    Observation. Licensing observed the following: The gate which is located at reception inside the facility was not latched, this presents a risk of children accessing items that could be harmful. The staff do not have access to single use paper towels and are using a paper towels from a paper towel roll when drying their hands, which presents a risk of cross-contamination.

    The entire outdoor play area is enclosed and constructed in a manner that is suitable for the age and development of children, and ensures that children are free of harm. [CCLR Sec. 16(3)(a)(b)]

    Observation. Licensing observed the following: Licensee was growing roses in the outdoor play space with sharp rigid thorns, which present a a safety risk for children when in the outdoor play area. Standing water generated by the air conditioner is kept in a bucket on the deck, the manager indicated that the staff are to dump the water on a daily basis as the pail becomes full. They are looking for a solution for the water to connect to the drain pipe.

    Observation. The Manager stated that the policies and procedure are currently being updated. Licensing provided a list of the required policies and procedure to be included in the facilities current records, they are as follows: Active Play and Screen Time, Nutrition (Food and Drink), Behavioural Guidance, Emergency Training and Equipment, Safe Release of Children, Care and Supervision and Repayment Agreement.

    Observation. Licensing observed that the outside play area does not provide a coordinated program of outdoor activities for the capacity of 25 children to be able to use the space.

Licensing observed the attendance record was not being monitored or updated as children arrived to the program. It was corrected during the inspection.

    Observation. Licensing observed a roll of paper towel in the classrooms, which the paper is not perforated and hanging on the paper towel dispenser. Licensing explained to the Manager the importance of single use towels or paper towels to avoid cross-contamination and the spread of illnesses. In the washroom the soap dispensers were partially full or almost empty, making it difficult for children to use soap to wash their hands.

    Children are provided with a comprehensive and coordinated program of indoor and outdoor activities that is designed for the development and care of the children, and is appropriate for the age and development of the children. [CCLR Sec. 44(1)(a)(b)(c) and Schedule(G)]

    Observation. Licensing had the opportunity to observe children in smaller groups socializing within the classroom and exploring the toys, materials, and equipment, which are age and developmentally appropriate for the group. Licensing explained how the outside space is to be developed in the same manner as the inside space for children. The outside space to include tables, toys, materials and equipment, which provide opportunities for children to socialize and explore. It is concerning to Licensing as this was originally brought to the Licensee's attention on August 12, 2021 and is still considered an infraction for the facility. The Licensee is to ensure the space meets legislation and designed for regular daily use and function for a capacity of 25 children.

    Observation. It was observed broken toys, balls lacking air, mixed in with the toys provided. Planters with plants inside are filled with water, tipped over. Water table filled with water. The cabinet for storage door is off its hinges, and there are large gaps where items can become weathered and broken.

    Observation. Licensing review cleaning and sanitizing procedures with staff and what products to be used. Licensing to provide options to bleach, but also reminds staff to follow what is the required measurements are when using bleach rather than guessing, which often leads to stronger mixtures. Licensing observed a bucket and mop on the outside deck for cleaning and containers that would need to be removed as the staff indicated that the space is used in the afternoon for outdoor play.

    Observation. Minimal equipment was observed both inside and outside for the capacity of children in the program. Even though there appears to be materials and equipment accessible to children that is suitable for the age and development of the child or the capacity of children enrolled in the program there was not enough materials. Example: On the outside deck, there appeared to be only box of Duplo and a container storing a plastic train set.

    Observation. It appears that there has started to create an emergency plan, but based on the supplies reviewed, they are limited and do not meet the capacity of individuals accessing the program or a plan to transport the items if they were required to leave the premises.

    Observation. It appears the program in one of the groups is asking children to be part of a educational session for 30-45 min prior to going outside, which is considered too long a period of time for this age group. Children are expected to sit during this time and stay within the group. During the observed session there was no movement for the children e.g., stretching, jumping etc. There were no alternative activities set up to support the various developmental needs of the children if they became restless. It was observed that staff were directing children to do an activity at the table if they were not sitting in circle. Once completed they were given another chance to be in the circle. Licensing commented to a staff member that these actions should be monitored as this is viewed as concerning. Guidance practices to be reviewed. In the second group observed, it appeared that children were engaged in a variety of activities, which was being supported by engaging conversation by staff moving around the room, going to the children's level and supporting the children as needed. Licensing reminded the staff when planning to go to the park across the street more than the climbing frame is to be used as their activity, additional activities are required to ensure a comprehensive and coordinated program. Also the outside deck requires additional material and equipment to support a comprehensive and coordinated program. It appears to licensing children are not provided both inside and outside with a variety of materials or equipment to support the age and development of the children in order to meet section 44 and Schedule G.
