  Observation. There is a ladder and a few chairs that are stored against the wall, which can act as a topple hazard as it is not secured.

  Observation. There are multiple areas on the wall where the paint has started to chip.

  The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.

  Observation. Additionally, there are 3 care plans that have not been signed by the parent, therefore it is unclear if the care plan was created with the parent. Multiple care plans that did not contain a date to indicate when the care plan was created.

  Corrective action. Please provide a written response to indicate how you will address the contravention noted above on or before October 24, 2024

• STAFFING

  A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation) Observation (CORRECTED DURING INSPECTION): Staff checklists are used to show what is kept in the staff's file offsite, the checklist does not indicate if the Licensee has verified ECE and ECEA Certificates through the ECE Registry, therefore, Licensing cannot confirm.

  Corrective action. Manager was able to provide validation information, discussion had in regard to showing this within the checklist for future inspections.

  A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

  Observation. Licensing observed a tall metal floor lamp in the indoor play area and is wobbly upon touch. Potential for a child to bump into it, have it fall on them or another child and injure them.

  Corrective action. Ensure that a healthy and safe environment is provided at all times while children are in care.

  A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

  Observation. Upon a review of five days of the attendance records for the month of October, Licensing observed the following; - Five days that the time of departure of children was not identified. - Two days that children were not identified as absent

  Corrective action. Ensure that attendance records are accurate on a daily basis.

• STAFFING

  A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].

  Observation. Upon a review of three staff records, Licensing observed that one staff's criminal record check has expired. The Manager explained that it has been sent in but not yet received. Licensing discussed having a system in place to ensure that records are maintained such having staff's documents with the expiry dates written down somewhere and placing it in a visible location.

  Corrective action. Ensure that staff records are current.

• OR SUPERVISION

  A licensee providing a care program described as Preschool (30 Months to School Age) must not provide care for more than 4 hours each day to each child.

  Observation. Upon review of the attendance records for the preschool program, Licensing became aware that the facility is operating a 9am- 2pm program (5 hours) on Tuesday's and Thursdays. Upon review of the file it was evident that the Preschool Program was granted an exemption to operate an extended program of 5 hours for the school term (2018/2019) which expired in June 2019.

  Corrective action. Please ensure preschool is operated up to a maximum of four hours a day. Discussed exemption process.

• STAFFING

  A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].

  Observation. During a review of staff records licensing observed that two staff who have recently worked at the facility didn't have a record of the expiry date of their CRC available for review at the facility. Licensing notes that a checklist was completed in October 2019 which indicated that these staff had a valid CRC on file at the main administration office, however without the date of expiry Licensing was unable to determine if valid CRC's are available for these two staff. The facility also has a spread sheet that provides the details of the requirements of CCLR Section 19 for the staff, however these staff were not included on the spread sheet.

  Corrective action. Please ensure records required under section 19(1) are current, valid and available on site at the facility. During today's inspection the manager emailed the administration team who did provide evidence that these staff did have valid CRC's. Please provide a written responds that includes how this information will be continuously maintained.
