Observation. Licensing observed the water temperature in on of the play rooms at 55 degrees Celsius.

Observation. Licensing observed an old banana peel on an outside table at the front entrance of the facility.

11020 - CCLR s.13(2) - POLICIES AND PROCEDURES
A licensee must ensure that the policies and procedures referred to in subsection (1) are implemented by employees. Observation (CORRECTED DURING INSPECTION): Licensing observed two children watching something on their ipad for approximately 40 minutes. The Manager informed Licensing the screen time policy states that children will have screen time for only 20 minutes.
Corrective action. Ensure that polices and procedures referred in subsection (1), care and supervision, are implemented by employees.

The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation. Licensing observed that there is a child that has a care plan in place. However, the care plan was not reviewed annually with the parent or any person requested to by the parent. The plan was created in January 2022. Licensing provided education on what would meet the intent of this regulation.
Corrective action. Ensure that care plans are review at least once each year with a parent of the child requiring extra support and any other person requested by the parent.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Licensing observed three rusted nails still sticking out of the broken wooden panel on one side of the fence and accessible to children. Licensing received an email from the Manager explaining that tape had been placed to cover the screws. However, Licensing did not see any tape covering the screws. The Manager informed Licensing that an individual had removed the tape when trying to fix the fence panel.
Corrective action. Ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following; - The outside gate, that separates one side of the outdoor area and children do not have access to, is broken and does not close. There are hazardous objects in this area such as an air-conditioning unit, a wooden board. The Manager informed Licensing that the gate does close however when Licensing attempted to lock the gate it did not lock. - A big plastic table, with folded metal legs, resting on a wooden bench on the wooden porch. Potential to fall on a child and injure them. - Licensing was assessing the outdoor wooden fence on one side if the outdoor play area. Upon touching the wooden fence two of the wooden panels fell off and the third one was hanging only from the top. This created a space large enough for a child to get into the neighbours yard. Many of the fence panels were loose and coming apart. The Manager explained that due to a wind storm the fence had broken. The fence was put back up and secured by a wooden support. Education provided education on ensuring that a health and safe environment be provided at all times while children are in care. Licensing provided only as suggestions to conduct outdoor checks to identify any such hazards and to find a temporary solution until the hazards can be addressed. This is a repeat contravention.
Corrective action. Please ensure that a healthy and safe environment is provided at all times while children are in care.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Licensing observed the following that are accessible to children in care:- - Three rusted nails sticking out of a broken wooden fence on one side of the outdoor play area. - The shed door, in the outdoor grass area, was unlocked and slightly open. There were many hazardous objects and substances in the shed (eg. large metal ladder, lawn-mower). Education provided on the importance of ensuring that children do not have access to hazardous objects or substances. This is a repeat contravention.
Corrective action. Please ensure that children do not have any access to any object or substance that may be hazardous to the health or safety of a child.
11200 - CCLR s.17 - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation. On the day of the inspection Licensing observed nine children in care. The maximum capacity of the facility is eight children in care. The Manager informed Licensing that the parent had dropped of the additional child today and was confused about the days. Licensing provided education on the importance of ensuring that there are only eight children in care at all times.
Corrective action. Please ensure that the maximum number of children in care is not exceeded at any time or day.

A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation. Upon a random review of five children's records, Licensing observed one child's record missing the date of enrolment. This is a repeat contravention.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Upon a review of seven days of the attendance records for the month of April, Licensing observed that on the day of the inspection there were nine children in care but only eight children were signed in. Education provided on the importance of have accurate attendance records as it is part of active supervision.
Corrective action. Please ensure that attendance records are accurate on a daily basis.

Observation. Licensing observed the following; - A rusted nail sticking out of one panel of the wooden fence in the outdoor play area. Licensing suggested inspecting the entire wooden fence to ensure no nails are protruding from it. -the tall floor lamp in one of the indoor play rooms is still unsteady and very wobbly. Licensing had received a written response from the Manager informing that the lamp had been tightened.
Corrective action. Please ensure that a healthy and safe environment is provided at all times while children are in care.

