• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

  Observation. The back gate from the playground was in poor repair and not closing properly. There is currently 4 bungee cords holding the gate shut. The toilet paper roll dispensers are not able to be opened and toilet rolls re-stocked. Toilet paper was currently placed on top of the toilets. Emergency lights in the Preschool 2 classroom are constantly blinking.

  Corrective action. Ensure the equipment and fixtures are clean and in good repair.

  A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.

  Observation. A care plan does not include the course of action recommended by health care professionals for a child .

  Corrective action. Ensure the course of recommendation by the health care professional is in the care plan.

  A licensee must keep current records for each child showing (a) the information set out in subsection (2), (b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and (c) the consents referred to in subsection (3).

  Observation. children information that is accessible to staff in the programs is not current with the names of the children or information on the forms. Key information such as allergy, medication, emergency contacts and Doctor information is not up to date.

  Corrective action. Ensure that all records for children are current.

  A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry.   Observation. 1 of 5 staff files did not have verification of early childhood educator or assistant certificate.

  Corrective action. Ensure that each certificate is verified by the system maintained by the early childhood educator registry.

  A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

  Observation. The following was observed in one or more rooms: - glue from window bumpers on windows and appears dirty -window bumpers in poor repair -paint chipping on many walls with exposed drywall -a build up of dirt along the bottoms of the walls in more than one room

  Corrective action. Ensure that the facility is clean and in good repair.

  Observation. No Educator or Assistant certificates were posted in the facility

  Corrective action. Ensure that each Educator and Assistant certificate is posted in a prominent place in the facility.

  Observation. There is no infant toddler educator starting until 45 minutes after program opens and no Infant toddler educator working for the last 45 minutes

  Corrective action. Ensure that the staff to child ratio is no less than permitted in schedule E.

  Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.

  Observation. There were more than 3 children under the age of 36 months in the Group child care (30 months to school age). The capacity of the was exceeded in one group child care (under 36 months) program for 20 minutes.

  Corrective action. Ensure that the children are divided in groups as set out in Schedule E.

  The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.

  Observation. More than one care plan was not reviewed annually with the parent or any person requested to by the parent.

  Corrective action. Ensure that care plan is reviewed annually.

• Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.

  Observation. Licensing determined that on March 29, 2023, the facility was over capacity for a period of time by 6 children. Licensing observed that there were 3 children under 36 months in the 30 months to school age program.

  Corrective action. Corrective action required.

  A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

  Observation. Licensing observed the following: -Medicated cream accessible in the children's bathroom. -A bottle of cleaner accessible to children.

  Corrective action. Ensure all items which may be hazardous the health and safety of children are made inaccessible.

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

  Observation. Licensing inspected 5 staff files and observed that one staff file did not contain a site specific criminal record check.

  Corrective action. Ensure a site specific, valid, criminal record check is obtained for all staff before the start of their employment.

  Observation. Licensing determined that the facility manager left the facility while they were part of Under 36 months program ratio for about 20 minutes, resulting in the program being understaffed.

• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

  Observation. Licensing observed the following: -some vinyl furniture, tumble mats and diaper change mats are starting to show signs or wear and tear. The vinyl is starting to fray revealing the foam underneath making it difficult to clean and disinfect. -The edge of a counter in one of the classrooms was damaged. -Window bumpers are damaged. -Glue residue on a window. -Paint on a play kitchen in one of the classrooms is chipping. -The compost bin was uncovered and accessible to children in one of the classrooms.

  Corrective action. Ensure that the community care facility and furniture, equipment and fixtures within it are clean and in good repair.

  A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

  Observation. Licensing observed: -some unlocked cupboards at child height which contained cleaning supplies. -storage rooms located in the classrooms all had keys in the door knobs presenting a choking hazard for children in care.

  Corrective action. Ensure children do not have access to any object or substance that may be hazardous to their health or safety.

• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

  Observation. Licensing observed the following: -The manager could not describe an effective manner of cleaning and disinfecting. Licensing provided education on the multistep cleaning and disinfecting required. Further observation indicated that the facility is equipped with supplies for proper cleaning and disinfecting once the multi step process is implemented. -The facility did not have any paper towels available at the time of inspection. A clarifying conversation with the manager indicated that the paper towels have been ordered but have not arrived yet. Licensing provided education on the importance of drying hands as part of complete handwahisng protocol and that tissues are not an effective way to complete the hand drying step.

  Corrective action. Ensure a healthy and safe environment is provided at all times.

  Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

  Observation. Licensing observed that two under 36 months classrooms' regular staffing plan was insufficient. The regular staff in 2 under 36 months programs consist of one Infant toddler educator and one ECE assistant. Licensing provided education on appropriate staffing as outlined in schedule E of the regulations.

  Corrective action. Ensure that the ratio of employees to children attending a community care facility is no less than that permitted in schedule E.

  A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

  Observation. Licensing observed the following: -Two facility fire extinguishers were past due for annual maintenance. -Expired food in several classrooms' emergency kits.

  Corrective action. Ensure systems are established to maintain and replenish the facility's emergency supplies.

  13020 - CCLR s.22(1)(b)
• RECORDS AND REPORTING

  A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

  Observation. The facility uses paper attendance sheets along with electronic ones. A clarifying conversation with the manager indicated that the paper attendance sheets are meant to keep track of children should they have to move from one room to another. Licensing noted that at the time of inspection, the paper attendance was incorrect with several children not signed out of programs once they left the classroom and or the facility.

  Corrective action. Ensure all attendance records are maintained accurately.

  A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (a) the diagnoses relevant to the child's requirement for extra support, as made by health care professionals.

  Observation. A child who requires an EPI pen on site did not have a care plan.

  Corrective action. Ensure that for each child requiring extra support, a current care plan is developed and implemented as required.

  Observation. Criminal Record Check is not current (expired) for one employee.

  Corrective action. Ensure criminal record checks are valid at all times.

  Corrective action. Ensure site specific criminal record checks are obtained before the start of employment.

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

  Observation. Licensing inspected 5 staff files and noted that one staff file was missing evidence of immunization status declaration.

  Corrective action. Ensure staff files are complete.

  Corrective action. Ensure all staff certificates are verified using the system maintained by the early childhood educator registry.

  A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

  Observation. There was a few classrooms with spots of paint pealing off of the walls, some large spots and others small.

  Corrective action. Please ensure the facility is in good repair.
