Observation. While on site, the following was noted: -Seesaw in outdoor play space is wobbly and the paint has started to chip and the wood is quite rough in areas.
Corrective action. Please provide a written response to indicate how you will address the contravention noted above on or before September 15, 2025
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. While on site, the following was noted: -Chirping of fire alarm, indicates that battery needs to be replaced. Manager stated that they did replace the battery last week but the alarm continues to chirp. They stated they would look further into why it is chirping. -Shelf where the files and a box of items is stored within the nap room can act as a topple hazard as there is no lip on the shelf to keep it from toppling down. -Within the outdoor play space, there are some areas where the black underlay is exposed and can act as a tripping hazard. Manager stated that they had just added some wood chips to the space and perhaps need to add more. -The mattresses in the nap room do not have any covers that can repel liquids or easy to clean. Discussion had with Manager about the mattresses being easy to clean with a non-porous material.
Corrective action. Please provide a written response to indicate how you will address the contravention noted above on or before September 15, 2025

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The following was noted at today's inspection: -Fence door when being opened sags down and can become a pinching hazard between the ground and the gate if a foot is beneath this space. -Outdoor fence, there is a missing slat and the gap between the two slats is now considered an entrapment hazard. -At the back of the outdoor fence, there are some loose slats. -Outdoor fence, right side a rough piece of wood splinter that needs to be removed. -Rusted staple on fence door that is sticking out. -Inside, rough spot on a pillar that needs to be smoothed.
Corrective action. Please provide a written response to indicate how you will address the contravention noted above on or before August 28, 2024

The following was noted: -Both fridges that are use for the daycare do not contain a thermometer in order to help indicate whether they are at the correct temperature. -There is a fire alarm that is chirping, discussion had with Manager about the meaning of the chirp. The battery is required to be replaced and it is essential it is replaced for safety.

11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following; - In the Group Child Care (30 mnths to SA) program the cubbies had been secured to the wall however, the screws have come out of the wall and the cubbies are no longer secured to the wall. -The fridge temperature in the Group Child Care (under 36 mnths) was measured at 8 degrees Celsius and 13 degrees Celsius in the Group Child Care (30 mnths to SA) fridge. - A child's yogurt drink sitting in their cubby in the Group Child Care (30mths to SA) program for the time Licensing was present.
Corrective action. Ensure that a healthy and safe environment is provided at all times while children are in care.

15030 - CCLR s.46(1) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E. Observation (CORRECTED DURING INSPECTION): Licensing observed one staff with five children in the Group Child Care (under 36 mnths) program. The staff informed Licensing that a secondary staff had just left to drop off something. The secondary staff arrived 10-15 minutes later. Licensing discussed the staff to child ratio and ensuring that it is maintained at all times.
Corrective action. Ensure that the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
14030 - CCLR s.34(2)(b) - OR SUPERVISION
A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation. Licensing observed the following in the Group Child Care (under 36 months) program; - Upon arrival Licensing observed a child waiting by the entrance gate. A staff came to the child, used one hand to grab the child's arm and lift them up with feet off the ground and move the child into the play area. - Licensing observed a child in a high chair for 10 minutes slumped over the tray asleep. Licensing asked the staff the reason why the child was left in the high chair asleep. The staff shook the child awake and walked away once awake. The child proceeded to fall back asleep with their head falling on the tray. Licensing asked the staff to take the child out of the chair and put them on a mat.
Corrective action. Ensure that the community care facility is operating in a manner that will promote the health, safety and dignity of persons in care.
14360 - CCALA s.7(1)(b)(i) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing observed that there is not sufficient emergency supplies available for 72 hours. Licensing observed some water bottles and one box of cereal in the on wheels emergency bag for both the group child care (under 36 months) and group child care (30 mnths to SA) program.
Corrective action. Ensure that there is an emergency plan that sets out procedures to prepare for, mitigate, respond and recover from any emergency
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation. Upon a random review of eight children's records, Licensing observed four children's photographs on file, in the Group Child Care (30 mnths to SA) program, that have not been updated and do not readily identify the child in an emergency.
Corrective action. Ensure for each child a record is kept showing a photograph or digital image and other information that can be used to readily identify the child in an emergency.

