    Observation. LO observed an ECE was alone with children for about an hour until the IT staff arrived. Discussion took place to ensure an IT staff is always present during operating hours.

    Observation. LO observed: - a staff from another facility (another Infant Toddler care program) owned by the same licensee taking a child from this facility to the other facility. Staff stated as that facility opens late, children from that facility get dropped off at this facility. Once that facility has opened, the staff take the children back to their facility. Also at the end of the day, remaining children are brought to another care program owned by the same licensee to be picked up by parents. Throughout this process, LO observed attendance records are not being updated to reflect the changes. Discussion took place to ensure children are signed in and out at each facility. - departure times are not being consistently captured.

    The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction.  They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]

    Observation. Due to the age of the home, there will continue to be ongoing maintenance issues. LO observed that there are issues in both bathrooms. Such as peeling cupboards, discolouration, tables peeling /chipped. There is also a small cupboard turned backwards (under the fire extinguisher) that does not appear secure and could easily be tipped over by a child.

    Observation. Staff files were reviewed and it was observed that at least one staff has a CRC from another employer and one staff has a ECE certificate that expired. Due to staff using different names than are on their file / certificates, LO was unable to determine which staff was within each room. LO is aware that many staff help in other programs as needed.

    Observation. There is one staff who does not have a file on site. Licensee contact stated that it is available, but was not able to produce it prior to the end of the day.

    Observation. A staff person is holding an expired ECE certificate. Discussion regarding the exemption process and the responsibility of the licensee contact to ensure it is in place prior to staff working without qualifications. LC stated that the staff has applied for the certificate, and will contact the registry for an update.

    Observation. August 9, 2023 - Manager explained that they send photo of lunch on the centre chat that all parents are on. The menu is posted in the facility, but is limited to lunch, snacks are options of fruit/veggies. Manager suggested adding photos of snacks to the chat as a way to share what food was provided. March 20, 2023 - While there is a lunch menu, and a guide of what is offered for afternoon snack, it may not be clear what is offered each day. And it was observed that parents pick up children from outside the facility, so they may not see the menus.

There is also a second bathroom in this unit that can be accessed during nap time (second floor), there are signs of wear and tear, including peeling of the cupboard.

    Observation. LO observed diaper change / bathroom time. Staff used a change mat that was not cleaned between uses, and one staff was observed to be wearing a single pair of gloves throughout. Children's hands were not washed until all diapers were changed

    Observation. In the children's washroom located on the lower and upper level of the facility, LO observed a toilet bowl cleaner brush accessible by children. In addition, diaper creams were stored on the countertop accessible by children.

    Observation. In the outdoor space, LO observed that the ground surfacing such as the wood chips is not adequate, specifically around the fall zones for the play equipment. The landscaping fabric under the wood chips is exposed and creating a tripping hazard. In addition, LO observed that the grass has deteriorated leaving an open area of packed mud. The packed mud is a reoccurring issue in the outdoor space.
