipes container on the bathroom counter - an unlocked kitchen cupboard with several big cleaning solution bottles in it

11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Several of the wooden panels, on the outdoor fence, are detached and no longer screwed in.

11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation. The following were observed; - in the main play area a tall wooden kitchen not secured. - in the kitchen a tall plastic show rack with shoes on it not secured. Both are a toppling hazard.

11080 - CCLR s.15(1)(a) - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. The diaper change mat has rips in it exposing the foam underlay. Not able to sanitize effectively.

15030 - CCLR s.46(1) - POLICIES AND PROCEDURES
A licensee must (a) ensure that a community care facility has (i) emergency exits that meet the requirements of the BC Building Code, and (ii) a fire drill system that is approved as definedby section 31 of the Fire Services Act.
Observation. The fire extinguisher has not been serviced annually. The servicing was to be completed by March 2026.

13010 - CCLR s.22(1)(a) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. The following were observed; - there is no emergency plan policy for Licensing to review that sets outs procedures to prepare for,mitigate and respond to an emergency - The on wheels emergency bin does not have any water and other supplies required to recover from an emergency

13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation. A child's care plan was not reviewed annually with the parent or any person requested to by the parent.

19260 - CCLR s.58(2)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Upon a random review of two children's records, Licensing observed that one child's emergency contact information was not obtained.

19100 - CCLR s.57(2)(d) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. Upon a review of two staff records, one staff's new certificate has not been verified through the ECE registry.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
12140 - CCLR s.19(4)(a) - STAFFING
Despite this section, licensee may employ a person as a volunteer who does not provide care to children or supervise children if the licensee or the manager has first met with the person and obtained all of the following (b) character references in respect of the person.
Observation. A minimum of two character references were not obtained for one volunteer.

Observation (CORRECTED DURING INSPECTION): Licensing observed the following: - A heater plugged in and kept on a ledge and the cord accessible to the children. The heater poses as a hazard for the children should it fall down. - Cell phone cords accessible to the children The Manager removed the heater and cords.
11010 - CCLR s.13(1) - MEDICATION
If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees.
Observation. Medication as per indicated on the instructions provided by the parents, was not readily accessible to employees.
Corrective action. Ensure medication provided by the parents or prescribing doctor is accessible to staff.
16020 - CCLR s.53(1)(b) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. Staff to child ratio was not met. Licensing observed a staff with an expired ECE certificate and ECE I/T educator working with the children.
Corrective action. Submit a corrective action plan to Licensing.
14030 - CCLR s.34(2)(b) - RECORDS AND REPORTING
The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.
Observation. Care plans for 3 children have not been developed in consultation with the parent or any person requested by the parent.
