A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Two unsecured large, heavy speakers on tripod stands on a platform next to the children's play area which could pose a risk if they were to fall in the event of an earthquake.
Corrective action. The manager will ensure that the speakers are secured or lowered and moved where they no longer pose any risk of falling in the event of an earthquake.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. - The Licensee contact explained that children occassionally sleep in a structure off site that is not approved by Licensing. This practice was previously discussed with the Licensee contact who confirmed that this would not occur. - Licensing observed multiple children's bedding stored in bags together, which is not hygienic if not freshly washed.
Corrective action. - The Licensee contact stated that children will no longer nap off site and will be brought to the facility to nap. - Licensee will ensure that children's bedding will be stored separately.
11010 - CCLR s.13(1) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Fire Extinguisher has not been serviced annually
Corrective action. Licensee will ensure that the fire extinguisher is serviced annually.
13020 - CCLR s.22(1)(b) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. Of the four staff records reviewed, three did not include character references.
Corrective action. The Licensee will obtain character references for all staff.
12050 - CCLR s.19(1)(b) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation. A record of the person's work history was not obtained for two of four employees.
Corrective action. The Licensee will ensure to obtain a record of work history for all staff.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. Immunization status was not obtained for any of the four staff.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees. Observation (CORRECTED DURING INSPECTION): Licensing observed the following: - heavy, unsecured speaker on a cabinet above the height of children which could pose a risk in the event of an earthquake - hand sanitizer within the reach of children The licensee corrected these items during the inspection.
Corrective action. Ensure that a healthy and safe environment is provided at all times.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm.
Observation. Both of the gates in the outdoor play area are in poor repair and not securely closed. A section of the fence is damaged reducing the height of the fence in that section. The Licensee explained that there are plans underway to repair/replace the fence and gates and provided a temporary plan to ensure that the gates will be securely closed in the meantime.
Corrective action. Ensure that the entire outdoor play area is enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free from harm.
11160 - CCLR s.16(3)(a) - EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency. Observation (CORRECTED DURING INSPECTION): Two of the three emergency egress routes were hampered upon arrival. The Licensee corrected this during the inspection to ensure that two routes were available.
Corrective action. Ensure to not block or hamper exits in the case of fire or other emergency.
11090 - CCLR s.15(1)(b) - LICENSING
A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager. Observation (CORRECTED DURING INSPECTION): The manager's name was not posted. The Licensee corrected this during the inspection.
Corrective action. Ensure to display the manager's name in a prominent place.

Observation. Staff confirmed that there was a date last week when 8 children were transported in a single vehicle without a second staff in the vehicle.
Corrective action. Ensure to have at least one responsible adult in the vehicle, not including the driver, when transporting more than 7 children in a single vehicle.
