A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. Licensing observed a training toilet seat on the ground beside the toilet in one of the bathrooms.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
15030 - CCLR s.46(1) - MEDICATION
If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees.
Observation. Upon a review of a child's care plan, Licensing observed a medication that has been identified to be administered to the child in the event of an incident. However, the medication is not available to the staff.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
16020 - CCLR s.53(1)(b) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing observed that all the water in the emergency back has expired. Licensing discussed having a system in place to ensure that emergency supplies are maintained.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation. Licensing confirmed that there is medication for a child to use in the event of an incident however, the care plan does not identify when and how much to administer the medication. Therefore, the care plan is insufficient and does not include the complete courses of action recommended by health care professionals for a child requiring additional support.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation. There are multiple wood surfaces that are quite slippery due to algae growth. They are considered a slipping hazard. The following areas have been noted as concern: -Steps to the slide -Platform by the shed -Platform underneath the teepee structure
Corrective action. Please provide a solution to rectify the concern on or before December 12th, 2023. In the meantime, please limit accessibility to these structures (Mainly steps up to the slide).

Observation. Manager's name is not posted.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. Immunization status was not obtained for four employees.

Observation. One staff has an RCMP check as the facility was unable to access their account through the Ministry CRC Board. One staff does not have a site specific criminal record check.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. One staff who holds a Certificate did not have notation to indicate that their Certificate was validated through the ECE Registry system.
Corrective action. Please ensure staff who hold a Certificate have their Certificates validated and proof of validation is provided.

Observation. Staff confirmed that the facility has not conducted an emergency drill within the last year.
Corrective action. Please ensure that an emergency drill is carried out at least one time per year.
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation. The facility no longer keeps staff files on site, Licensing was unable to review staff files at today's inspection.
Corrective action. Please ensure that staff files or a checklist in regard to staff files is kept on site in order for Licensing to review to confirm compliance.
19320 - CCLR s.59(a) - RECORDS AND REPORTING
A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation. There was a care plan posted which contained limited information in regard to the child's symptoms, course of action along with the confirmation that the care plan was created with the parent and ensuring that it is dated so that the care plan can be reviewed yearly.
Corrective action. Please ensure that a complete care plan is created for any special instructions/circumstances that may be out of the ordinary, which provides details around symptoms, course of action and confirmation that it was created with the parent and reviewed yearly (i.e. dated).
19220 - CCLR s.58(1)(b) - STAFFING
A licensee must do all of the following: (d) appoint a manager for the community care facility.
Observation. There was a Manager change in September of 2020. Licensing provided the change in Manager forms and information to the facility. Change in Manager forms were submitted to Licensing in December of 2020, however, they were incomplete. Licensing advised of the missing information in December. No updated forms have been submitted in order to process this amendment to the Licence.
Corrective action. After 30 days of an absent Manager, the Licensee is required to provide notice of appointment of a new Manager to the Medical Health Officer. As previously dscussed, notice of appointment includes submitting a complete application for amendment form along with Manager Assessment form for Child Care
