  A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

  Observation. Licensing observed the following; - paint chipped in several areas - 2 chairs for children where the cloth has ripped exposing the metal underneath Licensing discussed having a system in place to ensure that the facility, the equipment and furniture are maintained.

  Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.

• HYGIENE AND COMMUNICABLE DISEASE

  A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

  Observation. Licensing observed the following; - a training toilet seat on the ground beside the toilet - no paper towel or cloths in the bathroom for children to dry their hands. The Manager said that the children use one time use cloths. However, Licensing observed children washing their hands for snack but no cloths to dry their hands were provided. The cloths are in a bucket at the front of the facility. Licensing discussed ensuring that children have either paper towels or cloths to dry their hands and should be available in the bathroom.

  Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.

• RECORDS AND REPORTING

  A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

  Observation. Upon a random review of two children's records, Licensing observed that a doctor's information for one child was not obtained. Licensing provided education on what would meet the intent of this regulation.

  Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.

• RECORDS AND REPORTING

  A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.

  Observation. Upon a random review of two children's records, Licensing observed that one child's photograph was not obtained. The Manager said that the parent has not provided one to the facility. Licensing discussed whose responsibility it is to ensure that all required documents have been obtained. Provided suggestions.

  Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.

  19160 - CCLR s.57(2)(i)
• STAFFING

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

  Observation. Upon a review of two staff records, Licensing observed that immunization status was not obtained for one staff.

  Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.

  12090 - CCLR s.19(1)(f)
• STAFFING

  A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

  Observation. Upon a review of two staff records, Licensing observed that one staff's certificate has not been verified through the ECE registry. Th Manager said that it had been done however, was unable to locate it. This is a repeat contravention

  Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.

  A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

  Observation. Licensing observed the following; - A tall metal rack above the toilet that has many items stored on it is not secured to the wall. Toppling hazard. - An area in the back where items are stored taking away from the useable space. Repeat.

  Corrective action. A corrective action plan to be submitted by the Manager

  A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

  Observation. Licensing observed an unlocked cupboard in the bathroom that had several cleaning products and accessible to children.

  Corrective action. The Manager will ensure that the cupboard is locked at all times.

• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.

  Observation. Licensing observed the following in the outdoor play area; - a metal tetter tater that is not secured to the ground. Toppling hazard while children are using it. - one ripped and deflated soccer ball. - couple of play trucks broken

  Corrective action. A corrective action plan to be submitted by the Manager.

• HYGIENE AND COMMUNICABLE DISEASE

  A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

  Observation. Licensing observed a training cushion training seat sitting on the floor beside the toilet. Licensing discussed hygiene practices.

  Corrective action. The Manager will remove it from the ground.

• POLICIES AND PROCEDURES

  A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

  Observation. Licensing observed that there were not sufficient supplies (eg. no food, blankets, etc. ) in the on wheels emergency bag to recover from any emergency. Licensing discussed with the Manager supplies that would help in the event of an emergency and that there needs to be sufficient supplies for all the children and staff fro 72 hours.

  Corrective action. A corrective action plan to be submitted by the Manager.

  13020 - CCLR s.22(1)(b)
• RECORDS AND REPORTING

  A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

  Observation. Upon a random review of three children's records, Licensing observed that one child's immunization status has not been obtained.

  Corrective action. Ensure that children's records are complete.

  A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

  Observation. Upon a review of the attendance records for the month of May 2024, Licensing observed two days that a child's time of departure was not recorded.

  Corrective action. Ensure that attendance records are accurate on a daily basis.

• RECORDS AND REPORTING

  A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.

  Observation. License observed that there were no documentation in the minor incident log book since October 2023. The Manager was unaware that minor/small incidents required to be recorded in the minor incident log book. Licensing provided education on the intent of the minor incident log book.

  Corrective action. The Manager will record all minor incidents involving children in care moving forward.

  Observation. Upon a review of two staff records, Licensing observed that one staff's references have not been obtained. Licensing discussed what would meet the intent of this regulation.

  Corrective action. Ensure that staff files are complete.

  A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

  Observation. The following were noted: -Various items (i.e. air conditioning system, cleaning supplies, bins with sleeping materials, etc) that are not used regularly are stored in the back area, taking up a large amount of usable space that is required to be available in order to allow for the overall maximum capacity of the facility. -Some areas where the paint has started to peel on the walls and on the radiator. Some paint in the back area has also started to ripple.

  Corrective action. Please ensure facility is clean from clutter and in good repair.

Observation (CORRECTED DURING INSPECTION): Chemicals that were stored under the bathroom sink were accessible as the lock was not latched. Manager locked to cabinet at the time of inspection.

  Corrective action. Please ensure hazardous objects or substances are not accessible.

  Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E. Observation (CORRECTED DURING INSPECTION): LO noted that there was a point in time between March 6 and April 14 there were 3 children under the age of 36 months in care.

  Corrective action. Please enusre the facility follows the requirements set out within Schedule E of the CCLR.

  Observation. 6 children's files reviewed: 4 children were missing Dr information, 3 children were missing emergency information. Manager had indicated that they do regularly ask for updated information.

  Corrective action. Please ensure children's files are complete.

  Observation. Staff recently updated their ECE Certificate, there is no proof of verification noted within the file for the most up to date Certificate.

  A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

  Observation. Within the back of the daycare, supplies and storage items are placed in the back in a pile (i.e. extra toilet paper, tissue boxes, emergency supplies, etc). The supplies can act as a topple hazard and also take up useable space. Discussion had with Manager about methods to have supplies stored in a manner that is safe and does not take up space.

  Corrective action. Please ensure a healthy and safe environment.

  Observation. At today's inspection 2 children were noted to not have Dr information, this is a repeat contravention. Discussion had with Manager in regard to asking parents about whether there is a local walk in clinic they may attend as this is an acceptable resolution should the child not have a Dr.

  Corrective action. Please ensure children's files are complete.

  A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees. Observation (CORRECTED DURING INSPECTION): No paper towel were available for drying hands at the time of inspection. Replenished at the time of inspection.

  Corrective action. Please ensure that single use cloth or paper towel are immediately accessible in order to dry hands after handwashing.

  A licensee, other than a licensee who provides a care program described as either Preschool (30 Months to School Age) or Group Child Care (School Age), must have in a community care facility a sturdy surface for changing diapers, located outside the food preparation area, next to (a) a covered container for soiled clothing.

  Observation. Garbage can used for diapers does not contain a cover.

  Corrective action. Please ensure a covered garbage can is used to contain soiled diapers.

  Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.

  Observation. There are 3 children under the age of 3 years of age who are enrolled in the program and are in care at the same time. Clarification made with the Licensee about only being allowed to have 2 children between the ages of 30 months to 36 months attending the program at one time.

  Corrective action. Please ensure you follow the requirements set out with Schedule E of the CCLR.

  Observation. 6 children's files reviewed, 1 was missing Dr. information. Discussed noting a local walk in clinic that they may attend would be an accepted alternative, should they not have a Dr.

  Corrective action. Please ensure children's files are complete.

  Observation. A care plan does not include the course of action recommended by health care professionals for a child requiring additional support.

  Corrective action. Please ensure that a care plan contains the diagnosis, symptoms, course of action and is created with the parent and reviewed yearly.

Verification was conducted while LO was on site.
