A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.

Observation. The water temperature in one bathroom is 54.1 degrees Celsius

Corrective action. Ensure water temperature is no greater than 49 degrees Celsius

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. -Children climb a tree and jump off limbs in the outdoor area without any resilient surface below and where there are metal trucks. -A rope swing is located in the front play area over a number of roots with no resilient surfacing below -food is stored in a washroom -materials are stored in the bathroom in the bathtub next to the toilet. -an unknown cleaner is used to sanitize tables. The cleaner is placed in a 4 Lt. water jug and labeled using marker. There is no information on the material or the cautions needed. -metal fencing was placed along the wood fencing with spaces 6 inches or 8 inches in width. This poses an entrapment hazard. -Some areas of the metal fencing was cut leaving sharp edges. -A large window located in the bathroom where people from outside the bathroom can see the child on the toilet. The Manager said that the window is not covered because they would like to see the children in the toilet.

Corrective action. Ensure that a healthy and safe environment is maintained at all times.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. The following was observed: -The nap mats were in poor condition with the material degrading on the corners. -it appears that mold was on multiple window frames in first room where the emergency exit door is located. On the second day of inspection some of the mold appeared to be washed off. -electrical cords outside next to the children's toys and rabbit hutch had cobwebs covering them posing a fire hazard -a plastic boat used for children to sit in had standing water in it.

Corrective action. Ensure that the facility is clean and in good repair.

A licensee, other than a licensee who provides a care program described as either Preschool (30 Months to School Age) or Group Child Care (School Age), must have in a community care facility a sturdy surface for changing diapers, located outside the food preparation area, next to (b) a wash basin.

Observation. The staff were unaware of a sturdy surface used for diaper changes.

Corrective action. Ensure that a sturdy surface used for diaper changes is available.

When advertising or otherwise offering services to the public, a licensee must identify the care program being offered.

Observation. Facility is advertising as a preschool in signs and in the policies. It has been discussed with the Manager previously. This is a repeat contravention.

Corrective action. Ensure that the advertising identifies the care program being offered.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Observation. Food used to respond and recover from an emergency is expired

Corrective action. Ensure that food and water used to respond and recover from an emergency are available.

A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.

Observation. A care plan does not include the course of action recommended by health care professionals for a child requiring additional support.

Corrective action. Ensure that the care plan includes what the course of action staff take.

A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.

Observation. Two children do not have photographs readily available.

Corrective action. Ensure that each child has a photo readily available.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

Observation. Immunization status was not obtained for one or more employees.

Corrective action. Ensure that immunization status is obtained for all employees

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. Two staff did not have evidence of verification of educator or assistant certificate

Corrective action. Ensure that each staff has a verification of educator or assistant certificate by the system maintained by the Early childhood educator registry.

A licensee must ensure that each employee (a) is trained in the implementation of the fire drill system and emergency plan described in subsection (1), including the use of any equipment noted in the fire drill system and emergency plan.

Observation. Staff was unaware of the emergency plan or the secondary emergency location if the building is not able to be accessed.

Corrective action. Ensure that all staff are aware of the emergency plan.

A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.

Observation. The staff said there is no record of the last emergency plan and do not know when it was last completed. This is a repeat contravention

Corrective action. Enure that the emergency plan is practiced annually.

Observation. Licensee did not notify the licensing officer within 24 hours that a child was involved in or may have been involved in a reportable incident as described in Schedule H as required.

Observation. Staff are not keeping a current log of minor accidents, illnesses and unexpected events involving children.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. Licensing observed the following potential hazards: - two lamps placed above the height of children with unsecured cords accessible to children which could pose a hazard if a child were to pull the cord causing the lamp to fall. - a suspended unsecured electrical cord behind a shed in the outdoor play space where the children do not play; however, a child could potentially access this area as it is unsecured and in a blind spot - a cleaning product and essential oils stored in an unlatched drawer within children's reach in the bathroom -open bags of road salt with a 'keep out of reach of children' label on the porch outside of the back door, accessible to children when they play outside

Corrective action. A staff removed the items in the bathroom drawer and moved the lamps during the inspection. The cord behind the shed will be removed or secured or inaccessible and the road salt will be removed from children's access.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure. Observation (CORRECTED DURING INSPECTION): At the time of arrival, the record of attendance was not accurate is it did not indicate that two children had left the program.

Corrective action. A staff corrected the attendance during the inspection.

A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.

Observation. Staff do not recall the last fire drill that was practiced and the last one recorded was in May 2024.

