    Observation. Originally found out of compliance on February 12, 2025 Licensing observed the toys and materials in the outdoor space were broken, missing wheels. While there were a lot of large pieces of equipment the children have access to, the equipment and space lacked enough toys and materials to provide items to enhance the use of the large equipment. It was also noted the lack of quality storage to assist staff and role model to children on how to take care of and protect the toys and materials that are available to them.

    Observation. Licensing observed the following: Staff are not following cleaning and sanitizing procedures to assist in preventing the spread of germs and cross contamination. Toilet paper dispenser is broken and is duck taped to the wall, which is a concern that cross contamination can occur. The finish on the toilet seat has worn and become porous, which creates an area of cross contamination. Children have access to the recycling where hazardous containers are placed for recycling.

    Observation. Originally found out of compliance on Feb 12, 2025 In the classroom, there are no boundaries set where the children are able to work on individual projects. during the inspection three children were able to throw a ball type object to each other while children were trying to work on individual activities. The gymnasium, used during unfavorable weather conditions was not designed and coordinated for the appropriate age and development of the children in care. Licensing observed the following: - The staff lacked providing guidance and direction to the children, they were often observed as shouting to get their attention, with only minimal success. - two large dividers that are not secured and sway when children are going in and out and between them. - a basket ball hoop which is attached to the top of the divider, which sometimes causes the divider to sway when children are trying to make a basket - cushions used for the church benches to sit on, children stack them on the floor and provide barriers to create hiding spaces.

When staff said lets get ready to go outside a child spoke up and said "it's raining". The staff decided to stay inside with the children.

October 29, 2024 - As noted in the opening, the Licensee contact stated she was waiting for the report, but, LC is aware of non-compliance as it was discussed and LC stated (today) that she has a plan to move a full time staff into that role. June 24, 2024 - While licensing is aware that the Manager is not currently working on site, no notification has been received outlining who will be replacing the Manager. The Licensee contact was working with this group today, but is expected to be in ratio for the GCC (under 36 months) program. Therefore this is not a long term solution.

October 29, 2024 - LO reviewed staff files and noted that ECE certificates appear to be validated, but there are still staff without CRC from Victoria. All CRC's for staff working with children or in a child care facility must be completed through Criminal Records Review in Victoria. June 24, 2024 - There are files for each staff, but information is missing in most - such as CRC from Victoria done by this facility, ECE validation.

    The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction.  They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]

    Observation. As discussed on site, there is wear and tear throughout the facility. This will be an ongoing issue due to the age of the building. Some of the items noted include - chips / peeling paint and walls, table and chairs that are worn a chair that has rips in the seat. It was also observed that in the bathroom the toilet paper holder is broken and there are metal pieces that remain in the wall, and other areas on these walls that have holes and areas that cannot be disinfected. Due to these issues, the items noted are unable to be disinfected and therefore must be repaired or replaced.
