    A healthy and safe environment is provided at all times [CCLR Sec. 13(1)].

    Observation. Observation: Licensing observed the following: Sets of gloves were being placed on the tops of the dividers in the bathroom to be reused through out the day for each staff member. A discussion was held between the Licensee and Licensing regarding the gloves being one-time use only. At the time of the inspection the Licensee stated to staff going forward that the gloves are for one time use only. All the cupboards that are secured to the walls above 4 feet, are full of items which presents a risk of items falling out of the cupboards if they were too full or if there is an earthquake. The sandbox is partially accessible to children as there is a partially filled blow-up pool rolled up with garbage inside the pool obstructing the staff from removing the tarp that is covering half of the sandbox and not allowing full access to the space.

    The entire outdoor play area is enclosed and constructed in a manner that is suitable for the age and development of children, and ensures that children are free of harm. [CCLR Sec. 16(3)(a)(b)]

    Observation. Licensing observed that there is a broken fence panel, which presents a risk of injury to a child if they were to fall on the wooden panel. Also the outside climber is showing signs of wear and rear. There are section where the paint has chipped away or eroded from ongoing use and the wood is exposed for a risk of injury. The rope ladder spaces show that the tape is unravelling from around the foam which covers the rope and provides less support when climbing.

    Observation. Licensing observed items in the emergency kit had expired.

    Observation. Licensing observed the outdoor checklist had not been filled in on the day of the inspection and the children were using the outdoor space when we arrived. It was also noted that there was a broken fence panel, which had not been indicated on the log.

    Observation. Licensing observed the following in the employee files: -one staff requires a resume and references -one staff requires a current CRC and their ECE corticate verified -two staff require their ECE certificate verified.

    Observation. Originally found out of compliance January 3, 2025. Licensing observed that the cubbies and tables have chipped paint and the varnish is wearing on the shelves and tables due to cleaning and sanitizing as well as the daily operations of a child care facility.

    The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction.  They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]

    Observation. There are two rooms for this program, they have a variety of equipment (Montessori based) and additional toys / equipment that are play based. There are signs of regular cleaning which is wearing the varnish on the tables and has made them unable to be sanitized and disinfected. The following areas are also showing signs of repair or replacement - bathroom grout, hole in wall, discolouration on wall from children's touch, housekeeping items, puzzles (peeling or missing pieces), and additional shelves (or items being used in place of shelves/storage). To make cleaning easier, remove any items that are not used or showing signs of wear and tear. It is recommended that the room set up should be changed as needed to meet the needs of the children and their current interest. The additional storage items / shelving, equipment, and abundance of toys may be reducing the usable floor space. LO may return to measure space which could result in reduced numbers of children in care.

    Observation. There are two children with care plans due to allergies, epi pens are available, but the plans have not be reviewed annually.

    Implementation of the fire drill system is practiced at least once each month, and implementation of the emergency plan is practiced at least once each year. [CCLR Sec. 22(2)(b)(c)]

    Observation. There were drills completed each month, but on the month that the emergency / earthquake drill was completed no fire drill was completed. Discussion with Manager that the centre must complete 12 fire drills annually (once a month) and one emergency drill (does not have to be earthquake).

    Observation. The following areas were discussed with the manager as not easy to clean, not clean and/or not in good repair - Cupboard door in the bathroom (under the sink) is peeling and the particle board is exposed and unable to be sanitized. The gate between the two playgrounds has a hinge that is broken and fence is difficult to open / close.

    Observation. LO observed log books at the facility, but in one case it had not been used for over two months. It is important to note that log book is used for a variety of incidents / illness / unexpected events that may not be reportable. These could include information from a parent, observation notes on a child, discussions with a child or staff regarding a child.

    Observation. Discussion with staff person regarding the environment and areas that require addressing, such as shelving and cupboards that are wearing and cannot be sanitized, edging of bathroom cupboards and seal around sinks in bathroom. It was also noted that the step stools and areas that children use their hands to move should also be cleaned regularly.

    Observation. While the outdoor space is fully enclosed, there are items in the space that could be dangerous to children - such as - items stored behind shed, broken toys, sandbox that is used as storage and not accessible to children.

    Observation. This is a recurring contravention - LO observed staff records and noted that ECE certificates have not been verified with the registry. While the Manager may have verified the certificates in the past, there is no record showing when they were done. LO recommends printing the page from the ECE Registry that shows the validation information for each certificate.
