    Observation. Licensing observed the following; - the sink faucet in one of the bathrooms is broken. - paint chipping throughout the community care facility.

    A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

    Observation. Licensing observed the following that are accessible to children; - an unlocked adult bathroom with several cleaning solutions in the cupboard under the sink. - many dishwasher tablets in an unlocked drawer in one of the group child care (30 months to SA) program.

    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. Licensing observed the following; - hole in the ground in the group child care (under 36 months) outdoor play space. Potential tripping hazard. - the black tarp underlay in the wood chip area is exposed in areas of the group child care (30 months to SA) outdoor play space. Potential tripping hazard. - a tall wooden play house that is not secured. Potential to fall on a child and injure them. - four freestanding wardrobe closets in the hallway that are accessible to children in care and have big plastic bins stacked on top of each other. Potential to fall on a child if the child opens the closet doors. Locks were placed on the door and made inaccessible to the children by on of the Directors.

    Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.

  • HYGIENE AND COMMUNICABLE DISEASE

    A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

    Observation. Licensing observed the following; - no toilet paper in one of the bathroom stalls. Repeat contravention - beds stacked against each other on the wall and the bedding touching one another. Potential for cross contamination and spreading of germs. - several bed sheets that were dirty and had debris on them. One of the staff in the program said that the bedding is washed every Friday. Licensing provided education on ensuring that children's bedding are clean and if there is visible dirt and debris on the bedding then they need to be cleaned. The staff took the children's sheets to the laundry to be cleaned.

    Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.

    A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

    Observation. Upon a review of the attendance records for the month of June 2025, Licensing observed two days that children's times of departure were not recorded.

    Corrective action. The staff will record children's times of departure moving forward.

    A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (a) the diagnoses relevant to the child's requirement for extra support, as made by health care professionals.

    Observation. Upon a review of a child's record and discussion with a Director, Licensing observed that there is a child in the group child care (30 months to SA) program that requires extra support and has a support worker. However, there is no care plan available for a child requiring extra support. Licensing reviewed this section of the regulation and provided education to both the Director and support worker on the intent of this regulation, and whose responsibility it is to ensure that a care plan is in place for the child requiring extra support.

    Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.

    A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.

    Observation. Upon a review of a child's care plan, Licensing was informed that one of the medication in the care plan is no longer required and the parent has taken it home. However, the care plan still identifies the medication to be administered to the child.Therefore, the care plan does not include the current courses of action recommended by the parent and/or health care professional. Licensing provided education on ensuring that care plans are current, specifically the courses of action as they guide staff on what to do if an incident occurred.

    Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.

    Observation. Licensing observed two individuals, over the age of 12, who are ordinarily present at the community care facility. However, criminal record checks (CRC) for both individuals were not available. Licensing provided education on whose responsibility it is to obtain their CRC.

    Observation. Licensing observed the following; - The black tarp exposed in the group child care ( 30 mnths to SA) playground. Potential tripping hazard. - Two cribs mattresses at a higher level in one of the group child care (under 36 mnths) nap room. Potential for a child to stand and fall over and out of the crib and injure themselves. - Carpet in one of the GCC (under 36 mnths) room curling. Potential tripping hazard. - the sleeping mats in one of the GCC (under 36 mnths) nap room are arranged right beside each other with no space for the children to walk. Potential for a child to get up and fall on top of another child while they sleep. Discussed the importance of having walking space between sleeping mats for children and staff.

    Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.

    Observation. Licensing observed several carpets in all the classrooms to be dirty with dirt and other outdoor debris. Discussed having a system in place to ensure that indoors is kept clean.

  • LICENSING

    A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility. Observation (CORRECTED DURING INSPECTION): Licensing observed a staff working at the community care facility however, the staff's certificate was not posted anywhere within the facility. Discussion had on the intent of this regulation.

    Corrective action. The Manager posted the staff's certificate.

  • MEDICATION

    If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees.

    Observation. Licensing observed the following; - One child's epi-pen had expired so the parent took it home and has not brought in a new one. - One child's epi-pen not available. The parent took the old one home as it expired and has not brought in a new one yet.

    Corrective action. The Manager said that both parents have been informed and will provide new epi-pens.

    Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.

    Observation. Licensing observed that there were several days in October and November 2024 that there were more then 2 children younger than 36 months, in one of the GCC (30 mnths to SA) classroom. Licensing reviewed the legislation and provided clarification on the intent of this regulation.

    Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.

    Observation. Licensing observed that all the fire extinguishers have not been serviced annually. The fire extinguishers were to be serviced on or before May 5/24.
