A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The following was observed: Indoors: - diaper changing mat ripped (under 36 months classroom) - floor mats were visibly dirty (30 months to SA classroom) Outdoors: - broken toys - outdoor toys visibly dirty - play area covered in pinecones and branches (30 months to SA playground) (REPEAT)
Corrective action. Manager will create a corrective plan.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. The following was observed (30 months to SA playground): - buckets of paint accessible - wood and building materials accessible

11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee providing a care program to any child younger than 36 months of age must provide a separate sleeping area located away from any activity area.
Observation. Nap room was not available to under 36 months program, as mats are being used in the main classroom for nap time.
Corrective action. Manager will create a corrective plan.
11130 - CCLR s.15(3) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. The following was observed: Outdoors (30 months to SA playground): - drain pipe broken at the end - standing water on tarps - the wood around the pea gravel playground has green grime on it and is slippery when wet (REPEAT)
Corrective action. Manager will create a corrective plan.
11010 - CCLR s.13(1) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. Licensing observed 9 children in the 30 months to SA program with only one educator, which compromised the staff to child ratio for that program. A educator did arrive shortly after to put the program into appropriate ratio.
Corrective action. Manager will create a corrective plan.
14030 - CCLR s.34(2)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Nine child files were reviewed, three did not have emergency contacts, and one did not have their MSP number or medical practitioner information.
Corrective action. Manager will obtain the appropriate information.

A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation. Individual working with a child did not have any required documents, other than a CRC.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following; - Fridge temperature measured at 15 degrees Celsius. Licensing explained that the fridge temperature needs to be between 0-4 degrees Celsius. -In the group child care (30 months to SA) playground, broken wood between two sheds that is broken and has sharp edges. - the wood around the pea gravel playground has green grime on it and is slippery when wet. - there is space under the shed in the group child care ( 30 months to SA) playground that is a entrapment hazard.
Corrective action. A written response to be provided to Licensing on how this contravention has been addressed.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed many pine cones and tree branches of all sizes in the group child care (30 months to SA) outdoor play area.
Corrective action. A written response to be provided to Licensing on how this contravention has been addressed.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee providing a care program to any child younger than 36 months of age must provide a separate sleeping area located away from any activity area.
Observation. Licensing observed the children in the group child care (under 36 months) classroom napping in the main play area. The staff informed Licensing that the nap room is being used as an office space and storage. Licensing explained and reviewed this section of the legislation with the staff.
Corrective action. A written response to be provided to Licensing on how this contravention has been addressed.
11130 - CCLR s.15(3) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation. Licensing observed a broken slide piece in the group child care (30 months to SA) playground.
Corrective action. The staff said that they would get rid of the broken slide.
11190 - CCLR s.16(4)(b) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Licensing observed that the kitchen in the group child care (30 months to SA) classroom is accessible to children. There is an unlocked drawer in the kitchen that has several knives in it.
Corrective action. A written response to be provided to Licensing on how this contravention has been addressed.
11200 - CCLR s.17 - STAFFING
The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation. Licensing was informed that there are two individuals who come to the facility every week a couple of days however there was no criminal record check for these two individuals. Licensing explained criminal record checks need to be obtained for any person over the age of 12 who is ordinarily present at the facility.
Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.

Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. From 7-8:15 AM, there is an ECEA staff who is regularly scheduled to work within the GCC 3-5 program. At 8:15, the ECE staff arrives.
Corrective action. Discussion had with Staff about requirements set within Schedule E which requires that an ECE staff be present at all times. Discussed exemptions. Please provide a written response to indicate how you will address the contravention noted above on or before March 25, 2024.
14030 - CCLR s.34(2)(b) - RECORDS AND REPORTING
A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation. Two care plans do not include the course of action for child requiring additional support.
Corrective action. Staff stated that they would speak to parents. Please provide a written response to indicate how you will address the contravention noted above on or before March 25, 2024

Observation. One staff had an expired criminal record check on file. There was evidence of an application for a new one. Until this is received, this staff cannot work alone with children.

Observation. The following was observed in the 3-5 room: - the edges are frayed on 2 area rugs (red one and brown one) - 2 small fabric chairs (beige in color) are stained - the nap mats are torn - the paint is chipping on the small blue chairs - the paint is chipping on the white bench

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. there were mops hanging from behind the bathroom door in the 3-5 washroom that were accessible to children

Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E. Observation (CORRECTED DURING INSPECTION): At the time of Licensing's arrival, there were 2 ECE Staff working in the infant/toddler room. There was an infant/toddler staff working, however they were working in the 3-5 room. This staff stated this is usually the room they work in. They did move over to the infant/toddler room after Licensing brought this to the staff's attention.
Corrective action. Ensure staff qualifications are appropriate as per the service type listed in Scedule E
14030 - CCLR s.34(2)(b) - RECORDS AND REPORTING
The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation. - The care plan was not reviewed annually with the parent or any person requested to by the parent. - One care plan did not have a date on it
Corrective action. Ensure care plans are signed and dated and reviewed annually.
19260 - CCLR s.58(2)(b) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. Immunization status was not obtained for one or more employees.

Observation. Licensing observed that the designated nap area in the Infant/Toddler program was being used as an office. It is noted that there were 2 cribs in the designated nap area along with items used for an office.
Corrective action. Ensure that separate sleeping area located away from any activity area is provided for children under 36 months.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): Licensing observed that staff bags and purses were on a table in the over three program accessible to children in care. Upon further discussion, staff identified a designated space for staff possessions.
Corrective action. Ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (a) suitable for the age and development of the children. Observation (CORRECTED DURING INSPECTION): Licensing arrived at lunch time and observed two children being fed in reclined baby bouncers. The staff was unable to provide reasons why the two children were being fed in baby bouncers. Visually, the children looked to be too large for the bouncy chairs and were reclined. The other children were sitting in high chairs for the meal.
Corrective action. Ensure that all equipment accessible to children is suitable for age and development of the children.
11180 - CCLR s.16(4)(a) - POLICIES AND PROCEDURES
A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. From discussion with the staff, it was noted that the doors towards the back of both classrooms were used as part of their emergency plan. The doors exit on to the playground where the gates leading to the parking lot are padlocked. Upon inquiry of the location and accessibility of keys to unlock the padlock, Licensing noted that the staff were not aware of the location. Staff could not locate the keys during inspection. At the time of inspection, there was one door leading to the outside of the facility that was not obstructed by a padlock. Additionally, the staff could not unlock the door at the back of the over three classroom.
Corrective action. Ensure that the facility is able to mitigate respond to and recover from any emergency.
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation. Upon review of 5 care plans, Licensing observed that 2 care plans had not been reviewed in over a year and one care plan was not dated.
Corrective action. Ensure that care plans are reviewed at least once each year.
