    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. The following items were noted: -There is no thermometer with the fridge to help indicate whether the fridge temperature is 4 Degrees Celsius or below (repeat). -One mat at the entrance is curling at three corners and can act as a tripping hazard. -Plastic nap containers are stored on top of one another on top of a countertop. This is considered a topple hazard. (CORRECTED). -There is some gaps between the ground and the fence (in particular by the blue fence) which can act as an entrapment hazard.

    Corrective action. Please provide a written response to indicate how you will address the contravention noted above on or before April 29, 2026

    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. The following was noted at the time of inspection: -Some topple hazards noted in a room that contains storage, Christmas items and containers are stored on top of one another causing a topple hazard. Manager lowered the containers onto the ground. (Corrected) -Fridge used in summer time for children's food items. No thermometer with the fridge to ensure that fridge temperature is 4 Degrees Celsius or below. -Two climbers have limited pea gravel below them. Discussion had with Manager about ensuring that there is adequate resilient surface below the climber as they are quite high and require a deeper amount of resilient surfacing. -Spray bottle that contain cleaner were not clearly labelled, Manager labelled at the time of inspection. (Corrected)

    Corrective action. Please provide a written response to indicate how you will address the contravention noted above on or before May 7, 2025

    A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

    Observation. The following was noted: -Some areas on the half door way from the kitchen to the play room where there is visible dirt around the high touch areas of the door and around the handle. -Outdoor climber has some exposed nails on the platform, some of the wood on the platform has started to rot, some areas have chipped paint. One of the climbing areas has been so worn that the wood steps have started to wear down making the foothold quite small.

    Corrective action. Please provide a written response to indicate how you will address the contravention noted above on or before May 7, 2025

    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. -Rat bait boxes were accessible to the children within the outdoor play space. -No toilet paper holder available within one of the bathroom stalls. Manager stated that the children like to take them off and it likely hiding.

    Corrective action. Manager stated that they would move the bait boxes from the outdoor play area. They would also find the toilet paper holder and place it back.

    Observation. Two staff who have Certificates do not have their information posted.

    A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.

    Observation. There are two staff who walk to pick up children from school. One staff has an expired First Aid Certificate and the other staff, Licensing could not confirm if they had their First Aid as there was no confirmation provided within their file.

    Corrective action. Manager stated that they would ensure the staff who conducts the pick up carry a valid first aid. Manager will also update staff files.

    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. Licensing observed the following: - There is not sufficient resilient surfacing under a dome shaped climber. Licensing had a discussion on what would meet the intent of this legislation. - There is a big AC unit box with the AC unit in it in one of the play rooms. Potential for a child to grab it or bump into it and have it fall on them and injure them.

    Corrective action. Ensure that a healthy and safe environment is provided at all times while children are in care.

    A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

    Observation. Licensing observed the following: - Paint chipped in several areas inside. - Broken soap dispenser in one of the bathrooms. - Broken tile in one of the bathroom. One tile is half broken and sharp around the edges.

    Corrective action. Ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in care.

  • HYGIENE AND COMMUNICABLE DISEASE

    A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

    Observation. Licensing observed 3 children use the toilet. After using the toilet the children did not use soap to wash their hands and only rinsed their hands with water. Licensing observed the soap located on the ledge and inaccessible to children in care. Licensing discussed the importance of having soap available to children to ensure that they are properly cleaning their hands to decrease the spread of germs.

    Corrective action. Ensure that a program is establishes to instruct children in, and t practice the rules of, health and hygiene.

    A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.

    Observation. Licensing observed that one staff's certificate is not displayed anywhere in the community care facility. The staff works at the facility two days a week and whenever needed.

    Corrective action. Ensure that all staff certificates or a copy of the certificate is displayed in a prominent place in the community care facility.

Observation (CORRECTED DURING INSPECTION): Licensing observed 22 children in care with only 2 staff. The Manager arrived 15 minutes after Licensing arrived. Licensing discussed the importance of ensuring staff to child ratio is maintained at all times and provided suggestions on how to avoid this in the future.

    Corrective action. Ensure that the ratio of employees to children attending the community care facility is no less than that permitted in Schedule E.

    Observation. Licensing observed a rip in the diaper change mat exposing the foam underlay. Licensing provided education how a ripped diaper change mat cannot be cleaned and sanitized effectively.

    Observation. Licensing observed the following accessible to children in care; - Open bag of patching compound material in an unlocked kitchen cupboard. The Manager removed this item. -Four screws sticking out of the wooden climbing section of the outdoor big slide structure. - One panel of the back wooden fence is slightly broken causing a piece of the wood to stick out. Potential for a child to hurt themselves. - A dirty and wet towel on the ground in the outdoor play area.

    Corrective action. Ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

    A licensee must (a) ensure that a community care facility has (i) emergency exits that meet the requirements of the BC Building Code, and (ii) a fire drill system that is approved as definedby section 31 of the Fire Services Act.

    Observation. Licensing observed that the fire extinguisher was to be serviced in September 2021 however, it has not been serviced yet. Licensing provided clarification on how to identify, on the tag, when the fire extinguisher has been serviced and when the next service is to be done. This is a repeat contravention.

    Corrective action. Ensure that fire extinguishers are serviced annually.

    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. Licensing observed the following; - In the outdoor play climber and slide structure has a slide down pole that children use. At the bottom of the pole there is no resilient surfacing and raised cement around the pole (to secure the pole to ground). - Two slides on the outdoor play climber and slide structure that don't have sufficient resilient surfacing at the bottom. Both are potentials for child hurting themselves when coming down either the pole or slide. - One outdoor plastic bike broken at the bottom close to the pedal and another plastic tractor tire broken. - The spiral slide in the outdoor play climber and slide structure has some plastic material to cover up the shipped areas. However, the plastic material is also now chipped leaving sharp edges. Potential for a child to cut themselves.

    Corrective action. Ensure that a safe and healthy environment is provided at all times to children in care.

    Observation. Licensing observed the following accessible to children in care: - A Lysol wipes container on a shelf in the same room the children were having snack. - A Large board on the ground in the outdoor play area. The edges of the board were chipped. The Manager removed the board. - In one of the bathrooms there was a perfume bottle in an unlocked cupboard. The Manager removed the perfume bottle. - An unlocked cupboard in the kitchen with a container full of different sunscreen bottles. Licensing observed a child open the cupboard and take the bottle out.

    Corrective action. Ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
