    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. -Although mechanisms to secure blind cords have been installed, they were not engaged at the time of inspection (Corrected during inspection) A small area of the outdoor play space is blocked off with a ladder suspended on two poles. The ladder is not secure and poses a hazard should it fall on a child. -A tree in the outdoor play space was uprooted during a winter storm. The trunk is still in the play space and the trunk has several areas where there are sharp edges and areas where wood is protruding that may pose injury should a child trip/fall. There is also a dip in the ground where the tree trunk was uprooted

    A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

    Observation. -Foam blocks are cracked, exposing foam which can not be sanitized. (Repeat) -The wooden fence surrounding the outdoor play space deck had gouges in the wood and has splinters.

    Observation. -Gloves are not available for diaper changes or for when the staff need to respond to an emergency where there may be bodily fluids. -Soap and paper tower is not available at one of the facility's handwashing sinks. (repeat) -Toilet paper is not readily available for the children. (repeat) -The facility does not have tissue or kleenex to support with nose wiping etc.

    A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

    Observation. -Wear and tear on facility walls - chipping paint exposing underlay. -There is a gap large enough to entrap a child's arm between the siding of the house and the deck. -Foam blocks have cracks in them exposing foam underneath. -Blind cords to not have a system to secure them.

    Corrective action. Ensure the facility and the fixtures within it are in good repair.

    Observation. -The facility smoke detector was beeping indicating that it requires attention. A smoke detector which is not maintained can not be relied upon in order to mitigate risk. -There are items stacked in the platform of a climber causing the enclosure to lose height.

    Corrective action. Ensure all established systems of safety are maintained at all times.

Upon discussion with one of the staff Licensing observed that the mop is used to clean the floors and usually stored in another area.

    Observation. Licensing observed that the Manager's name is not posted within the care facility. There was an exemption in place for the Manager to Manage two facilities however, the exmeption expired in October 2019. Licensing has not received a new exemption or amendment application for a new Manager. Education was provided to the Staff in regards to exemption.

    Corrective action. Please ensure that the Manager's name is displayed in a prominent place within the care facility

    Observation. Licensing was informed that there is a staff that works alone with the children in the mornings for a short period of time. This staff's qualification is as an Early Childhood Educator Assistant (ECEA). Licensing provided education on Schedule E and the staff to children ration for the service type, which is as an Early Childhood Educator (ECE).

    Corrective action. Please ensure that the ratio of employees to children attending a care facility is no less than that permitted in Schedule E.

    Observation. Licensing observed that there was a child sleeping while the staff and rest of the children played in the garage outdoor area. Upon discussion with the staff Licensing observed that when the sleeping child awakes, the staff goes to the child and leaves the other children in the garage outdoor play area and attends to the waking child. When the staff goes to the room, where the sleeping child is, there is no clear view of the other children playing in the outdoor area. Licensing provided education on the importance of continuos supervision.

    Corrective action. Please ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.

    A licensee must ensure that a child, while under the care or supervision of the licensee, is not subjected to any of the following: (b) confinement or physical restraint by an employee, except as authorized in a child care's plan if the care plan includes instructions respecting behavioural guidance. Observation (CORRECTED DURING INSPECTION): Licensing observed a child confined to a chair with buckles from 9:50AM to 11:10 AM. During this time the rest of the children in care had participated in indoor free play, snack and outdoor play time. Licensing provided education on allowing the young child to be able to engage and interact with the other children and the program. Licensing provided suggestions on how to allow the child to be involved in playtime indoors and outdoors. The staff removed the child from the chair.

    Corrective action. Please ensure that children in care are not subjected to confinement or physical restraint by an employee , except as authorized in a child's care plan if the care plan includes instructions respecting behavioural guidance.

    Observation. There is a staff who works with the children at all times. Licensing could not verify if this person has a valid first aid and CPR as the staff's record was not on site and their first aid was not posted anywhere within the care facility. Licensing observed on the second inspection day, Jan.17/20, that this contravention has been corrected and the staff holds a valid first aid and CPR certificate.

    Observation. Upon a review of two staff records Licensing observed one staff's record missing immunization status.

    Corrective action. Please ensure that all staff records are complete prior to the staff working at the care facility.
