    Observation. Licensing observed the following: -some walls have chipped paint -visibly dirty baby seat and play yard -There is a door in the Group Child Care (30 months to School Age) playroom that leds into the Licensee's private residence's front entrance. The door was not locked and was slightly ajar. Potential for a child to get out of the facility. (Repeat contravention) Licensing discussed with the Licensee keeping this door locked and maintaining cleanliness at the facility at all times.

    Corrective action. Please ensure that the facility is a healthy and safe environment for children in care at all times.

  • OR SUPERVISION

    A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.

    Observation. During the walk through of the facility, it was observed that one child was left alone in a room by themselves sitting in a high chair. This was discovered approximately 5 minutes after Licensing's arrival. When Licensing walked in, 7 children were observed in care; the Manager did not mention that there was an 8th child in care that she needed to tend to nor did she go get this child out of the high chair. It wasn't until Licensing questioned why the child was sitting in the room alone, did the Manager to get the child.

    Corrective action. The Manager stated they are aware of what active supervision is and that this will not happen again.

    Observation. A criminal record check for two individuals living in the home over the age of 12 who is not available.

    Corrective action. The Manager stated they believe these have been applied for but are not certain; if not they will apply for this today.

    A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (a) suitable for the age and development of the children.

    Observation. Licensing observed a baby swing in the Group Child Care (30 months to SA) program. The Manager explained that the children in that program use the swing. Licensing discussed that the equipment and play materials need to be suitable for the age and development of the children in that program. The baby swing is not age appropriate and could flip over if a child used it in the program.

    Corrective action. Ensure that all indoor and outdoor play materials and equipment accessible to children are suitable for the age and development of the children in care.

Observation (CORRECTED DURING INSPECTION): Licensing observed the following: - Upon arrival a child, over the age of 2, sitting in a high chair. The Manager explained that the child doesn't sit and eat on a regular chair and keeps getting up. Therefore, the child is placed in the highchair and fed. - The Manager said to a child whether they were good or bad and then placed a child on a chair for time out. Licensing discussed the use of high chairs, redirection and age appropriate behavioural guidance.

    Corrective action. Ensure that behavioural guidance is appropriate to the age and development of the child who is receiving the guidance.

    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. Licensing observed the following that are accessible to children in care; -Dirty mop in the Group Child Care(30 mnths to SA) bathroom. - A bucket filled with dirty water in one of the multi-age bathroom. - Red tape across one wall in one of the multi-age play room. The tape is coming off in many areas. - There is a door in the Group Child Care (30mnths to SA) playroom that leads into the Manager's private residences front entrance. The door was open and slightly ajar. Potential for a child to get out of the facility. Education provided on ensuring that all doors are locked. - A spray windex bottle with cleaning solution mix of Mr. clean that is not labelled. Licensing provided education on the importance of labeling all cleaning solution bottles.

    Corrective action. Ensure that a healthy and safe environment is provided at all times while children are in care.

    Observation. Licensing observed the following; - The ceiling light fixture is missing the cover. - One of the ceiling lights in the Multi-age kitchen is not working. - Many areas in the facility with chipped paint.

    Corrective action. Ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in care.

    Observation. Licensing observed two shelves that are not secured and wobbly upon touch. Licensing provided education in ensuring that all tall shelves are secured to prevent them falling on a child and injuring them.

    Observation. Licensing observed a 2.5 years old child sleeping a infant bassinet. The child did not fit in the bassinet. Licensing provided education on providing age and developmentally appropriate sleeping furniture. This is a repeat contravention.

    Observation. Upon discussion with the staff, who drops off and picks up children from school, Licensing observed that the staff does not take a first aid kit with them. Licensing provided education on the importance of having first aid kits on the staff that does off-site drop offs and pick ups.

    Corrective action. Ensure that first aid kits are readily accessible to all employees, including while care is provided off the community care facility premises.

    A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

    Observation. Upon a review of the attend records for the month of May, Licensing observed that children are not identified as absent on days they do not attend the facility. Licensing provided education on what the requirement is for this regulation. This is a repeat contravention.

    Corrective action. Ensure that attendance records are accurate on a daily basis.

    Observation. Upon discussion with the Manager, Licensing observed that there are two children who are no longer attending the community care facility. However, there is no date on the records verifying the date on which the children stopped attending.

    Corrective action. Ensure that for each child, who no longer attends the community care facility, there is a date on which the child stops attending.

    Observation. Licensing was unable to observe if the cracked plastic slide and sand/water table have been addressed as the outdoor play area was having some construction done and it was unsafe for Licensing to inspect. Therefore, this contravention is still outstanding.

    Observation. Licensing observed a child sleeping on a mat that was directly in front of an exit/entrance door. Licensing had provided education ,at the previous routine inspection, on the importance of not blocking an exit and the Manager had corrected the identified contravention.

    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. Licensing observed the following in the outdoor play area; -Construction happening where a new wooden staircase is being installed while the children are in care. -Nails and pieces of wood on the ramp leading into the child care facility. Parents are dropping and picking up their children from this entrance. Licensing was unable to observe whether the wheel barrow, adults men shorts and turf adhesive have been addressed as it was unsafe for Licensing to inspect. Licensing was not informed by the Manager of any such construction occurring at the facility. Licensing provided education on ensuring that a safe environment is provided for children and parents. Licensing suggested using the front entrance door while construction is happening as it is a safer means of drop off and pick up of children.

    Corrective action. Please ensure that a healthy and safe environment is provided at all times while children are in care.

The Manager informed Licensing that the outdoor play area is having some renovations done and that the children play in a small area Licensing observed the following; Outdoor area:- - Two big rolled up artificial grass. - A pile of plastic packaging with many plastic empty water bottles and empty food containers. - A wheel barrel half full with dirt and rocks. - Two pairs of adult men shorts besides the wheel barrel. - An open box filled with long nails. - A container of turf adhesive. - A carpet on the ramp to go to the outdoor area overturned. Tripping hazard. - A long block piece of wood. Indoor Area:- -Two of the bathrooms have a toilet bowel scrubber beside the toilet.

    Corrective action. Please ensure that a healthy and safe environment is provided at times while children are in care.

    A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

    Observation. Licensing observed the following; - There is a several wooden panels that have become detached from the outdoor wooden fence at the bottom. This has caused many of the nails and staples to be exposed. -The vinyl flooring in the kitchen area, beside the short counter island, is ripped and some of the vinyl is flipping over. Tripping hazard. - The walls, light switches, and other fixtures have brown stains on them. Additionally, there are many areas of the wall within the facility that have the paint chipped exposing the white underlay. - Several napping mats in the Multi-Age program that are ripped exposing the foam underlay. Unable effectively sanitize the mats.

    Corrective action. Please ensure that the furniture, equipment and fixtures within the community care facility are clean and in good repair.
