Despite this section, during the half hour before a care program begins and the half hour after a care program ends, a licensee may permit children who would otherwise be grouped in different care programs, and who are arriving at or leaving the community care facility, to be grouped together and supervised other than as required under Schedule E if (a) the care program is described as Multi-Age Child Care, Group Child Care (Under 36 Months), Group Child Care (30 Months to School Age) or Group Child Care (School Age).
Observation. Upon arrival Licensing observed that the multi-age and group child care (30 months to SA) were all playing together in the outdoor play area. One staff said that they were conducting a tour for a new parent and had to mix the two groups. Licensing reviewed when able to mix two service types.

11200 - CCLR s.17 - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation. Upon a review of the attendance records for the month of July 2025, Licensing observed the following; - 3 days that there were 9 children in care - 1 day that there were 10 children in care The maximum capacity for this care program is 8 children in care.
Corrective action. The Licensee must ensure that there are no more children than that permitted in Schedule E.
14020 - CCLR s.34(2)(a) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. Upon a discussion with a staff and the Manager, Licensing confirmed that the staff to child ratio is not being maintained in the mornings everyday. An Early childhood educator assistant (ECEA) works alone in the multi-age program for half an hour until an early childhood educator (ECE) arrives. The requirement for the mulit-age program is an ECE present at all times.
Corrective action. The Licensee is required to ensure that the ratio of employee to children, as outlined in Schedule E, is established and maintained at all times.
14030 - CCLR s.34(2)(b) - RECORDS AND REPORTING
A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (a) the diagnoses relevant to the child's requirement for extra support, as made by health care professionals.
Observation. Licensing observed that there is a child requires extra support but, no care plan is available for the child. Licensing discussed the importance of ensuring that the Manager has a discussion with the parent and develops a care plan.

Observation. Upon a review of a child's record, Licensing observed that there is a diagnoses and care plan in place for a child requiring extra support. However, upon discussion with all the staff and Manager no-one was aware of the child's care plan and courses of action in place. Licensing provided education and had a discussion with the Manager on the importance of ensuring that children's files are reviewed, and understood. Additionally, it is the Manager's responsibility to have discussions with any and all individuals who visit the facility regarding a child.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed the following; - a sink that doesn't work in the group child care (30 months to SA) program. The Manager informed Licensing that the sink was leaking and has to be fixed. - Diaper change mat in the group child care (30 months to SA) bathroom is ripped exposing the foam underlay.
Corrective action. A written response to be submitted to Licensing by the Manager on how this contravention will be addressed.
11020 - CCLR s.13(2) - OR SUPERVISION
A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.
Observation. Upon arrival Licensing heard a young child crying loudly from the door. When an individual opened the door Licensing observed the individual grab the child by the wrist and pull them away from the door to allow Licensing to enter the facility. Licensing was informed that the individual was a practicum student. Licensing found the ECE staff on the phone around the corner in a room while the practicum student was attending to 5 children including the crying child who had mucus running down their face. Licensing asked the ECE staff to attend to the child who was screaming and crying. The ECE staff said that they were on the phone with the Director and it took the ECE staff another minute to get off the phone. Licensing had a discussion with the staff, Manager and Director explaining that the first priority is the children and to ensure that they are being supervised at all times.
Corrective action. A written response to be submitted to Licensing by the Manager on how this contravention will be addressed.

Observation. Upon a review of two weeks of the attendance records for the month of July 2024, Licensing observed the following; - three days that children's time of departure was not recorded. - five days that children was not identified as absent.

Observation. The following were noted at the time of inspection: -There is a hole in some wood above a window within the outdoor play space where there appears to be a wasps nest. Staff stated that Manager has taken photos of nest for landlord to address. However, it appears to be quite an active nest and needs to addressed as soon as possible. -Various creams are accessible to the children in care within the diapering station in the back multi-age room. -Large wood cabinet in back Multi-Age room is not attached to the wall and can act as a tipping hazard. Anchors have been installed, however, it is not attached to the wall.
Corrective action. Please ensure a healthy and safe environment.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The following were observed at today's inspection: -Some areas that require cleaning: diapering area, walls, high chairs. -Transition piece is taped down which doesn't allow for easy cleaning and not fully secured. -Foam mat has started to peel, not easy to clean. -There is a hole in the wall by the back entrance which is covered with a piece of paper. -Peeling paint within the outdoor play area on the exterior trim, peeling pain on the interior walls and on the cribs. -Various pieces of broken plastic within the outdoor play space. -Some sleeping mats have started to crack at the corners, not making them easy to clean.
Corrective action. Please ensure facility is clean and in good repair.

A licensee must, in addition to care, provide children with opportunities for social, emotional, physical and intellectual growth.
Observation. When Licensing was on site, two children were left in a stroller while the older children were playing on the playground. The children never left the stroller during this outdoor time. Discussed this concern with Manager as well as the use of the playground within the park where the play structures may not always be appropriate for all children who are in care.
Corrective action. Please ensure that children are provided the opportunity for physical growth.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The following items were noted at the time of inspection: -Excess water on the counter around the bathroom sink (Manager advised that children had just used the sinks to wash their hands after having come in from playing outside, discussion was had about continually ensuing that such areas are clean and dry). -White crib had visible dirt marks on the slats, some areas of peeling paint. -Broom hanging on wall in washroom accessible to the children in care. -The wood of the baseboard at the entrance of the Multi-Age program at the back has started to rot. Outdoor: -The black tarp material that had been placed under the wood chips/pea gravel is visible and can act as a tripping hazard (repeat). Manager stated that they have purchased some fill material but have not yet figured out how it will be delivered to the facility.
Corrective action. Please ensure facility is clean and in good repair.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (a) suitable for the age and development of the children.
Observation. There was a lack of outdoor play materials available for school age children. Manager stated that they would bring over some items from other facilities.
Corrective action. Please ensure age appropriate materials for the children in care.
11180 - CCLR s.16(4)(a) - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. Licensing was on site during snack time, some of the children then transitioned to doing an activity at a table. No handwashing was observed in between these two activities.
Corrective action. Please ensure that the rules of health and hygiene are practiced at all times.
15030 - CCLR s.46(1) - POLICIES AND PROCEDURES
A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Fire extinguisher was due to be serviced at the end of May. Manager stated that they re-opened in June and had forgotten that it was due for service.
Corrective action. Please ensure facility is able to prepare, mitigate, respond and recover from an emergency.