Corrective action. Staff will ensure to practice and record implementing the fire drill system at least once each month.

A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.

Observation. Staff do not recall the last time the emergency plan was practiced and were not able to locate the last time it was record.,

Corrective action. Staff will ensure to practice and record the emergency plan at least once each year.

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

Observation. The staff provided a record of fire drills; however, they explained that they have not practiced the emergency drill for more than a year.

Corrective action. The staff comfirmed that they will practice and record the emergency plan.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs. Observation (CORRECTED DURING INSPECTION): Immunization status was not obtained for any of the three employees. The three staff provided immunization status during the inspection.

A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm.

Observation. A section of the metal fencing around the children's outdoor play space on the large side is broken and large enough for a child to exit. The same section of fencing has a broken sharp metal point at children's height. A sharp fence end at children's height near the gate between the front and back play areas was also observed.

Corrective action. Ensure that the entire outdoor play area is enclosed in a manner that ensures that children are free from harm.

When advertising or otherwise offering services to the public, a licensee must identify the care program being offered.

Observation. The facility name and registration forms advertise preschool, which is a type of care program that the facility is not licenced to provide. This is a repeat contravention.

Corrective action. When advertisign or otherwise offering services to the public, a licensee must identify the care program being offered.

Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

Observation. After 3:35 pm, an ECEA was caring for 6 children without an ECE on site. Although an application for an ECE certificate has been submitted to the ECE Registry, the staff is not yet qualified as an ECE.

Corrective action. Ensure to maintain ratio's as per CCLR Schedule E at all times.

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

Observation. No record of fire drills were available between September 2022 and August 2023; a fire drill was recorded in September 2023 and none since.

Corrective action. Ensure to practice and record monthly fire drills.

A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.

Observation. The staff explained that they have not practiced the emergency plan for at least a year.

Corrective action. Each employee must practice implementing the emergency plan at least once each year.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

Observation. Licensing observed the following: - a container labeled 'poison' in an unlatched cupboard below the kitchen sink - an unsecured blind cord accessible to children in the main play area, posing a potential risk of entanglement; a staff corrected this during the inspection - two metal upward pointing, outward projecting brackets, which previously held a planter of flowers, attached to the exterior of the building and positioned at children's height in an activity area on the outside deck. Without the planter in place, the brackets pose a potential risk of injury if a child were to fall onto a bracket. At the time of inspection, no children were outside and a staff assured that the planter would be in place on the brackets prior to children playing outside in future.

Corrective action. Ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.

Observation. A care plan for a child requiring extra support has not been developed.

Corrective action. Ensure to develop a care plan, in consultation with a parent of any child requiring extra support and any person requested by the parent.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. Two staff files do not include verification by the system maintained by the early childhood educator registry.

Corrective action. Ensure to obtain verification by the early childhood educator registry for all educators and assistants.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

Observation. Immunization status was not obtained for one employee.

Corrective action. Ensure to obtain immunization status for employees.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. A staff has an RCMP criminal record check on file and the Licensee has applied for a criminal record check for this staff through the Criminal Records Review Program; however, the required criminal record check through the Criminal Records Review Program has not been recieved.

Corrective action. Ensure to obtain a criminal record check through the Criminal Records Review Program for each staff.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (d) copies of any diplomas, certificates or other evidence of the person's training and skills.

Observation. Licensee has not obtained evidence for one of the staff's training and skills.

Corrective action. Ensure to obtain copies of any diplomas, certificates or other evidence of training and skills for each staff.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

Observation. Review of 7 children files observed one child was missing doctor's name and phone number on file.

Corrective action. Please ensure children files are complete.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

Observation. Review of 7 children files observed one child was missing medical insurance plan number on file.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

Observation. Review of 3 staff files observed 2 staff were missing immunization status on file.This is a repeated contravention.

Corrective action. Please ensure all staff files are complete.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,

Observation. Review of 3 staff files observed one staff was missing verification of their ECEA certificate on file.

Corrective action. Please ensure all staff files are complete.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. Review of 3 staff files observed one staff have Criminal Records Clearance (CRC) copy from RCMP and one staff CRC is not site specific. This is a continuously repeated contravention.

Corrective action. Please ensure that employee's CRC is completed under Criminal Records Review Act and copies are obtained under facility name prior to the start of employment.

A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].

Observation. One staff that was working on site during inspection did not have a current copy of criminal records clearance on file.

Corrective action. Ensure staff file are complete and up to date.
