Observation. The drain cover is missing in the washroom of the Group Child Care (30 month - SA) program. Manager has already ordered the replacement and the cover will be replaced when it comes in.

Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation. On several days in November and December, there were more than 2 children under 3 in the Group Child Care (30 months - SA) classroom

Observation. The wrong dosage of medication was administered to a child in February 2025.
Corrective action. Ensure the medical instructions on a medicine bottle are followed.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Seven out of eight cribs located in the infant room had chipped paint on the headboard and footboards.

11020 - CCLR s.13(2) - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. - Children and staff did not have access to soap or single use towels in the under 36 washroom. - The diaper change mats located in the under 36 washroom were torn with exposed foam on each.
Corrective action. -Ensure children have access to supplies to practice hand washing - Ensure change mats are replaced and can be properly sanitized between use
15030 - CCLR s.46(1) - PROGRAM
A licensee, other than a licensee providing a care program described as Occasional Child Care, must provide each child with daily outdoor play periods unless weather conditions would make it unreasonable to do so. (4) Despite subsection (1), a licensee who provides a care program described as Occasional Child Care need not provide a program of outdoor activities. (5) Despite subsection (3), that subsection applies to a licensee who provides a care program described as Child-minding only if the program provides care for 3.5 hours or more each day.
Observation. Children are not provided opportunities for daily outdoor play.

Observation (CORRECTED DURING INSPECTION): During inspection of the Group Child Care (under 36 months) washroom, a bottle of bleach mixed with water for sanitization was on the counter beside the change mat within child's reach. In the Group Child Care (Under 36 month) classrooms, both rooms had sanitizer on the counter of the classroom within child's reach.
Corrective action. Ensure the sanitization bottles are stored safely in the washrooms and classrooms

11020 - CCLR s.13(2) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Daily attendance records are kept in each individual classroom as part of the evacuation plan. Attendance records in all 3 classrooms were incomplete for the past several months missing departure times. Some of the records were not available at all but could be shown digitally. Children are often moved from classroom to classroom when numbers decrease for staffing reasons but are not signed in or out of classrooms consistently.
Corrective action. Ensure daily attendance records are kept accurately indicating for each day whether the child is absent or if the child is present, the time of arrival and departure.
19090 - CCLR s.57(2)(c) - RECORDS AND REPORTING
A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation. A child who attends the facility with a peanut allergy does not have a care plan to direct the staff in what to do during a medical emergency. The manager provided that a meeting occurred early this year for two children in care who require support from a support worker but a care plan was not in place to direct the staff regarding the needs of the children requiring extra support.
Corrective action. Ensure all children who require extra support have a care plan in place
19220 - CCLR s.58(1)(b) - RECORDS AND REPORTING
A licensee must keep (a) a copy of the written statement, referred to in section 19 of the Act, that the licensee delivers to persons who prepay part of the cost of services
Observation. A review of six files found that none of these files contained a copy of the agreement that is given to those who prepay. The manager stated that after the last Routine inspection, all families received the form required to sign and return but none of the families have responded.
Corrective action. Ensure that client files contain a copy of the agreement that is given to those that prepay.

Observation. Licensing noted a pre-payment policy in place, however there is no confirmation or record that parents have received the policy.
Corrective action. Ensure there is a record of each person who has received the policies and procedures.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. A random selection of children's files were reviewed. Out of the 7 reviewed, 1 did not contain care card information.
Corrective action. Ensure a record showing the medical insurance number is on file.
19070 - CCLR s.57(2)(a) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Licensing observed 7 children in attendance, and 7 children signed into the online app the facility is using. However all the children are signed into 1 classroom, despite being in 2 different classes. Additionally, the Manager reported the app only works when connected to the internet. In the event of an emergency evacuation staff would not have access to the daily attendance record.
Corrective action. Ensure a record showing the daily attendance record, indicating for each day whether the child is absent or present and the time of arrival and departure is on file.

A licensee must have in writing from a parent, and maintain at the community care facility, consent (b) to release a child to someone other than the parent.
Observation. A random selection of children's files were reviewed. Out of the 7 reviewed, 1 did not contain information for alternate pick-up.
Corrective action. Ensure there is a record, including consent from the parent to release a child to someone other than the parent.
19200 - CCLR s.57(3)(b) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. A selection of staff files were reviewed. Out of the 5 reviewed, 1 did not contain validation for their Infant/Toddler certificate.
Corrective action. Ensure staff who hold an educator or assistant certificate have their certificate verified by the early childhood educator registry.

Observation. Licensing noted a staff member with an expired First Aid certificate. The Manager reported this staff does not work alone and always has access to an employee with a valid first aid.
Corrective action. Ensure employees hold a valid first aid and CPR certificate.
