A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Licensing observed the following in the classroom that are accessible to children in care ; - metal ladder resting against the wall - unlocked cupboard with Lysol wipes on the bottom shelf - unlocked kitchen cupboard with cleaning chemical bottles in it - unlocked kitchen drawer with several big knives in it
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed garbage in the classroom under tables and beside a recycling bin.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed that the resilient surfacing under several of the climbers and swings was not sufficient. Potential for a child to fall and injure themselves. The Manager said that a rake is used, once a week, to disperse the woodchips evenly under the climbers.
Corrective action. The staff will ensure that the woodchips are sufficient under all climbers and swings.
11010 - CCLR s.13(1) - RECORDS AND REPORTING
In respect of a record referred to in this Division, a licensee must (c) produce records, on demand, to the medical health officer.
Observation. Licensing was unable review the fire drills and emergency drill for 2025 as they were not at the community care facility. Licensing had a discussion that all facility records should be on site for Licensing to review.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
19340 - CCLR s.59(c) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Upon a review of the attendance records for the month of October 2025, Licensing observed the following; - one day that children's time of departure was not recorded - four days that children were not identified as absent
Corrective action. The Manager will ensure that attendance records are accurate on a daily basis.
19090 - CCLR s.57(2)(c) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. Upon a random review of three staff records, Licensing observed that immunization status was not obtained for one staff.

Observation. Appropriate first aid was not administered when a child fell, as a full body assessment was not conducted to identify the injury and the severity of the injury sustained. This resulted in a delay of the child receiving the proper and prompt care they required.

Observation. Licensing observed a child's medication in the outdoor first aid backpack on the ground in the outdoor play area and accessible to children in care.

11200 - CCLR s.17 - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. Licensing observed several children playing the outdoor playground and then come and start eating their lunch or snack without washing their hands. Licensing discussed, with the Manager, the importance of ensuring that children's hands are washed with soap and water or using a hand sanitizer before eating their food.
Corrective action. The Manager will ensure that children's hand are washed before consuming their food.
15030 - CCLR s.46(1) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing observed that there weren't any supplies in the backpack other then water and food. Licensing discussed, with the Manager, what supplies would be beneficial to add to the emergency bag.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention will be addressed.