Observation. Licensing observed the following that are accessible to children in care: - A thorny bush in the outdoor play area. - In the Group Child Care (under 36 months) program; one aerosol airfreshner bottle and Lysol bottle in an unlocked bathroom cupboard under the sink and another aerosol airfreshner bottle on the bathroom counter.
Corrective action. Please ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation. Licensing observed the following; - A canopy plastic dramatic plastic play structure in the outdoor play area. The structure is situated on the slanted part of the hill area. The play structure is not secured and wobbly upon touch. Potential to fall on a child and injure the child. - The tall wooden cubbies located in the play/snack area in the Group Child Care (30 month to school age) program that are not secured to the wall. - A tall shelf in the main play area, in the Group Child Care (under 36 months) program, that is not secured to the wall.
Corrective action. Please ensure that all the equipment, furniture and supplies within the community care facility are of sturdy and safe construction, easy to clean and free from hazards.
11080 - CCLR s.15(1)(a) - LICENSING
A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation. Licensing observed that the Manager's name is not displayed anywhere within the community care facility.
Corrective action. Please ensure that the Licence, including any terms or conditions of the Licence and the name of the Manager is displayed in a prominent place within the community care facility.
10050 - CCLR s.11(1) - POLICIES AND PROCEDURES
A licensee must (a) ensure that a community care facility has (i) emergency exits that meet the requirements of the BC Building Code, and (ii) a fire drill system that is approved as definedby section 31 of the Fire Services Act.
Observation. Licensing observed two fire extinguishers in the facility that have not been serviced since 2020. Education provided that fire extinguishers need to be serviced annually.
Corrective action. Please ensure that the community care facility has; emergency exits that meet the requirements of the BC Building Code and a fire drill system that is approved as defined by section 31 of the Fire Services Act.
13010 - CCLR s.22(1)(a) - PROGRAM
A licensee must provide to children a comprehensive and coordinated program of indoor and outdoor activities that (c) complies with the program standards set out in Schedule G.
Observation. Upon discussion with the Manager, Licensing was informed that the children do not go outside everyday and have not gone outside for several days (eg this entire week) due to the rain and snow. The Manager informed Licensing that at times they go out for a 10 minute walk around the back alley area but not in the designated play area. Licensing provided education on the following; -not to be walking in a back alley as there is no sidewalk and to walk where there is a sidewalk a sufficient lighting. - Children need to go outside everyday rain, snow or shine for at least 60 minutes,except in extreme weather. Extreme weather was defined to the Manager.
Corrective action. Please ensure that children are provided at least 60 minutes of outdoor play time.
18030 - CCLR s.44(1)(c) - RECORDS AND REPORTING
A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation. Upon a random review of four children's records, Licensing observed that there is a child with allergies and medication required in the event of an allergic reaction. There is no care plan in place for the child explaining the courses of action required in the event of an allergic reaction. Education provided on the importance of having a care plan in place for any child requiring extra support and the actions required to address the needs of the child. Additionally, Licensing provided education that care plans need to be reviewed at least once a year.
Corrective action. Please ensure that for each child requiring extra support there is a care plan in place showing the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
19220 - CCLR s.58(1)(b) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Upon a review of three staff records, Licensing observed one staff's criminal record check (CRC) addressed to another facility. Education provided on ensuring that staff's CRCs are site specific.
Corrective action. Please ensure that staff records are complete prior to the staff working at the community care facility.
12040 - CCLR s.19(1)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. Upon a review of three staff records, Licensing observed that there was no evidence that two staff's references have been checked. The two references on file are typed up, read exactly alike and no signature of the person providing the character references. Additionally, there is nothing in writing that the Licensee has contacted the references. Education provided on what would meet the intent of the regulation.
Corrective action. Please ensure that all staff records are complete prior to the staff working at the community care facility.
12050 - CCLR s.19(1)(b) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. Upon a review of three staff records, Licensing observed that one staff's certificate has not been validated through the Early Childhood Educators (ECE) registry.
Corrective action. Please ensure that staff records are complete prior to the staff working at the community care facility.
12140 - CCLR s.19(4)(a) - STAFFING
Despite the employee qualifications required by Column 4 of the table in section 1 of Schedule E [group sizes and employee to children ratios], a licensee must replace an absent employee described in Column 1 of the following table who is absent (b) for 30 consecutive days or more with a person described in Column 3 opposite that employee and the row in Column 2 labelled as "≥ 30 days".
Observation. Licensing observed that there is a new Manager in place however, notice of the appointment was not given to Licensing. The appropriate required documents were not received by Licensing to make the correct changes. The Licensee contact person informed Licensing that they will resubmit all the required documents.
Corrective action. Please ensure that when appointing a new Manager to complete the appropriate documents are completed and submitted to Licensing and that notice of the appointment is given to Licensing.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed the following in the Group Child Care (under 36 months); - Two plastic highchairs with dirt, old food crumbs and stains on them. - Three playpen mats that have several brown stains on them. - The diaper change mat with rips on the side. The mat was on the floor of the bathroom beside the toilet. Licensing provided education on ensuring that all furniture and equipment in the care facility are clean and not ripped to be able to sanitize efficiently and mitigate the spread of germs. Cleaning and sanitizing discussed in detail. Licensing provided, only as suggestions, having a plastic covering for the playpen mats and a hook to hang the diaper change mat.
Corrective action. Please ensure that the furniture, equipment and fixtures, within the care facility, are clean and in good repair while children are in care.

The Manager explained that they did not know that a care plan was required for children with allergies. Licensing provided education on the intent of the regulation and review of care plans.
