A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. In the outdoor play area, Licensing observed a plastic climber/slide that is placed close to the metal fence and concrete ground. There is not sufficient fall zone clearance.

Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

Observation. A storage room in the main play area that is unlocked and contains several cleaning chemicals and metal ladder. Licensing provided suggestions on how to make the room inaccessible to children.

Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

Observation. Licensing confirmed that a fire drill was conducted for October 2025 however, it was not recorded.

Corrective action. All fire and emergency drills will be recorded.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. Upon a review of three staff records, Licensing observed that one staff's early childhood educator (ECE) certificate has not been verified through the ECE registry.

Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.

Observation. Licensing observed the following; - carpet in the cubby area curling up in one corner. Potential tripping hazard. - Fridge temperature measured at 5.5 degrees Celsius. Discussed that fridge temperature should be between 0-4 degrees Celsius. Suggested having a fridge thermometer to maintain fridge temperature.

Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. Licensing observed the following several sleeping mats ripped exposing the underlay.

Observation. Licensing observed the following accessible to children in care; - disinfectant solution and bleach and water solution spray bottles hanging by the sink. - blind cord in the cubby area hanging low. Potential strangulation hazard.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. Upon a random review of the three staff records, Licensing observed that one staff's criminal record check (CRC) has not been obtained. The CRC on file is addressed to another facility. This is a repeat contravention.

Corrective action. The staff's CRC has been applied for but not yet received.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. Upon a random review of the three staff records, Licensing observed that one staff's certificate has not been verified through the early childhood educator (ECE) registry. This is a repeat contravention.

Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

Observation. Upon a random review of the three staff records, Licensing observed that one staff's references have not yet been obtained. Licensing discussed what would meet the intent of the legislation.

Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.

Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

Observation. There is an ECEA staff who sometimes closes the facility. Staff completed their ECE training, however, they have no yet obtained their ECE Certificate. Discussion had with staff about not being considered an ECE staff until they have physically received their ECE Certificated.

Corrective action. Please ensure staff to child ratio is according to Schedule E of the CCLR.

Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E. Observation (CORRECTED DURING INSPECTION): Child who recently started within the program started when they were 28 months. Children who are enrolled within the program must be 29 months or older. This child should not have attended the program without an approved temporary placement. Child is now meets the age requirements to attend the program.

Corrective action. Please ensure children who attend the GCC (30 mos-School Age) program meet the age requirement set out within Schedule E of the CCLR.

Observation. One staff provided references, however, there is no notation to indicate that they have been checked.

Corrective action. Please ensure to provide a notation to confirm that references have been checked.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. Multiple areas where the paint has started to peel on the wall.

Corrective action. Please ensure facility is in good repair.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. Two staff are missing proof of verification of Certificate. Please note that updated Certificates also need to be verified through the childhood educator registry .

Corrective action. Please ensure staff files are complete.

Observation. Three staff are missing criminal record checks that are site specific.

Corrective action. Please ensure that criminal record checks site specific to the facility.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

Observation. Immunization status was not obtained for two employees

Corrective action. Please ensure staff files are complete.

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

Observation. Upon review of the Fire and Emergency drill, staff confirmed that they conducted the emergency drill over the summer but it was not documented within the fire drill log.

Corrective action. Please ensure all fire and emergency drills are logged in order for Licensing to confirm compliance.

Observation. Upon review of 3 staff files the following was determined: two staff were missing site specific criminal record checks, one staff had an expired criminal record check since the Spring.

Corrective action. Please ensure staff criminal record checks have been obtained and are site specific.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. Upon review of 3 staff files one staff recently updated their ECE and proof of validation for the new Certificate could not be confirmed.

Corrective action. Please ensure staff files are complete.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. Light cover for one of the fixtures within the one of the washrooms was missing, leaving exposed light bulbs.

Corrective action. Please ensure fixtures are in good repair.

The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.

Observation. There is a current care plan on file that does not contain any notation to indicate if the care plan was created in consultation with the parent.

Corrective action. Please ensure the care plans have some sort of notation to indicate being created with the parent so Licensing can confirm compliance (i.e. signature by parent).

The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.

Observation. -There is a care plan on file for a child who currently attends which has not been reviewed in over a year. -An additional care plan does not have a date on the plan. Manager indicated that it was created within the last few months, however, Licensing cannot confirm as there is no date on the document.

Corrective action. Please ensure that care plans are dated and reviewed yearly.

Observation. A staff criminal record check expired in May of 2020.

Corrective action. Please ensure staff criminal record checks are all current. Please note that this staff cannot work alone with children until a valid criminal record check is obtained.
