    Observation. Licensing observed that children’s beds were placed in close proximity, with bedding touching between cots. This arrangement poses a risk of cross-contamination and the spread of germs among children.

    Observation. Licensing observed: - Discrepancies between children’s allergy information recorded in emergency records and the information documented in in the classrooms. - One child had medication accessible to staff; however, a completed Request for Administration of Medication form was not obtained. - One child’s care plan indicated a medication but the medication was not available on site. - One child with an allergy did not have information outlining how staff would support the child in the event of an allergic reaction or emergency. Attendance records in the opening classroom did not clearly identify which children were attending the 30 Months to School Age care program and which children were enrolled in the Infant and Toddler care program.

    The children are grouped together for a period of time exceeding one half hour before the care program begins or one half hour after the care program ends [CCLR Sec. 34(4)].

    Observation. During discussion with staff, it was stated that when the classroom opens at 7:00 a.m., children from both the Infant and Toddler program and the 30 Months to School Age program are grouped together until 8:00 a.m. A discussion was held with the Manager to clarify that, in accordance with licensing requirements, children from two different age groups may only be grouped together for a maximum of 30 minutes.

    Observation. Licensing observed the following: -The gate in the hallway office area was open, providing a child access to the space and possible injury -A gate in one of the I/T rooms is not secure to the wall and could cause a possible injury. -toilet brushes were accessible to children, which can cause possible cross contamination. -limited floor space in the bathroom due to lack of storage form extra diapers provided by the parents. -cupboards where children activities are taking place did not have restrictors keeping the doors closed and preventing items from falling out if too full or is there was a possible earthquake.

    All indoor and outdoor play materials and equipment accessible to children are suitable for the age and development of the children, safely constructed, free from hazards and in good repair. [CCLR Sec. 16(4)]

    Observation. Licensing observed the following: Outside Wooden furniture; tables, cabinets, are broken and weathered A toy chest hinge is broken and may cause an injury to a child. The cover which is over the maintenance cover in one of the playgrounds to protect the children from injury is too loose. A plastic slide has been duck taped in areas where there might be a safety hazard, but there still remains an area that is sharp and may cause injury.

    Observation. Licensing observed while the staff have indicated on a document that the outdoor space is regularly checked for safety, there has been no information provided regarding items that are broken or needed to be addressed.

    Children are provided with a comprehensive and coordinated program of indoor and outdoor activities that is designed for the development and care of the children, and is appropriate for the age and development of the children. [CCLR Sec. 44(1)(a)(b)(c) and Schedule(G)]

    Observation. Licensing observed outside while there are a lot of large gross motor activities for the children to participate in, the outdoor space lack smaller items for children to participate independently. In the classrooms inside, activities are minimal and are not set up, displayed or role modeled in the way that meets the children's development age and ability. While all the Under 36 months classrooms children are engaged in the activities presented to them, there is a lack of role modeling the possibilities of the potential for the different items provided in the classroom.

    Observation. Licensing observed there were children's emergency cards which did not have an emergency contact or a medical practitioner contact. It was also brought to the manager's attention that a child may require a care plan as the emergency card indicated a child had an allergy, but no care plan was provided to licensing regarding the child's allergies. Licensing observed children being signed in at different classrooms and then brought to the opening classrooms. Licensing is concerned that if there was an emergency the educators would not have the exact number of children in their care

    Ground Surfacing: Protective surfacing is provided to reduce the risk of injury from falls. [Director of Licensing Standard of Practice - Safe Play Space]

    Observation. Licensing observed the wood chips which are being used for ground surfacing has disappeared leaving landscaping material exposed. Also the border framing the wood chips in place has become dislodged and broken. The lack of wood chips and the broken and dislodged framing is causing a tripping hazard for children using the spaces.