The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation. Licensing observed that there is one person who is ordinarily present on the premises of the community care facility, while children are in care, whose criminal record check (CRC) has expired and the Manager has still not applied to obtain a new one. Licensing and the Manager agreed on a plan to obtain the CRC for the individual.
Corrective action. Please ensure that all persons over the age of 12, who are ordinarily present on the premise of the community care facility, have a cleared CRC.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following accessible to children in care:- - An air conditioning unit in the outdoor play area along the side area. the Licensee informed Licensing that they will construct an enclosure around the unit. -A quarter full windshield wiper solution bottle in the outdoor play area. - A rusted nail sticking out of one panel of the wooden fence in the outdoor play area. - A tall floor lamp, in one of the play areas, that is unsteady and extremely wobbly upon touch. Potential for a child to pull on it and it fall and injure the child. The Manager informed Licensing that they will tighten the lamp.
Corrective action. Ensure that a safe and healthy environment is provided at all times while children are in care.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed the following:- - The trampoline in the outdoor play area, used by the Group Child Care (SA) program, has several areas where the tarp is ripped exposing the metal springs underneath. Potential for a child to hurt themselves. - A train/car wooden table that is extremely wobbly and unsteady. - The light switches, faucet taps, and tables have brown stains on them. The Manager informed Licensing that they spray the areas everyday. Licensing provided education on first cleaning these surfaces and then sanitizing it with the spray.
Corrective action. Ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in care.
11020 - CCLR s.13(2) - PROGRAM
A licensee must provide to children a comprehensive and coordinated program of indoor and outdoor activities that (a) is designed for the development and care of children.
Observation. Licensing observed the Group Child Care (School Age) program watching TV for more then 40 minutes. Licensing provided the Licensee with education on indoor and outdoor activities that encourage the development and care of children.
Corrective action. Ensure that children are provided a comprehensive and coordinated program of indoor and outdoor activities designed for the development and care of children.
18010 - CCLR s.44(1)(a) - RECORDS AND REPORTING
A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.
Observation. Upon a random review of four children's records Licensing observed one child's record missing the consent to call a medical practitioner or ambulance.

19100 - CCLR s.57(2)(d) - RECORDS AND REPORTING
A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation. Upon a review of a child's care plan Licensing observed that the child requires medication to be administered in the event of an allergic reaction. However, the care plan does not identify the medication or amount of medication to be administered to the child. Licensing provided education to the Licensee on what information is required in a care plan. Additionally, Licensing explained that a medication administration form should be completed by the parent(s) in the event the child requires the medication.
Corrective action. Ensure that for each child requiring extra support a current care plan is in place showing the courses of action recommended by the health care professionals to address the needs of the child requiring extra support.
19220 - CCLR s.58(1)(b) - RECORDS AND REPORTING
In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation. The Licensee was unable to provide a child's record while Licensing was conducted a random children's records check. The Licensee searched for the child's records for more then 10 minutes however, could not produce it to Licensing. Licensing provided education on the importance of ensuring that all children's records are obtained and placed in a single location that is easily retrievable upon request.
Corrective action. Ensure that children's records are kept in a single place within the community care facility.
19320 - CCLR s.59(a) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.

Corrective action. Ensure that each employee practices implementing the emergency plan at least once each year.

Observation. Upon a review of one staff record, Licensing observed the staff's criminal record check has expired in August 2020. This is a repeat contravention.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following: - 2 shelves in the facility were not secured to the wall and were wobbly to the touch. - Tangled wires noted next to the television on the ground. Accessible to children in care. - Two wooden planks leaning against the fence in the outdoor play space, heavy and unstable to the touch. Licensing observed behind the planks, there were nails protruding at the bottom of the fence. - Christmas lights were strung against the wall in the play space with the ends of the lights dangling down almost touching the ground. The part of the lights dangling down to the ground was not secured to the wall. Potential strangulation hazard. - A toilet brush and plunger next to the toilet accessible by children. (This is a repeat contravention) - Soiled adult toilet seat in the children's bathroom. - An unwound hose in the outdoor play space. Potential tripping hazard. - A metal ladder behind the shed. The space around the shed is accessible by children in care. - A metal bathtub, with sharp edges in the outdoor play space. - A metal heat lamp in the outdoor play space that was wobbly upon touch. - A bucket filled with rain water in the outdoor play space. - A metal shard in the outdoor play space. - An upside down metal chair in the garden in the outdoor play space. - A plastic tassel curtain on the second play room door.

11200 - CCLR s.17 - LICENSING
A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager. Observation (CORRECTED DURING INSPECTION): Licensing observed that the name of the Manager was not posted in the facility. This is a repeat contravention.
Corrective action. Ensure that the Manager's name is posted in a prominent place in the community care facility.
10050 - CCLR s.11(1) - MEDICATION
If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees.
Observation. During inspection it was noted that a child with a care plan indicating diagnosis and medication needs, did not have medication available on site. Upon discussion with the Licensee, it was noted that the child did not have the medication at any point during their enrollment.
Corrective action. Ensure that children with care plans indicating medication needs prescribed by a medical professional or a parent is readily accessible to employees.
16020 - CCLR s.53(1)(b) - NUTRITION AND FOOD SERVICES
A licensee must make available to parents information on the food and drink given to children.
Observation. Upon discussion with the Licensee it was noted that they sometimes provide snacks to the children. Licensee could not identify a system to make available to parents information on the food and drink given to children.
Corrective action. Ensure that information about the food and drink given to children is made available to parents.

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. During inspection, Licensee could not produce a record of implementing emergency drills annually. Upon discussion, the Licensee stated that they conducted the drills but did not record them.
Corrective action. Ensure that current records are kept respecting the practice and implementation of the facility's emergency plan.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Upon a review of the attendance records for the month of January 2020 Licensing observed that the Licensee had already signed out the children in care for the day. Upon discussion the Licensee stated that they know the time children depart and had noted it on the attendance sheet. Education provided on the intent of the regulation regarding attendance records.
Corrective action. Ensure that attendance records are accurate on a daily basis.
