A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. The following was noted at the time of inspection: -Fence door to outdoor play space does not latch. Facility currently puts a stump in front of it in order to close the door. Discussion had about the door needing to latch correctly. -No paper towels within one of the washrooms, were replenished at the time of inspection. -Three shelves on wheels that need to be attached to the wall as they act as a topple hazard (one of which noted in the previous routine inspection which was not attached).
Corrective action. Please provide a written response to indicate how you will address the contravention noted above on or before May 15, 2025

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. There is a play structure outside that is cracked and taped with duct tape. Manager indicated that they have ordered a new structure.
Corrective action. Please provide a written response to indicate how you will address the contravention noted above and include your timeline for the new structure on or before May 15, 2025

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. The following was noted at today's inspection: -Large storage unit on wheels can act as a tipping hazard needs to be secured to the wall. -Step leaving to play structure area is rotting and wood has started to peel from the step. -Other steps leading to the play structure area has started to lift from the gravel and can act as a tripping hazard.
Corrective action. Licensee stated that they would remove the rotting step. Please provide a written response to indicate how you will address the additional items noted above on or before May 9, 2024

The following was noted at today's inspection: -Some areas within the facility where the paint has started to peel from the wall -Some areas within the facility where there are dents on the wall which need to be filled -More regular cleaning required (more than weekly) as visible dirt on the walls within the washroom and by light fixtures.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed the following in the outdoor play area: - four panels, of the wooden fence, that are broken and detached at the top. - Part of the fence, on one side of the pea gravel area, is leaning into the neighbouring yard. Upon touch it is unstable. Potential for it to completely collapse into the neighbouring yard. The staff informed Licensing that they are working with the neighbour to have the fence replaced.
Corrective action. Ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair.

Observation. Licensing observed that the air conditioning unit is still not made inaccessible to children in care. The Manager informed Licensing that there was a cover on it however, due to the wind it must have gotten blown off. Licensing provided education that if the cover is not working to think of another solution.

A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation. Licensing observed a carpet, at one entrance, curled at one corner. Tripping hazard.
Corrective action. Please ensure that the equipment, furniture and supplies in the community care facility are of sturdy and safe construction, easy to clean and free from hazards.
11080 - CCLR s.15(1)(a) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. A big air conditioning unit along one side of the outdoor cement play area. The staff informed Licensing that the wind blew off the cover for the air conditioning and will get it replaced. This is a repeat contravention.
Corrective action. Please ensure that children do not have access to any object or substance that may hazardous to the health or safety of a child.
11200 - CCLR s.17 - HYGIENE AND COMMUNICABLE DISEASE
A licensee, other than a licensee who provides a care program described as either Preschool (30 Months to School Age) or Group Child Care (School Age), must have in a community care facility a sturdy surface for changing diapers, located outside the food preparation area, next to (b) a wash basin.
Observation. Upon discussion with the staff, Licensing observed that there is no sturdy diaper change surface available. Diapering happens on a unclean foam mat located in the middle of the play room. Licensing provided education on having a sturdy surface for changing diapers that is near a wash basin for hygiene reasons. Additionally, ensuring that there is some privacy when changing a child's diaper to promote and maintain dignity.
Corrective action. Please ensure that a sturdy surface for changing diapers is available and next to a wash basin.
15020 - CCLR s.14(4)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status. Observation (CORRECTED DURING INSPECTION): Upon a random review of five children's records, Licensing observed one child's records missing their sex.
Corrective action. Please ensure that children's records are complete prior to the child attending the community care facility.
19070 - CCLR s.57(2)(a) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Upon a random review of five children's records, Licensing observed one child's record missing the name and telephone number of a medical practitioner. Licensing provided education on what would meet the intent of this regulation.
Corrective action. Please ensure that children's records are complete prior to the child attending the community care facility.
19100 - CCLR s.57(2)(d) - STAFFING
A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation. Upon a review of four staff records, Licensing observed one staff's record missing their first aid. The staff informed Licensing that they will be renewing their first aid. This staff was alone with a child when Licensing arrived.
Corrective action. Please ensure that children have at all times immediate access to an employee who holds a valid first aid and CPR certificate.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Licensing observed the following that are accessible to children in care: - A big air conditioning unit along the side of the cemented outdoor play area. The Director informed Licensing that they will not allow children to play in the area. - Several wet, dirty cloths with cleaning solution on them hanging on the shower door of one of the bathrooms the children use. The Manager removed these cloths and closed the shower door to make a dirty mop inaccessible to children in care.
Corrective action. Ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
11200 - CCLR s.17 - LICENSING
A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation. Licensing observed that the new Manager's name was not displayed anywhere in the care facility. The Director stated that they have to still print it out. Licensing provided education on what would meet the regulation (eg. writing it on a paper and displaying it)
Corrective action. Ensure that the Licence and name of Manager is displayed in a prominent place in the care facility.
10050 - CCLR s.11(1) - LICENSING
A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation. Licensing observed that one staff's, who works at the facility, certificate is not displayed in the care facility. This is a repeat contravention.
Corrective action. Ensure that the certificate or a copy of the certificate of all educators or assistant, who work at the care facility, are displayed in a prominent place within the care facility..
10070 - CCLR s.11(4) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility. Observation (CORRECTED DURING INSPECTION): Upon the random review of four children's records, Licensing observed one child's record missing the date of enrolment. This is a repeat contravention. Corrected during inspection.
Corrective action. Ensure that children's records are complete prior to the child attending the care facility.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation. Upon a review of four staff files, Licensing observed one staff's file missing validation of their certificate. The Director attempted to find it and asked the Manager but were unable to provide it to Licensing for review. This is a repeat contravention.
Corrective action. Ensure that all staff files are complete and that staff certificates are validated through the Early Childhood Educator Registry.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed the following: - The wooden cover of a sandbox, located in the covered cement outdoor area, has paint chipped off and is broken on all 4 corners. Potential for children getting cut or splinters. - Part of the laminate on the counter along one sink, in one bathroom, has ripped exposing the wood underneath. The exposed wood is coming apart upon touch.
Corrective action. Please ensure that the furniture, equipment and fixtures within the community care facility are clean and in good repair while children are in care.

Observation. Upon a random review of the attendance record, for the month of August, Licensing observed the following; - 1 day that 3 children's time of departure was not indicated. - The day of the inspection there were 9 children in care but only 2 signed in.
Corrective action. Please ensure attendance records are accurate on a daily basis.
