• STAFFING

  A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation) Observation (CORRECTED DURING INSPECTION): Five staff files were reviewed, one did not contain a license verification.

  Corrective action. Manager fixed contravention on site.

• STAFFING

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

  Observation. One staff did not have a criminal record check on file. This staff cannot be alone with the children until one is obtained.

  Corrective action. Ensure all staff have valid, facility specific, criminal record checks on file.

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

  Observation. One staff file had 3 references on file that all stated the same thing; they were type written and signed off by different people. Licensing will consider one of these checks but not the others.

  Corrective action. Ensure to have 2 references on file for each staff.

  A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

  Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

  Observation. At the time of inspection there was one staff on site who was ECE qualified and not Infant/toddler qualified; this staff was working alone. This facility is licensed as group child care, under 36 months.

  Corrective action. Ensure to be in compliance with scedule E at all times with qualified staff in place as per your service type on your license.

  A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.

  Observation. There were 2 plastic ride in cars in the backyard that were not in good repair.

  Corrective action. Ensure equipment and toys are in good repair and free from hazards.

  Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

  Observation. Upon arrival at the facility, it was nap time and there were 3 children in care with an ECE staff on site. There was no Infant and toddler qualified staff on site, however shortly after the inspection started this staff arrived after being notified that Licensing was on site. This is a repeat contravention and was coded at last years routine inspection as well.

  Corrective action. Ensure schedule E is being followed at all times which requires an infant/toddler staff to be on site at all times.
