- OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. Upon a review of two staff records checklist, Licensing observed that one staff has no qualifications as either an Early Childhood Educator (ECE), Early Childhood Educator Assistant (ECEA) or Responsible adult (RA). Upon speaking with the staff, they were unaware if they had completed the hours for a RA. Licensing discussed as the staff as no qualification the ratio of employees to children is not being met.
Corrective action. Ensure the ratio of employees to children attending a community care facility is no less than that permitted in schedule E.
14030 - CCLR s.34(2)(b) - RECORDS AND REPORTING
A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation. Licensing observed that two children have life threatening allergies and one child has an epi-pen. However, the care plans available for both children, do not include, in detail, the course of action in the event of an allergic reaction. Licensing provided education to the Manager on the importance of having a detailed description of the course of action and explaining to parents what is required in a care plan.
Corrective action. Ensure that children's care plan include the courses of action recommended by health care professionals to address the needs of the child requiring the care plan.
19220 - CCLR s.58(1)(b) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. Upon a review of three staff records checklist, Licensing observed that character references was not obtained for one staff.
Corrective action. Ensure that staff records are complete.

Observation. Licensing observed two cleaning solution bottles sitting on top of the paper towel dispenser. When the children stand on the step stool to wash their hands the two cleaning solution bottles are accessible to them.
Corrective action. Please ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
11200 - CCLR s.17 - LICENSING
A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation. Licensing observed that the Manager's name is not posted anywhere within the community care facility.
Corrective action. Please ensure that the Licence and the name of the Manager is displayed in a prominent place in the community care facility.
10050 - CCLR s.11(1) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing observed that there is insufficient supplies in the emergency bag as many of the food and some water in the bag has expired. Licensing provided suggestions on how to ensure that sufficient supplies are available in the earthquake bag, adequate for 72 hours.
Corrective action. Please ensure that an emergency plan is in place that sets out procedures to prepare for , mitigate, and respond to and recover from any emergency.
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (a) the diagnoses relevant to the child's requirement for extra support, as made by health care professionals.
Observation. Upon a random review of three children's records, Licensing observed that there is one child who requires extra support however, there is no care plan available for the child requiring extra support. There is a support worker working with the child. The Manager informed Licensing that there is a care plan that has been developed but it is not at the facility yet. Licensing provided education that once a care plan is developed and support has commenced the care plan needs to be in place at the facility for Licensing to review.
Corrective action. Please ensure that, each child requiring extra support, a current care plan is in place showing the diagnoses relevant to the child's requirement for extra support, as made by health care professional.
19210 - CCLR s.58(1)(a) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Upon a random review of three children's records, Licensing observed one child's records missing the emergency contact information. Licensing provided education on the importance of having emergency contact information in place for each child. Additionally, Licensing explained what would meet the intent of this regulation.
Corrective action. Please ensure that children's records are complete prior to the child attending the community care facility.

Observation. Upon a review of three out of ten children's records, Licensing observed one child missing a doctors name and phone number. Licensing provided education on what would meet the intent of this regulation.

19100 - CCLR s.57(2)(d) - STAFFING
If for any reason an employee described in Column 1 of the table in section 37 [absent employees] ceases employment, (a) section 37 applies, for up to 30 days from the date the employee ceases employment, as if the employee were absent.
Observation. Licensing observed that there is a new Manager working at the facility. Upon discussion with the Manager, Licensing observed that the new Manager has been working since November 2020. Licensing was not provided notice of the change in Manager. Licensing provided education regarding appointing a new Manager and the process for notifying Licensing.
Corrective action. Please ensure that when there is a change in the Manager, for more than 30 days, that notice of the appointment of the new Manager is provided to Licensing.

Observation. Licensing observed that there is a staff who works at the facility at times. The staff's certificate is not posted within the facility. The staff worked at the facility on January 6, 2020.
Corrective action. Please ensure that all staff certificates are posted in a prominent place within the care facility.
