- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The following were noted at today's inspection: Inside: -Some areas within both programs where the paint has started to chip exposing the drywall (repeat) -Many walls within the program were visibly dirty along with the baseboards, staff indicated that they do no have a set cleaning schedule for cleaning the walls on a regular basis. Outside: -Turf area within the infant toddler outdoor play space has started to become loose causing the turf to become a tripping hazard for the young children. -Ground underneath the turf is uneven and can act as a tripping hazard for the infants and toddlers. -There is a large rusted exposed nail along the perimeter of the play area (closest to the window) accessible to the children. -There is one mushroom that has started to grow off the wood perimeter, accessible to the children in care.
Corrective action. Please provide a written response to indicate how you will address the contraventions noted above on or before May 30, 2024. Please address the mushroom and nail by May, 24, 2024.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Licensing observed the following accessible to children in care: - An airfreshner aerosol spray bottle in the Group Child Care (30 mnths to SA) bathroom. The Manager moved the spray bottle out of children's reach. - Two hard plastic baby gates in the outdoor cement area that are broken in a couple of areas. The broken area has sharp edges and potential for a child to cut themselves.
Corrective action. Ensure that children do not have access to any object or substance that may be hazardous to the health and safety of a child.
11200 - CCLR s.17 - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Upon a random review of four children's records, Licensing observed that one child's emergency contact information has not been obtained.
Corrective action. Ensure the children's records are complete.

Observation. Upon a random review of two staff records, Licensing observed one staff's criminal record check (CRC) is addressed to another community care facility. The Manager informed Licensing that they have completed a new CRC for the staff.

Observation. Licensing observed the following that are accessible to children in care; -Many pine cones and branches in the Group Child Care (under 36 mnths) outdoor play area. - An big air-conditioning unit in the Group Child Care (30mnths to SA) cement outdoor play area. - Big adult snow shovel in the GCC (30 mnths to SA) side cement outdoor play area. - A big had sanitizer bottle on the table in the GCC (30 mnths to SA) outdoor play area. - A kettle full of water and still plugged in on a shelf in the GCC (30 mnths to SA) classroom. - Two dirty mops and a bucket on the stairs in the GCC (30 mnths to SA) classroom. Licensing only as a suggestion, suggested placing a gate to close off the stair area.
Corrective action. Ensure that children do not access to any object or substance that may be hazardous to the health and safety of a child.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed the following in the Group Child Care (under 36 mnths) outdoor play area; - Green synthetic material at the front entrance is curled up an bumpy in several areas. Potential tripping hazard. - One plastic driving car telephone holder is broken producing sharp plastic edges. Potential cutting hazard.
Corrective action. Ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair.
11020 - CCLR s.13(2) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. Upon discussion with the staff and further review of the staffing schedule Licensing observed that the staff to child ratio is not being maintained in the GCC (under 36 mnths) program. The following were observed; - Monday, Tuesday and Friday there is no Infant and toddler (I/T) staff after 3PM. -Wednesday there is no I/T staff before 8:30AM and after 4:30PM - Thursday there is no I/T staff in before 9AM. The Manager informed Licensing that she is there sometimes but no evidence of her working times. Education provided staff to child ratio requirement and on the importance of ensuring that the ratio is maintained at all times.
Corrective action. Ensure that the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
14030 - CCLR s.34(2)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Upon a random review of five children's records, Licensing observed one child's record missing the telephone number of a medical practitioner.
Corrective action. Ensure that children's records are complete prior to the child attending the community care facility.
19100 - CCLR s.57(2)(d) - RECORDS AND REPORTING
In respect of a record referred to in this Division, a licensee must (c) produce records, on demand, to the medical health officer.
Observation. The staff was unable to provide records of the fire and emergency drills conducted in 2021 for the Group Child Care (under 36 mnths) program. The staff informed Licensing that fire drills (once each mnth) and an emergency drill were practiced in 2021. However, there was no evidence for Licensing to verify this.
Corrective action. Ensure that records, referred to in sections 56-58, are produced when requested by Licensing.
19340 - CCLR s.59(c) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. Upon a review of seven staff records, Licensing observed that one staff's Immunization status was not obtained.
Corrective action. Ensure that staff records are complete prior to the staff working at the community care facility.
